AT THE FACULTY OF MEDICINE – THE ENGLISH TEACHING MODULE

THE ENROLLMENTFOR THE STUDIESFOR A BACHELOR’S DEGREE

IN ENGLISHIS ONLY FOR THE FIRST YEAR OF STUDIES

The own methodology of the University of Medicine and Pharmacy „Carol Davila” Bucharest was drawn up according to:

  • The provisions of the National Education Law no. 1/2011;
  • OMEN 3473 / 17.03.2017;
  • The regulation regarding the professional activity of students.

For this programme, Romanian citizens, citizens from the E.U. countries, the European Economic Area (E.E.A.) and the Swiss Confederation and foreign citizens from non-E.U. countries can apply for enrollment for studies for a Bachelor’s degree.

The minimum condition for application is the graduation of an accredited high school in the country of origin, the diploma awarded allowing access to academic studies in the respective country and being recognized by the Ministry of National Education (MNE) in Romania.

The enrollment is subject to the observance of the legal provisions regarding the necessary minimum criteria for attending academic studies, as well as of the legislative provisions concerning residence in Romania during the studies.

Each year, the University Senate shall decide, with the approval of the ministry, the maximum number of seats available. For the first year 2018/2019 - 300seats have been approved. (university site )

All the candidates, with no exception, shall take the English test.

  1. THE STUDIES ARE BASED ON A TUITION FEE;
  2. THE ENGLISH EXAMINATION FOR THE ADMISSION IN THE FIRST YEAR – 2018/2019 SHALL TAKE PLACE AT THE DISCIPLINE OF FOREIGN LANGUAGES ON 25 September 2018;
  3. The grades are given from 1 to 10, the minimum passing grade being 5.00 (five).
  4. THE ENROLLMENT IN THE FIRST YEAR – 2018/2019 SHALL BE MADE IN THE DECREASING ORDER OF THE GRADE POINT AVERAGE OBTAINED AT THE WRITTEN ENGLISH EXAMINATION, WITHIN THE LIMIT OF THE NUMBER OF SEATS APPROVED BY THE UNIVERSITYSENATE.

FOR THE CITIZENS FROM THE NON-E.U. COUNTRIES

- the recognition of the high school studies shall beperformed by the General Department of International Relations and European Affairs (GDIREA) of the Ministry of National Education of Romania.

- after the processing of the filesby the university, according to the legal regulations in force, the list of persons proposed for the issuance of the Letter of Acceptance to studies shall be forwarded to MNE –GDIREA.

The documents required for obtaining the Letter of Acceptance:

ALL THE DOCUMENTS SHALL BE SUBMITTED IN 2 COPIES.

1.Application form for obtaining the Letter of Acceptance filled in capital letters in all the fields (APPENDIX 2);

2. High school diploma – copy and certified translation into Romanian;

CHECK THE LIST OF DIPLOMAS WHICH ARE VALID IN ROMANIA (APPENDIX 1)

3. Grade Record (school transcript with grades)– copy andcertified translation into Romanian (the subjects Biology, Physics, Chemistrymust be specified in the school transcript);

4.The candidates who have passed the Baccalaureate examination in the sessions corresponding to the academic year 2017-2018 may submit, instead of the Baccalaureate diploma, a certificate issued by the high school, obligatorily specifying the grade point average of the Baccalaureate examination, the grade point averages obtained during the years of study, the validity term of the certificate and the fact that the Baccalaureate diploma was not issued - copyandcertified translation into Romanian;

5. A document certifying the permanent residence abroad – copy and translation into Romanian;

6. Birth certificate– copy andcertified translation into Romanian;

7. A health certificatestating that the candidate to be accepted to studies does not have any contagious diseases or any other diseases incompatible with the medical profession - copy and certified translation into Romanian;

8.Minimum six months valid passport – copy

9. The non-refundable fee for processing the file in the amount of RON 1,000 to be paid into the account

3.The tuition fees, for the students enrolled in the academic year 2018/2019, may be paid in three installments: 50% - on enrollment (non-refundable amount); 25% - on the 15th of January of every academic year (non-refundable amount); 25% - on the 15th of April of every academic year (non-refundable amount) and their value cannot be reduced. The foreign citizens who need a student visa to enter Romania shall pay the tuition fee in full.

Failure to pay the tuition fees, according to the methodology, throughout the duration of the studies, will lead to the suspension of the quality of a student. A fee of RON 300 will be charged for regaining the quality of a student.

4.€ 250 for the examinations during the resit session;

5.€ 500 for any examination (credit exam) or any makeup examination.

