RE: Benefits of Participating in the Coastal Hazards Resiliency Tools Project

1.  Know in Advance Where to Expect Flooding Given Changing Tidal Heights and More Accurate Elevation Measurements

GIS map layers are now available from the Maine Geological Survey that simulate the impacts of a static rise in sea level, and identify areas susceptible to inundation and future coastal wetland growth. Tide gauges are indicating a definite trend in the rise of sea level.

2.  Identify Needed Capital Projects Proactively, so You are Ready to Compete When Mitigation or Post-Disaster Funds are Available

Information from GIS maps created for this project may suggest dune restorations or plantings, stormwater management system adjustments such as culvert replacements, habitat or wetland restorations , land acquisition, or structure elevations. These types of projects can be costly, either before or after storm events. Pre-identification of projects will allow the city to react more quickly when funding opportunities arise, and increase chances for eligibility.

3.  Educate Your Citizens About Actual Measurements of Changes to Your Coast

Affected Property Owners and other citizens can become aware of the measurements that scientists have made recently, and how regional changes in Saco Bay and the Gulf of Maine affect Biddeford.

4. Learn about Adaptations to Sea Level Rise Going on in Other Communities

SMPRC will create a list of possible approaches that are suitable for Maine coastal towns, given fiscal, political and resource characteristics, by providing case studies from other areas. These may include policy and regulatory changes that support capital projects.

5. Build Upon Previous Planning Work and Work with Other Municipalities in the Region on a Regional Issue

Biddeford Participated in similar regional plans in the 1990’s which led to positive changes in beach management in the region. Working with others in Saco will build upon this positive energy.

6. Develop an Action Plan at No Cost to Your Community

This project is funded 100% by the Maine Coastal Program utilizing Federal Coastal Zone Management funds, with no cost to the Biddeford budget.
