FOR THE ARRANGEMENTS AT LAXMI NARAIN MANDIR (BIRLA MANDIR) ON 24-8-2008.
Entry to the main Mandir will be from Mandir Marg only which can be approached from the Kali Bari side as well as Peshwa Road.
Entries will be through D.F.M.Ds. installed on either sides. Public is requested to co-operate with the security personnel for their safety.
Hand bag, brief cases, parcel, food packets, cameras and any other battery operative equipments are not permitted.
As it is well known that the visitors to the Mandir will have to remove their footwear before passing through the D.F.M.Ds. leading to the Mandir gates. Arrangements have been made for depositing the footwear by the Mandir authorities in stalls adjacent to Kali Bari Marg and Hindu Maha Sabha on Peshwa Road.
Entry to the Geeta Bhawan and the Vatika will be only through main Mandir Gates. All other entry gates to the Mandir complex will remain closed.
There are only two exit Gates from the Mandir complex. All those who want to go Kali Bari Marg will proceed via Vatika Geeta Bhawan. Exit (Vatika opening) Lane leading to Kali Bari Marg.
All persons wishing to move towards Peshwa Roard should use Gate No. , on the Geeta Bhawan side. No entry is permitted from Gate No. 3.
No vehicular traffic will be allowed on Mandir Marg between Panchkuian Road R/A, Park Street R/A on Kali Bari Marg, Udyan Marg, Peshwa Road and Scindia Road.
An Assistance Booth has been set-up near the Main Gate of Mandir.

COUPLE HELD – FAKE LOAN RACKET BUSTED
South West District Distt. has busted a loan racket with the arrest of following accused namely
- Seema Babbar @ Simran Kaur @ Soniya Sharma @ Pooja Aggarwal @ Kavita @ Sadiya Ali R/o Pune, Maharashtra aged 27 Years
- Feroz Ali @ Sajid Khan @ Nadeem @ Sanjay Singh @ Chunnu R/o Bhagalpur, Bihar aged 34 Years
INCIDENT:
On 22.05.2008, one Baljeet Singh R/o Munirka Village, New Delhi approached Vasant Vihar police and informed that one Kuldeep had taken his I.D. Proof, Bank statement etc. on the pretext of sanctioning home loan and told that one lady would visit him shortly to get a bank form filled up for home loan. After two days, complainant received a phone call from one Kavita and a meeting was fixed at the complainant’s house. When Kavita reached at the Baljeet’s house she asked him to sign two cheques. The complainant signed the cheques and placed that signed cheque book & pass book on the bed. While Baljeet Singh was searching for his Photographs & electricity bills as required by her she had stolen the two signed cheques from the aforesaid cheque book. After that she filled up loan form and pasted his photograph over that form and took cash Rs 5,000/- allegedly for verification and left from there. Later complainant found that two cheques have been debited from his account amounting to Rs 1,09,000/-One cheque was drawn in the name of Sanjay for Rs 54,000/- and another was drawn in the name of Seema for Rs 55,000/-. A case was registered vide FIR No. 130 dated 23.05.2008 U/s 380/420 IPC at Police Stn. Vasant Vihar and the investigation was taken up.
INVESTIGATION
A team of officers of Sub Division Vasant Vihar was formed under the close supervision of ACP/Vasant Vihar Shri Kumar Gyanesh. On enquiry, it was revealed that one Kuldeep referred the said female accused to complainant for home loan after looking at an advertisement in a News Paper, though he did not previously know the accused couple. Intense search for the lady Seema & her associate Sanjay was made and sources were deployed. During further investigation, it was revealed that lady Seema along with her associate Sanjay was hiding somewhere in Abul Fazal Enclave , Jamia Nagar, Okhla area of Delhi. A team was formed under the overall supervision of ACP/Vasant Vihar Kumar Gyanesh. A raiding party consisting of Hd. Consts. Rakesh Tomar, Madhu Sudan, Consts. Amit Kumar, Vishwajit and Narender Kumar, Lady Const Manoj Yadav under the supervision of Inspr. Palvinder Singh, SHO/Vasant Vihar was sent to Jamia Nagar, Okhla, Delhi. Finally the accused Seema & her associate were traced. When she alongwith her associate was coming to Bhikaji Cama Place area to meet their next target, they were apprehended. The accused were identified as Seema Babbar @ Simran Kaur @ Soniya Sharma @ Pooja Aggarwal @ Kavita @ Sadiya Ali aged 27 Years and Feroz Ali @ Sajid Khan @ Nadeem @ Sanjay Singh @ Chunnu aged 34 Years. On interrogation they confessed about the commission of crime. Besides, they have confessed of deceiving number of people in Delhi, Gaziabad, Noida, and Pune on the pretext of granting them Personal, Home & Business Loan etc.
PROFILE
Seema Babbar @ Simran Kaur @ Soniya Sharma @ Pooja Aggarwal @ Kavita @ Sadiya Ali aged 27 Years belongs to a middle class family of Delhi and was educated in a public school. She got married in the year 1999 but separated from her husband in June 2007. Initially she worked with a Bank in Pune, Maharashtra in telesales but failed to achieve the given target. As her associate Feroz Ali was in same profession, they developed skill to converse with people in the financial field. Initially, they attempted to arrange loans for people from Bank and private companies. Later they started deceiving people in the name of granting Personal, Home & Business Loan etc. through advertisement in News Papers. They have collectively deceived a number of people in Pune, Maharashtra, Delhi, Gaziabad, and Noida. Few forged documents have also been recovered and the verification is on.
Feroz Ali @ Sajid Khan @ Nadeem @ Sanjay Singh @ Chunnu aged 34 Years is from Bhagalpur Bihar and studied upto 12th standard. Thereafter he started to work as tutor beside salesmanship in a medical shop in Bhagalpur, Bihar. He was not satisfied with the income, therefore, he left for Mumbai for earning the livelihood where he established a tour & travels partnership firm and started to ply cabs on Mumbai-Pune route. In this business, he suffered loss whereafter, he left for Pune and started to work in a financial Firm. There, he came in contact of Seema Babbar and they collectively developed the idea to deceive people on pretext of sanctioning bank loan. The basic motive of associating Seema Babbar was to instill confidence in the mind of their prospective victim.

