All applications for promotion to Non-Competitive and Labor Class positions must be made on this form; no other form will be considered. This form is to be completed by permanent or contingent permanent Binghamton University employees only, who are generally considered first for vacancies. All other applicants should complete the HR-0001 Binghamton University Employment Application. If the university is unable to identify a qualified, internal candidate for a given position, external applicants are then considered.

Seniority for promotion is based on the length of service in the Operational Services Unit (OSU). Seniority applies ONLYif you meet the posted minimum qualifications for a vacant Non-Competitive Class position with a salary grade higher than your permanent grade.

Read the announcement of vacancy carefully and make sure you properly identify the position for which are applying by title and posting number. If the vacancy for which you are applying is not properly identified, your application will not be considered.

You must show how your training and experience meets the qualifications and job requirements specified in the vacancy announcement. The requirement to prove qualifications rests with you. Applications failing to show the necessary qualifications will not be considered.
