CERTIFICATION PROCESS
The procedure to issue a certificate shall be based on the following information:
For Recognition of Learner Achievements:
- The Training Provider shall notify the MICT ETQA in writing upon completion of Moderated Assessments and supply the following information:
- Learner information details and achievements in a fomat prescribed by MICT Seta;
- Assessment and moderation reports.
- The MICT ETQA shall conduct, on site, verifications of the moderated assessments in line with the procedures for assessment and moderation;
- The designated verifier(s) shall submit to the ETQA Specialist a verification report of moderated assessments and learner achievements;
- The ETQA Specialist shall receive, acknowledge, capture and verify the Learner achievements against the relevant policies and procedures;
- The ETQA Specialistshall submit a recommendation report for the endorsement of learner achievements to the Senior Manager:ETQA for ratification;
- The ETQA Specialistshall communicate the final decision to the training provider.
- The provider shall not prepare any certification ceremony before a formal communication from the ETQA Specialistis received with regard to the ratification and up-loading of the learner achievements on the NLRD.
- The results shall be up-loaded on the MICT ETQA database linked to the NLRD system.
- The ETQA Specialist shall request the ETQA personnel to generate the appropriate certificates as recommended by the Senior Mnager:ETQA ;
- The Chief Executive Officer: MICT Seta shall sign the certificate to validate the authenticity;
- The ETQA Specialist: (AMC) shall copy the certificate for record keeping and send the original certificate by registered mail or courier to the training provider;
For Accreditation of Providers:
- The MICT ETQA shall receive and acknowledge information from the provider;
- The MICT ETQA shall verify information against policies and procedures, and capture the details of the constituent provider on the database;
- The Senior Manager: ETQA shall receive the following information for the recognition of the accredited provider:
- A recommendation report for accreditation of a constituent provider specifying the period of accreditation
- A recommendation by the ETQA Specialist: Provider Accreditation to accredit the constituent provider for the period specified
- The Senior Manager: ETQA shall approve and communicate the decision to the ETQA Specialist: Provider Accreditation who will then communicate with the accredited constituent provider;
- The Senior Manager: ETQA shall request the generation of the certificate and validate it together with the MICT Seta CEO by signing it;
- The certificate will be forwarded to the accredited provider via registered mail or will be collected from our office by the Training Provider;
- A copy of the original certificate will be kept in a safe with all the relevant records and register.
CONDITIONS FOR NOT ISSUING A CERTIFICATE
Certification shall only be done once the necessary processes have been completed and learner results have been up-loaded onto the NLRD system. A certificate shall not be issued if the above procedures and the following conditions have not been met:
Requirements for Accreditation not being met;
Timeous communication within 30 days of completion of moderated assessments by the training provider;
Preparing a certification or graduation ceremony before the completion of the verification process and formal receipt of communication from the MICT ETQA on the endorsement of Learner Achievements;
Flaws in the assessment and moderation processes;
Inadequate or inconsistent assessments and moderations;
Incomplete or inconsistent learner information;
Any other irregularities that may be detected during and after the verification process.
DUPLICATE CERTIFICATES
The MICT Seta shall issue duplicate certificates upon written request by the training provider with a full motivation of why a duplicate certificate should be issued.The decision to reprint the duplicate shall be the prerogative of the Senior Manager:ETQA and the Chief Executive Officer.