Sh. Anil Kumar, Constituted Attorney of many international famous publishers like Harper Collins, The Random House Groups, Penguin, Bloomsbury Publishing and MacMillan Publishers filed a complaint at IPR Section, EOW, Crime Branch office. The Economic Offences Wing, Crime Branch, Delhi Police in its effort to crackdown on clandestine underground network producing and distributing pirated books, has seized a huge stock of pirated books of foreign publishers. During the course of investigation a special team comprising of SI Afsar Raza, SI Manoj Kumar, SI Subeer Ojaswi, SI Gurnam Singh, SI Bega Ram, HC Amar Pal, HC Mahavir, Ct. Z.H. Zaidi and Ct. Bijender. The team is headed by Insp. Sanjeev Tyagi under the overall supervision of ACP Sh. P.K. Mishra, succeeded in unearthing an entire network dealing with pirated books.
On 21.08.08 simultaneous raids were carried out at two godowns/premises situated at Khijara Baba Colony, Batla House, Okhla, New Delhi from where 6890 pirated books of international best sellers were recovered. A large quantity of covers and 47 negative rolls of popular title books were also recovered. Accused Farmanullah Khan S/o Sanaullah Khan R/o Zakir Nagar, West Okhla, New Delhi was arrested from above mentioned premises.
An another raid was also carried out at Shiv Mandir Gali, Mandawali from where 6473 pirated books of different foreign publishers were recovered and accused Mohd. Murshid S/o Sh. Mohd. Bashir r/o Shiv Mandir Gali, Mandawali, Fazal Pur, Delhi was arrested.
More than 13,000 books, amounting to Rs. 35 lacs had been seized in this case. Some of the titles of the recovered books are as under :

The interrogation of the accused reveal that they had organized the sale and distribution of these pirated books more or less like a legitimate business with their own network of sale through retailers, which were mainly the various patri counters in and around Delhi. Further investigation of the case is in progress.

