2016 HOUSE RULES

FHLL House Rules

Applicable to ALL Divisions

Safety note: As of January 1, 2009 all non-wood bats used for play in Little League Baseball (majors and below) shall be printed with a Bat Performance Factor (BPF) of 1.15 or less. In general, “composite” bats are disallowed, but exceptions are listed at:

A. Boundaries

1. The authorized boundaries of FHLL are an area bounded by Little Hunting Creek to U.S. Rt. 1 to Sherwood Hall Ln., East on Sherwood Hall Ln. to Schelhorn Rd., North on Schelhorn Rd. by a line extended to Fort Hunt Rd. via Kimbro St., Martha’s Rd., Hollinwood Rd., North on Fort Hunt Rd. to a point just north of Wake Forest Dr., due East parallel to Wake Forest Dr. to the Potomac River, South along the Potomac River to Little Hunting Creek.

2. Registration residency requirements will be strictly adhered to, in accordance with the "Residency Eligibility Requirements" of the Little League Regulations.

B. Skills Assessment Procedures

1. All players baseball age 7 through 14 must participate in a skills assessment session, with the following exceptions:

a. Any 7 or 8 year old that will play in the Single A Division;

b. Any eligible Seniors player.

Note: Baseball agedetermination dates vary by birth year as Little League International gradually moves all groups to an August 31 date over the next few years. Refer to the Baseball Age Chart posted on the Fort Hunt Little League home page each season to determine a player’s current baseball age.

2. Skills Assessment procedures:

a. The Player Agent shall set and publish an appropriate time and location for player skills assessment.

b. The Player Agent shall conduct two (2) Skills Assessment sessions, each including skills assessment by age group.

c. The Player Agent shall demonstrate for each player present, the set of skills demonstrations to include fielding, throwing, running, and batting.

d. Each division VP is responsible for recruiting prospective managers and other appropriate individuals to attend the Skills Assessment sessions as evaluators to assess as many players as possible and at least those players in age brackets appropriate to the coach's prospective responsibilities.

e. The Player Agent shall employ a rating system for assessing all players present at the session. Each eligible evaluator shall record, in writing, a rating score for each player in each of the evaluated skills.

f. The Player Agent, in conjunction with the Registrar, will compile and average all rating scores recorded by the eligible evaluators, and produce a hierarchical listing of skill ratings for each player, sorted by division. All copies of the hierarchical listings shall be returned to the Player Agent at the conclusion of the respective team drafts.

g. The listing of players, ranked by their rating scores, shall be marked CONFIDENTIAL and maintained by the Player Agent in confidence and available only to (1) managers while the draft is being conducted and (2) anyone else on a "need to know" basis.

C. Draft Procedures

1. Fort Hunt Little League will conduct drafts for all divisions AAA and higher in accordance with the current Little League Draft Selection System outlined in the Little League Operating Manual. Teams for the T-Ball, A, and AA divisions shall be selected in accordance with provisions determined by the President, appropriate Division Vice President, and the Player Agent.

2. The Player Agent is encouraged to distribute a copy of the current Little League Draft Selection System outlined in the Little League Operating Manual to all participating managers at least one day prior to any draft.

3. The materials provided, and the statements and actions that occur, during any draft are to be held in strict CONFIDENCE among those in attendance and shall not be disclosed to anyone unless compelled by law. Drafts shall only be attended by the President, Player Agent, appropriate Division Vice President, current managers or their adult designee, and one adult assistant per current manager (if desired by the current manager). No one else is to be in attendance at a draft.

D.Selection of Fort Hunt Little League All Star Teams

The Fort Hunt Little League (FHLL) All Star Team Selection is a commitment to comply with the requirements of Little League Baseball but also to provide an opportunity for players to contribute to the decision making while building the strongest teams to represent FHLL in Virginia District, State, and National tournament competition. This policy was adopted by the FHLL Board of Directors to advance these objectives and is provided to bring transparency to the process for the entire community of Fort Hunt Little League.

1. Confidentiality. Confidentiality by the Board and selection committee members of deliberations regarding All Star selection is of the utmost importance for the purpose of assuring honest and robust discussions of player skills and abilities. Disclosure of those discussions by anyone selected to participate in the selection committees may result in the member's removal from the committee or other roles in the league at the discretion of the Board. Disclosure by a board member is subject to removal by a vote of the Board.

2. All Star Roster Size. FHLL All Star rosters shall include at least twelve (12) players, but shall not exceed fourteen (14) players. For good cause shown, the Board of Directors may petition the Virginia District 9 Administrator to reduce an All Star roster to eleven (11) players.

