Subject: 3RD YOUNG MARINE DIVISION RED RIBBON WEEK RECOGNITION

PROGRAM

1. Purpose: To promulgate instructions for recognizing the Top Young Marine from each Regiment who went above and beyond; what is expected of a Young Marine in delivering the message of living a Healthy Drug Free lifestyle leading up to and executing the message during Red Ribbon Week.

2. Background: The 3rd Young Marine Division Red Ribbon Week Recognition (RRW) Program is intended to not only recognize individual Young Marines who excel during the planning and execution of RRW, but to encourage Young Marines to take an active interest in supporting RRW that will benefit their Unit, Battalion, Regiment, Division and the Young Marines program as a whole.

3. Period of Eligibility: 1 Aug 2015 to 31 Oct 2016 (Yes, this covers 2 RRW periods)

4. Summary of Action: The summary of action should contain at a minimum, but not limited to:

a) Total Hours: The hours should include the number of hours in planning, researching and instructing during Red Ribbon Week. Attach a copy of their DDR hours for the period in question.

b) Total Number of Classes Presented: Specify audience, school, scouting, church, or other type youth group. Indicate total number of youth reached and any adults in attendance.

c) Total Number of Proclamations: Specify how many proclamation ceremonies the Young Marine was involved in.

d) List Activities: Specify any unique activities, skits, or other ideas that helped promote Red Ribbon Week.

e) Project Alert: Indicate if Young Marine is over 14 and is Project Alert Certified. If so, did the Young Marine use any Project Alert Material?

f) DEA Device: Indicate if Young Marine has the DEA Device or if the Young Marine will be submitting for the DEA Device based on meeting the requirements during RRW.

g) Photographs: Attach photographs of the Young Marine in action. Submit one photograph per event, if the Young Marine did multiple events.

h) News Media: Attach any articles or news media articles showing the Young Marine in action.

i) Awards: Indicate if the Young Marine received an award for the same action.

j) Other: Please submit other items that support the Young Marines nomination.

5. Guidelines:

a) Nomination packages may be emailed (preferred), to include endorsements from the commanders in the Chain of Command.

b) No duplicate awards will be given for the same action. Commanders should hold off and work with the commanders in their chain of command to ensure the top performers receive recognition at the highest level possible.

c) Submission: All Regimental commanders must have their nomination selection submitted to the Division Commander by 15 January 2017. That means, that each commander should establish dates that will allow them to meet the Division Commanders due date.

d) All commanders in the chain of command should coordinate their selections and agree on which awards should be given at each level.

e) This will be an annual award.

6. Action:

a) Unit Commanders: Will nominate their top Young Marine and forward to their Battalion Commander for consideration. Unit commanders have the option to reward other Young Marines for their efforts during RRW that did not get forwarded up the Chain of Command.

b) Battalion Commanders: Should select their Top Young Marine from all the nominations submitted from those Units in their Battalion; then forward their selection to the Regimental Commander for consideration. Those Young Marines not selected for the next level, may be issued a Battalion Award or may be returned to the Unit Commander for an appropriate Award.

c) Regimental Commanders: Should select their Top Young Marine from all the nominations submitted from those Battalion commanders under their purview; then forward their selection to the Division Commander for consideration. Those Young Marines not selected for the next level, may be issued a Regimental Award or may be returned to the Battalion Commander for an appropriate Award.

d) Division Commander: Will issue a Division PAR with Gold Palm to the Top Young Marine from each Regiment.
