Tolworth Broadway Scheme
RBK officers gave a detailed presentation on the proposed Tolworth Broadway Scheme.
Matters Raised / Discussed
· With reference to the circulatory arm, TfL advised they were looking to maintain existing level of service or 10% practical reserve capacity
· RBK advised changed signal timings to try and achieve extra capacity
· TfL noted that worst case scenario not presented
· Expected increased pedestrian usage will impact on traffic flow
· Sufficient width of Greenway for shared use by pedestrians / cyclists. TfL raised concerns about the lane width for cyclists to also continue to use carriageway
· Safety Audits – RBK advised Stage 2 undertaken and being redone before undertaking Stage 3
· RNIB consulted
· No specific loading facilities / delivery restrictions planned
· Proposed Greenway material not part of TfL palette – RBK in discussions with Streetscape and TfL RD
· Timescales – looking at outline design by June
· Possible impact of Tesco development which is still in pre-planning stage; RBK expecting medium flow from Tesco (expected average of 200 parking spaces). Buses confirmed they have involvement in this development and it’s proposed that buses will service the store.
Conclusions / Actions
RBK to review:
· The impact on traffic with regard to Saturday parking and deliveries in the northbound carriageway of Tolworth Broadway
· Potential changes to the signal timings to provide additional reserve capacity for traffic on the roundabout
· The possible use of Pelican crossings as opposed to Puffins to reduce the traffic impacts of the new crossing facilities
· Consult with Living Streets and obtain their feedback on the scheme
· Whilst TfL are supportive of the innovative nature of the scheme, there needs to be sufficient resilience
· The impact on the Olympics during construction of the scheme must be considered
Decision
The proposed scheme received NMG support in principle, subject to the Borough resolving the above issues.
US Embassy Development – 9 Elms Lane

Matters Raised / Discussed
· SCOOT and provision for modifications confirmed
· All red phase would see a reduction in traffic flow
· Assumptions need to be made for the whole development, not just the Embassy
· Modelling – additional speed checks undertaken November 2010 as last modelling undertaken in 2009. Additional checks should be undertaken with reference to CC WEZ removal
· Proposal for pedestrian / cycle bridge noted
· No impact on buses
· Developers aware of works embargo re 2012 Olympic Games
Conclusions / Actions
· Forward Planning scheme approval.
· As new signals are to be installed on the network, there is a need to review the possibility of removing some signals to balance out targets. Signal issue to be flagged
· May be need for pedestrian crossing – MD to go back to Wandsworth and challenge
· TSSR to be completed before formal application submitted to Forward Planning
· Utility programmes to be included in the construction deliberations
· The impact on the Olympics during construction of the scheme must be considered

NMG supportive of this scheme in principle.

Kidbrooke Regeneration Development
Mark Day presented details of the proposed regeneration development with a view to receiving guidance from NMG.
Matters Raised / Discussed
· Question of extra signals to be noted as per comments on US Embassy Scheme – need to impress on developers that we do not want new signal installations (although it was noted that if there was a compelling case for additional signals, TfL could press for this)
· Rail bridge pinchpoint – MD advised he was trying to push for developers to discuss with Network Rail
· Developers likely to pay for SCOOT / CCTV for use by LSTOCC (A2 junction not currently SCOOT)
· TI to look at SQA64. MDY advised work done on SQA64, both junctions met criteria but pedestrian crossings need to be worked on. Having difficulty in determining where pedestrians will cross
· Buses confirmed no issues
Conclusions / Actions
· There is a need to engage with Forward Planning as soon as possible
· MDY to look at alternative to signals and discuss bridge issue with Network Rail

NMG noted the scheme.