3. Selection of All Star Players. In the 60’ program, All Star rosters will be established in the following order: 11/12 team, 10/11 team, 9/10 team.

a. Juniors Division All Star Team.

(1). Eligibility. All players league age fourteen (14) and under, playing in the Juniors Division, and participating in at least 60% of his/her team’s regular season games played, shall be eligible for selection to the FHLL league age Juniors All Star Team.

(2). Selection to All Star Roster.

(a). Selection Generally. A portion the FHLL Juniors All Star team will be selected by a vote of the players in the Juniors Division. Another portion will be selected by the Juniors Division All Star Selection Committee (“Juniors Selection Committee”). A final portion will be selected by the Juniors All Star manager.

(b). Selection by Player Voting. The Player Agent will conduct the voting among the players in the Juniors Division. The Player Agent shall develop the Juniors All Star Ballot which shall include an alphabetical listing of all league age fourteen (14) and under players in the Juniors Division. Each player in the Juniors Division may vote for up to nine (9) players from the Juniors All Star Ballot. Voting will be by written secret ballot. No proxies will be permitted. Prior to voting, voters will be instructed that their responsibility is to vote for the most deserving players. Votes will be counted in the presence of the President or his designee. The three (3) players receiving the most votes will be named to the Juniors All Star Team.

(c). Selection by Juniors Selection Committee.

(i) The Juniors Selection Committee shall be comprised of the Juniors Division VP and each manager in the Juniors Division. The committee shall be chaired by the Player Agent, as a non-voting member, and include the President, as an advisor. It is the duty of each member of the Juniors Selection Committee to observe a sufficient number of Juniors Division games to objectively assess the skills of the Juniors Division players.

(ii) The Player Agent will conduct a meeting of the Juniors Selection Committee and the Juniors All Star manager to select the portion of the All Star roster specified by the Board. The meeting will be conducted as follows. First, the Player Agent will lead a discussion aimed at identifying all eligible players worthy of broad consideration. Next, the Player Agent will conduct a two-phase process for selecting the number of players specified by the Board to the roster of the Juniors All Star Team. In the first phase, the committee members will select the “All Star Pool” which, excluding the players voted to the roster by the player voting, will equal twenty (20) players. In the second phase, the committee members will select six (6) players from the All Star Pool to the roster of the Juniors All Star Team. The goal is to select the All Star Pool and All Star Team members by consensus, but if consensus is not achieved, the Player Agent will conduct a secret ballot. The Player Agent will count the votes in the presence of the President or his designee, but not reveal the tally. The six (6) players receiving the most votes will be named to the All Star Team.

(d). Selection by the All Star Manager. The Player Agent will promptly inform the Juniors All Star manager of the players selected by player voting and by the Juniors Selection Committee. From players remaining in the All Star Pool, the Juniors All Star manager shall then select at least three (3) players but no more than five (5) players to the roster of the Juniors All Star Team. The manager will notify the Player Agent of his selections.

b. Intermediate Division All Star Team.

(1). Eligibility. All players league age thirteen (13) and under, playing in the Intermediate Division, and participating in at least 60% of his/her team’s regular season games played, shall be eligible for selection to the FHLL league age Intermediate All Star Team.

(2). Selection to All Star Roster.

(a). Selection Generally. A portion the FHLL Intermediate All Star team will be selected by a vote of the players in the Intermediate Division. Another portion will be selected by the Intermediate Division All Star Selection Committee (“IM Selection Committee”). A final portion will be selected by the Intermediate All Star manager.

(b). Selection by Player Voting. The Player Agent will conduct the voting among the players in the Intermediate Division. The Player Agent shall develop the Intermediate All Star Ballot which shall include an alphabetical listing of all league age thirteen (13) players in the Intermediate Division. Each player in the Intermediate Division may vote for up to nine (9) players from the Intermediate All Star Ballot. Voting will be by written secret ballot. No proxies will be permitted. Prior to voting, voters will be instructed that their responsibility is to vote for the most deserving players. Votes will be counted in the presence of the President or his designee. The three (3) players receiving the most votes will be named to the Intermediate All Star Team.

(c). Selection by IM Selection Committee.

(i) The IM Selection Committee shall be comprised of the Intermediate Division VP and each manager in the Intermediate Division. The committee shall be chaired by the Player Agent, as a non-voting member, and include the President, as an advisor. It is the duty of each member of the IM Selection Committee to observe a sufficient number of Intermediate Division games to objectively assess the skills of the Intermediate Division players.