FOR THESE FEES, THE 1/3 REDUCTION IS NOT APPLICABLE

At the end of the second academic year, the foreign students must take a Romanian language examination (written and oral), and only after passing this examination they may continue their studies in the 3rd academic year. This examination is necessary because the communication with the patients during the clinical rotations is in Romanian. For this examination a € 400fee shall be paid.

The candidates from the non-E.U.countries requirea student visa, issued by the Romanian Embassy from the country of origin. The visa shall be issued based on the Letter of Acceptance to Studies, issued by the General Department of International Relations and European Affairs of the Ministry of National Education in Romaniaand on the full payment of the tuition fee.

FOR THE CITIZENS FROM THE E.U. COUNTRIES, THE EUROPEAN ECONOMIC AREA (E.E.A.) AND THE SWISS CONFEDERATION

- the studies are recognized by the National Centre for Recognition and Equivalence of Diplomas, a body of the Ministry of National Education in Romania. The University submits the documents for recognition to the National Centre for Recognition and Equivalence of Diplomas.

- following the evaluation of the file at the National Centre for Recognition and Equivalence of Diplomas, a CERTIFICATEentitling the holder to pursue academic studies in Romania shallbe issued.

- the enrollment in the study programmes of the university depends on the recognition of the studies by the National Centre for Recognition and Equivalence of Diplomas. The non-recognition by the National Centre for Recognition and Equivalence of Diplomas of your studies impedes your enrollment.

The fees in Euro will be calculated according to theofficial exchange rate of the National Bank of Romaniaon the day of the bank transfer.

Important: The IBAN code, the name of the holder of the study documents and the employer's name requesting the recognition (if applicable)must be written on the payment order or postal order issued.

Authentication of the study documents subject to recognition / equivalence

1. For the diplomas from the Republic of Moldova no apostille or authentication is required. The diplomas issued before 2008 (as well as the diplomas issued after 2008 that cannot be verified through the portal) will be accompanied by the Certificate of Authenticity issued by the Ministry of Education of the Republic of Moldova, in the original;

2. For the states that are parties to the Hague Apostille Convention, the study documents subject to equivalence/recognition must have the Hague Apostille applied by the competent authorities of the issuing countries; the study documents from Italy, Greece, Spain, Portugal and Cyprus will have the Hague Convention Apostille applied, the other EU member states being exempted;

3. For the states that ARE NOT party to the Hague Apostille Convention, the study documents shall be authenticated or accompanied by the Certificate of Authenticity issued by the competent authorities of the country of origin;

• the authentication shall be applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in the respective country or by the Ministry of Foreign Affairs of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania; for the countries where there are no diplomatic missions of Romania or that do not have diplomatic missions in Romania, the study documents shall have a certification issued by the Ministry of Education and the Ministry of Foreign Affairs of the issuing country;

• the exemption from authentication is allowed according to the law, as a party of an international treaty to which Romania is a party or based on reciprocity.

List of countries for which the apostille or authentication is required

The translations made in Greece shall be certified by the Ministry of Foreign Affairs of Greece.

The files which do not contain the following shall not be solved:

all the specified documents from the published list;

the application form completed in full.

The EU citizens do not need a student visa in Romania. They have to notify their residence on the Romanian territory at the General Inspectorate for Immigration. The Office for Foreign Students will advise foreign students in this regard.

5.The Romanian citizens who did not study in a school included in the national system in Romania or studied abroad shall submit aCERTIFICATE issued by MEN - CNRED;

6.The candidates who have passed the Baccalaureate examination in the sessions corresponding to the academic year 2017-2018 may submit, instead of the Baccalaureate diploma, a certificate issued by the high school, obligatorily specifying the grade point average of the Baccalaureate examination, the grade point averages obtained during the years of study, the validity term of the certificate and the fact that the Baccalaureate diploma was not issued - the original;

7.A statement given before a public notarywith the term for presenting the high school diploma;

8. The birth certificate - copy;

9.Personal identification document– copy of the identification card.

10.A health certificate specifying that the candidate to be accepted to studies does not have any contagious diseases or any other diseases incompatible with the medical profession;

11.4 recent photos;

At the end of the second academic year, the Romanian students who did not studyfor at least 4 (four) years consecutively in Romanian in a school from the national system of Romaniamust take a Romanian language examination (written and oral), and only after passing this examination they may continue their studies in the 3rd academic year.

Those who studied in Romanian will bring proof of their studies.

The fee for this examination is the equivalent valuein RON of€ 400.