QUTAB MINAR MURDER CASE SOLVED IN
LESS THAN TWENTY FOUR HOURS: THREE ACCUSED ARRESTED
With the arrest of three accused, the South District Police has solved the sensational murder case of a youth committed in the evening of 20th August 2008 in the Qutab Minar Complex.
ACCUSED ARRESTED ARE
- Azam Khan aged 22 years s/o Sazid Khan r/o D-201, Jahangir Puri, Delhi.
- Ajit Khan aged 19 years s/o Samsul Khan r/o SE-141, J.J. Colony, Shalimar Bagh, New Delhi
- Mahavir (name changed being a juvenile)
INCIDENT & TEAM
On 20.08.08, at about 4.40 p.m., a PCR call vide DD No. 38-A was received at PS Mehrauli that one person has been stabbed at Qutab Minar complex. On receipt of the call, SHO/Mehrauli alongwith staff immediately reached the spot. A male aged about 25 years with several stab injuries was found dead inside the Qutab Minar Complex and a blood stained knife was found at some distance from the deceased. The deceased was identified as Dinesh Tiwari s/o Durga Prasad Tiwari temporarily residing at Maharana Pratap Bagh, Village Azadpur, Delhi and a permanent resident of Village Jalalpur, District Hamirpur, Uttar Pradesh. A case vide FIR No.417/08 dated 20.08.08 u/s 302/34 IPC was registered at PS Mehrauli on the statement of Jahoor Alam s/o Sheikh Israel, a gardener in the Qutab complex, and investigation taken up.
A team under the supervision of Sh Mehar Singh, ACP/Hauz Khas, headed by Inspr. K.P. Kukreti, SHO/Mehrauli assisted by Inspr. Manmohan, Inspr. Balram, SI A.K. Singh, HC Jagdish and Constable Jagpal was constituted to apprehend the accused and work out the case.
INVESTIGATION & ARREST
During investigation, complainant Jahoor Alam, stated that he saw three persons scaling the Southern side boundary wall of the Qutab complex and Dinesh Tiwari who had sustained stab injuries was crying for help pointing out towards those three persons saying “PAKRO PAKRO”. Jahoor Alam chased the three assailants but they fled away.
During enquiry, it came to light that the deceased was working as a salesman in Ashoka Steel Centre, Group Industrial Area, Wazirpur, Delhi. Immediately, a team was despatched at the residential address as well as at place of work of the deceased and elaborate enquiries were made. The blood stained knife found at the place of offence resembled with one being sold at the shop. The staff at the shop was thoroughly interrogated. The description of the accused was similar to those working at the shop. The suspects were identified as Azam Khan, Ajit Khan and Mahabir (name changed) who had not reported to duty. Raids were conducted at the possible hideouts of the accused and they were apprehended from Wazirpur area. On sustained interrogation, they confessed to the crime and disclosed the motive.
INTERROGATION & MOTIVE
On sustained interrogation, Azam Khan, the main accused who inflicted several stab injuries with knife on the person of the deceased revealed that deceased Dinesh Tiwari who had been working with him in the same shop for the last 6-7 years had borrowed Rs.1000/- from him two years back. On several occasions, he asked his money back, but Dinesh Tiwari did not return. A week ago, Azam Khan had an altercation with the deceased on this issue only as Dinesh Tiwari flatly refused that he does not have the money. Accused Azam Khan told Dinesh Tiwari that he had received the full salary and that he had also paid back money to some persons, but he is deliberately avoiding him. On refusal by Dinesh Tiwari, he got enraged and vindictive and decided to eliminate Dinesh Tiwari.
Accordingly, he alongwith the other two employees viz. Ajit Khan and Mahavir hatched a conspiracy to eliminate Dinesh Tiwari. As per the plan, on 20.08.08, being a weekly-off, lured Dinesh to Qutab Minar for sight seeing. Entry ticket for four persons was purchased by Azam Khan for entry into the Qutab Heritage Complex and he and Ajit Khan were able to conceal the two knives later on used in crime which was their alternate plan to eliminate Dinesh. Initially, Azam Khan planned to take Dinesh Tiwari to the top storey of Qutab Minar so that he could be thrown from the top of the Qutab Minar. But when he came to know that entry to the Qutab Minar is banned, he alongwith his associates took Dinesh Tiwari towards the northern side of the Qutab Minar complex which is a secluded place and stabbed Dinesh with the knives sneaked inside the complex. The two associates caught hold of Dinesh and Azam Khan repeatedly stabbed till he succumbed to his injuries. In the meanwhile, the gardener entered the park and saw the injured and the three assailants. All the accused ran away after scaling the wall of the Qutab complex and buried their blood stained shirts. Thereafter, they took a three-wheeler and reached Shalimar Bagh where Ajit Khan dumped his trouser and Mahavir threw his vest in a canal.
PROFILE
Azam Khan is a school dropout. He had been working in Ashoka Steel Centre, Wazirpur, New Delhi for the last 6-7 years. His father deals in Brass Works.
Ajit Khan is also a school dropout. He had also been working in the same steel works for the last 3-4 years.
RECOVERY
Blood stained knife, blood stained clothes of accused Azam Khan and Ajit Khan have been recovered at their instance.
Further investigation is in progress.

ONE DESPERATE ROBBER ARRESTED: PISTOL RECOVERED
Introduction:
The sleuths of Outer District had apprehended one desperate Robber Joginder @ Joga s/o Hardayal @ Andha Sansi and had recovered a loaded country made pistol of .315 Bore and two live cartridges of the same caliber from his possession.
Brief facts:
Acting on a secret information, a special team of Special Staff, comprising of SI Jasmohinder, HC Rohtash Singh, HC Surender Singh, HC Jai Karan, Ct Vijay, Ct Gajender under the leadership of Inspr. Narender Beniwal and overall guidance of Sh A.S. Bajwa, ACP/Operation, Outer District, apprehended accused Joginder @ Joga s/o Hardayal @ Andha Sansi while he had been to the area of PS/Bawana to commit crime in the area. One Country made .315 Bore loaded pistol and two live cartridges of the same caliber were recovered from his possession. The car, he was traveling into has also been seized by police.
Profile of the accused person:
Accused Joginder @ Joga is a very desperate criminal involved in at least 50 criminal cases of Delhi, Haryana and adjoining districts of Delhi. He was first arrested in the year 1996. He as well as 08 other family members of the family are BCs of PS/Dabri of South-West District, Delhi. He is the accused who was involved in the attack on police personal and snatching of their weapons case in the year 2003 in the area of PS/Uttam Nagar. Later after his arrest, one Carbine of Police personnel looted by them was recovered from him. He is such a desperate accused that they don’t even hesitate to attack on police party apprehending them. At the time of his present arrest, he tried to run away from the spot. He also uses modus operandi of hurting himself at the time of arrest to divert the attention of the investigating agencies. He has earlier been arrested in at least 08 cases of Snatching, 04 cases of Robberies, 01 case of Dacoity. Apart from these, he is also involved in cases of attacking police parties, Excise, NDPS Act, Arms Act, Hurt, Theft and Riot. Even a case of attempt to commit suicide has been registered against him. Most of the cases are pending trial in various courts of Northern India.
