INVITATION TO BID

The City of Forsyth will receive bids for the Forsyth Streetscape Project until 2:00 p.m. on Tuesday September 13th, 2016, in the City Manager’s Office at Forsyth City Hall, 26 North Jackson Street

Forsyth, Georgia 31029, at which time and place all bids will be publicly opened and read aloud.

Bids are to be submitted on a proper form furnished by the City and shall be addressed to the City Manager, City Hall, Forsyth, Georgia, sealed, dated and enclosed in an envelope appropriately marked on the outside "Proposal for Forsyth Streetscape Project," CR271/Tift College Dr. FM SR 42/SR83 to

CR 290/ Patrol Road. P.I. No. 0010304 marked with the name of the bidder and date and hour of opening, and mailed or delivered to reach the designated office on or before the above stipulated date and time. No bids will be accepted after the 2:00 PM deadline. Those received late will be returned unopened. No extension of the bidding period will be made.

A pre-bid conference is scheduled for 10:00 am on Tuesday, September 6th, 2016, at the City Hall. A site visit will occur after the meeting for those who are interested. Any question’s regarding bids and misunderstandings that may rise from this proposal must be submitted, in writing and directed to Mr. John Boudreau, Project Manager, at, no later than 5:00 pm on Wednesday, September 7th, 2016.

The scope of the work includes sidewalks, milling and repaving of streets, crosswalks, new curbs, drainage structures, handicap ramps, roadway striping, planting and lights. Contract, if awarded, will be on a lump sum basis. No bid may be withdrawn for a period of 120 days after time has been called on the date of opening. Bids must be accompanied by a bid bond in an amount not less than 5% of the base bid. A 100% performance bond and a 110% payment bond will be required by of the successful bidder in the combined amount equal to 210% of the contract price.

Georgia Department of Transportation Standard Specifications 2013 Edition and applicable Supplemental Specifications and Special provisions shall apply to this project.

Attention is called to the fact that this project is funded through the U.S. Department of Transportation. All bidders must be pre-qualified with the Georgia Department of Transportation if bid amount exceeds $2,000,000.00. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with GDOT. The contractor must ensure that all employees and applicants for employment are not discriminated against because of their gender, race, color, genetic information, religion, national origin, political affiliation, age, handicapped status, sexual orientation, sexual preference, or gender identity and expression. The provisions of the Disadvantaged Business Enterprise Program shall apply. The DBE goal for this Project is 14%.

The Owner reserves the right to reject any or all bids and to waive technicalities and informalities. If the contract is awarded, it will be awarded to the lowest reliable bidder whose proposal shall have met all the prescribed requirements.

Bids may be held by the City for a period not to exceed one hundred and twenty days (120) days from the date of the opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders, including investigating the financial stability of the bidders and their demonstrated ability to perform satisfactorily, prior to awarding the contracts.
