SUMMARY OF ATTENDANCE CRITERIA PROVISIONS

See Annex 12, Managers Guidance, Attendance Management Policy
1. / The MPS attendance management policy is set out in Notice 20/04. The policy requires that applications will normally be rejected where an individual has been absent from duty through sickness over the previous three years:
● for an average of more than 6 days per year
or
● where the individual has been absent from duty on eleven or more separate occasions during those three
years
or
● when the individual’s sickness record during the period displays a pattern of absence which would cause the
line manager to feel unable to rely on a regular pattern of attendance or performance.
2. / The absences to be considered will be those relating to minor illness (colds, sore throats, upset stomach, etc), which have no underlying cause. Such minor illness will still be taken into account even where the absence lasts longer than one day. However, it should be noted food hygiene regulations stipulate the conditions under which catering staff may not attend work and therefore special consideration should be applied when dealing with their applications, as catering staff may not attend work when suffering with the above symptoms.
3. / The previous three years will be calculated from the closing date for applications for the relevant selection process, or from the date of the application in all other cases. Where an individual does not have three years service the criteria, set out above, should be reduced proportionately according to the period of their service.
4. / In all cases the first line manager should:
● check the sickness record with the criteria and decide whether it meets the criteria and should be forwarded
● complete section A, B or C as appropriate and forward to the countersigning manager for endorsement.
5. / Where an absence derives from or is directly related to a disability (as defined under the Disability Discrimination Act 1995), pregnancy or maternity related sickness or an injury in the execution of duty, line managers must obtain advice from their HR manager when considering whether an individual falls within the criteria.
6. / Absences relating to an illness or injury or to ongoing treatment for such an illness or injury may also be excluded, although full reasons should be given when completing the selection criteria form.
7. / Where the decision is made to forward an application which falls within the criteria (Recommendation B), the reasons must be fully recorded by the line manager and authorised by the countersigning manager (or OCU commander/head of branch where the selection process dictates).
8. / A copy of this form should be kept with the application form/documentation.