(ii) The Player Agent will conduct a meeting of the IM Selection Committee and the Intermediate All Star manager to select the portion of the All Star roster specified by the Board. The meeting will be conducted as follows. First, the Player Agent will lead a discussion aimed at identifying all eligible players worthy of broad consideration. Next, the Player Agent will conduct a two-phase process for selecting the number of players specified by the Board to the roster of the Intermediate All Star Team. In the first phase, the committee members will select the “All Star Pool” which, excluding the players voted to the roster by the player voting, will equal twenty (20) players. In the second phase, the committee members will select six (6) players from the All Star Pool to the roster of the Intermediate All Star Team. The goal is to select the All Star Pool and All Star Team members by consensus, but if consensus is not achieved, the Player Agent will conduct a secret ballot. The Player Agent will count the votes in the presence of the President or his designee, but not reveal the tally. The six (6) players receiving the most votes will be named to the All Star Team.

(d). Selection by the All Star Manager. The Player Agent will promptly inform the Intermediate All Star manager of the players selected by player voting and by the IM Selection Committee. From players remaining in the All Star Pool, the Intermediate All Star manager shall then select at least three (3) players but no more than five (5) players to the roster of the Intermediate All Star Team. The manager will notify the Player Agent of his selections.

c. League Age 11/12 All Star Team.

(1). Eligibility. All players league age eleven (11) and twelve (12), playing in the Majors Division, and participating in at least 60% of his/her team’s regular season games played, shall be eligible for selection to the FHLL league age 11/12 All Star Team.

(2). Selection to All Star Roster.

(a). Selection Generally. A portion of the FHLL league age 11/12 All Star team will be selected by a vote of the players in the Majors Division. Another portion will be selected by the Majors Division All Star Selection Committee (“Majors Selection Committee”). A final portion will be selected by the league age 11/12 All Star manager.

(b). Selection by Player Voting. The Player Agent will conduct the voting among the players in the Majors Division. The Player Agent shall develop the league age 11/12 All Star Ballot which shall include an alphabetical listing of all league age twelve (12) year old players in the Majors division and any league age 11-year-old who is playing in the Majors division and wishes to be considered for the 11/12 team. Any 11-year-old wishing to be on the 11/12 ballot will need to submit a request in writing to the Majors VP prior to the date that voting commences. Any 11 or 12-year-old playing in both the Majors and Intermediate divisions must choose to be placed on either the Majors or Intermediate ballot. They can not be listed on both. These players must submit their preference in writing prior to the commencement of voting. Each player in the Majors Division may vote for up to nine (9) players from the league age 11/12 All Star Ballot. Voting will be by written secret ballot. No proxies will be permitted. Prior to voting, voters will be instructed that their responsibility is to vote for the most deserving players. Votes will be counted in the presence of the President or his designee. The three (3) players receiving the most votes will be named to the league age 11/12 All Star Team.

(c). Selection by Majors Selection Committee.

(i) The Majors Selection Committee shall be comprised of the Majors Division VP, each manager in the Majors Division, and the 11/12 and 10/11 named all-star team managers. The committee shall be chaired by the Player Agent, as a non-voting member, and include the President, as an advisor. It is the duty of each member of the Majors Selection Committee to observe a sufficient number of Majors Division games to objectively assess the skills of the league age eleven (11) and twelve (12) year old players.

(ii) The Player Agent will conduct a meeting of the Majors Selection Committee and the league age 11/12 All Star manager to select the portion of the All Star roster specified by the Board. The meeting will be conducted as follows. First, the Player Agent will lead a discussion aimed at identifying all eligible players worthy of broad consideration. Next, the Player Agent will conduct a two phase process for selecting the number of players specified by the Board to the roster of the league age 11/12 All Star Team. In the first phase, the committee members will select the “All Star Pool” which, excluding the players voted to the roster by the players, will equal twenty (20) players. In the second phase, the committee members will select six (6) players from the All Star Pool to the roster of the league age 11/12 All Star Team. The goal is to select the All Star Pool and All Star Team members by consensus, but if consensus is not achieved, the Player Agent will conduct a secret ballot. The Player Agent will count the votes in the presence of the President or his designee, but not reveal the tally. The six (6) players receiving the most votes will be named to the All Star Team.

(d). Selection by the All Star Manager. The Player Agent will promptly inform the league age 11/12 All Star manager of the players selected by player voting and by the Majors Selection Committee. From players remaining in the All Star Pool as well as other all-star eligible players in the majors division, the league age 11/12 All Star manager shall then select at least three (3) players but no more than five (5) players to the roster of the league age 11/12 All Star Team. The manager will notify the Player Agent of his selections.
