B. PURPOSE AND OVERVIEW:
The Executive ManagerSocial Services, Innovationand Business Development leads and manages UnitingCare Wesley Bowden’s (UCWB’s)social services and innovation (SSI) projectsthat aim to achieve measurablebenefit for economically and socially disadvantaged children and families across Adelaide.
Current social services include individual and community capacity building activities in financial literacy, income/household management, homelessness,nutrition, health and wellbeing.These services are led by a manager reporting to the Executive Manager.
The Executive Manager holds responsibility for refining and implementing outcomes and service satisfaction evaluation methodologies that are appropriate to programmes across the organisation using approaches such as Results Based Accountability, Programme Logic and Theory of Change.
The Executive Manager will take the lead in building services and products that UCWB can develop into the future to sustain its continued growth and prosperity. The role will:
  • Move current products and services to new markets that leverage corporate experience and expertise.
  • Build service offerings that attract new revenue sources
  • Develop new services, products and technologies which align with the organisation’s strategic direction
  • Support and where required lead the establishment of new social enterprises.
  • Buildcapacity and capability across the organisation in outcomes evaluation methodology including measuring social return on investment
  • Develop beneficial stakeholder relationships which enhance and strengthen future viability of services
The Executive Manager sits as a member of the Executive and is a key contributor to setting and delivering against UCWB’s strategy and priorities, and ensuring that business targets are achieved.

The Executive Manager is a designated authorised Officer under the Work Health and Safety Act (2012)
A current SA driver’s licence is a requirement of the position.
C: ROLE ACCOUNTABILITIES / D: KEY PERFORMANCE INDICATORS
  1. Lead social innovation projects that ensure UCWB’s strategic objectives are progressed

  1. Research and advise the Chief Executive (CE) and Executive on future trends related to emerging social needs, populations, societal problems and service technologies.
  2. Propose new service models and products and develop business cases to support the implementation of agreed initiatives.
  3. Where appropriate lead the pilot and start-up of new initiatives.
  4. Identify and secure income streams to support current and new initiatives.
  5. Ensure appropriate outcomes methodologies are embedded into all targeted program activity across UCWB including existing and new initiatives.
  6. Manage UCWB’s response to grant opportunities and ensure that responses meet quality and standards required.
  7. Work with members of the Executive to set, implement and review the yearly Executive Plan.

  1. Oversee UCWB services within the portfolio ensuring that they operate efficiently and effectively.

  1. Lead strategies topromote and raise the profile of UCWB’s services and activities with keystakeholders.

  1. Identify and work with the CE to establish contacts with government, foundations, corporate and community networks to support new channels and opportunities for existing programs and new services.
  2. Represent UCWB at conferences and forums where future trends, issues and problems are discussed and where innovativesolutions or responses are proposed.
  3. Identify and communicate with experts in various fields and network with public and private sector professionals and decision makers to develop information, explore the feasibility of developing new services or engaging in new corporate activities
  4. Familiarise stakeholders with UCWB and its unique ability to develop innovativesolutions to emerging problems and needs.

  1. Provide leadership and progress a culture of “change” across UCWB that enables the achievement of strategic objectives.

  2. Develop and oversee the outcome evaluation framework to apply across the organisation based on best practice approaches.
  3. Work with the Executive to ensure outcomes data is used to improve practice and inform service/business improvement strategies.
  4. Ensure SSI staff are engaged with and contribute to activities in the Organisational Development Plan as required

  1. Ensures the Quality Management Framework (QMF) fulfils organisational requirements for compliance and continuous improvement

  3. Work with Executive to ensure the QMF is relevant to UCWB’s current and future needs.

  2. Maintain compliance with Work Health & Safety Act including effective management, reduction and response to workplace risks using appropriate resources; promotion, consultation and communication on WHS matters with team members; and maintaining current knowledge of health & safety matters

E: SCOPE OF ROLE
Leadership
  • Is responsible for all aspects of the Social Services, Innovation and Business DevelopmentDepartment
  • Has significant influence across the organisation

Decision Making
  • Works under the broad direction of the Chief Executive.
  • Works independently to establish, oversee and deliver required outcomes
  • Undertakes complex problem solving which requires the identification and analysis of complicated issues relevant to the internal and broader operating environment and for which solutions may not have a policy or framework to guide decision making
Communication:
  • Reports directly to the Chief Executive
  • Works closely and collaboratively with other Executive Managers
  • Establishes and manages relationships with senior staff from other organisations, community groups, government agencies and other key external stakeholder groups
  • Represents UCWB at external forums
  • Negotiates and advocates on behalf of the organisation with external stakeholders.
Planning
  • Leads and supports the planning and implementation of organisational wide strategy, plans and miscellaneous projects
  • Inputs and supports the monitoring and reporting of the Executive Plan.
  • Inputs into the UCWB strategic plan as required.

F: ROLE FACTS AND FIGURES
This role is full time.
  • The position holds delegations, as published within the UCWB Delegations of Authority Register.
  • The incumbent is advised that delegations change from time to time and any such changes will be published in the online register. The register can be access via the organisation’s intranet.
  • The UCWB operating budget is in the order of $14mil, with investment portfolio including capital assets in the order $14mil
  • The Executive Manager provides reports and direct briefings to the Board as required
  • Currently one (1) direct report to this position
  • Engages, manages and supervises subject matter experts to support strategic activity

H: EXPERIENCE AND QUALIFICATIONS (MINIMUM REQUIREMENTS)
Minimum Experience & Essential Knowledge
  • Proven senior level experience in a multi-faceted client centric organisation
  • Significant experience in service innovation, service design and implementation (including start up) and securing revenue streams from multiple sources including government grants, philanthropicand fee for service activity.
  • Experience with service and business outcomes evaluation
  • Experience in successful business development.
  • Demonstrated experience in establishing and maintaining high performing teams at organisational level
  • Experience in managing diverse stakeholder relationships including government, community and funding groups
  • Experience in working in complex human service environments
  • Demonstrated ability to successfully deliver key outcomes/projects in a complex environment
  • Experience in the preparation of reports for Executive and Board
Minimum Entry Qualifications
  • Degree qualification in relevant discipline (professional or management).
