AGENDA NOTE FOR MONTHLY REVIEW WITH D.M. & COLLECTORS
ON RURAL DEVELOPMETNT MATTERS ON 18TH APRIL ,2006 at 11 AM IN CONFERENCE HALL NO.2 , SECRETARIAT, AGARTALA
- Action taken report is at Annexure- 2
i)Action taken report does not reach to RD Department in time. DMs should ensure submission of action taken report along with annexure having updated with the RD Department (both hard and soft copy) by 5th of every month. Similarly, Director Agriculture /Horticulture / Panchayat / Fishery and SE, RD should also send information (both hard and soft copy) by 5th of every month for incorporating in the agenda.
- Submission of Reports & Returns / proposals:Annexure-3.
All report & returns from DM, South are pending for the month ending March 2006. Updated information as per annexures other than financial & physical portion of CS schemes have not been received from DM Dhalai . Similarly, information furnished by the DM, North other than financial & physical progress of CS schemes are also not as per format.
- Submission of proposals for release of central fund:Annexure-4.
1) Additional IAY, SGRY fund is released by Govt. of India. 1st installment of Swajaldhara fund is also released by GOI.
IV.UPDATING OF WEBSITES : ANNEXURE - 5
1)Training to the BDOs on data entry in the websites by NIC and progress thereof.
2)Data entry in the websites on ARWSP fund released by the Govt. of India should immediately be updated by PHE and DMs .
3)Data entry upto March, 2006 should be updated immediately.
V.FISHERIES: ANNEXURE – 6
- Collection of list of the beneficiaries by Fishery department for providing fishery inputs and imparting training to the beneficiaries.
- Handing over of responsibilities of water areas in forest area to the JFM.
- Formation of new JFM where not existed.
- Supply of inputs by Fishery Department as per requisition of Forest Department on payment.
- Imparting training to the members of the SHGs under JFM
VI.AGRICULTURE: ANNEXURE – 7 & 8
1)Release of balance fund by DM, South for Kharif and Rabi crops
VII.IRRIGATION : ANNEXURE – 9
1)Placement of fund by the DMs with the EE, Store division for pumps set.
VIII.CONSTRUCTION OF WORKS OF OTHER DEPARTEMNTS :
1)DM, North should submit status report on construction of works of other departments.
IX.CONSTRUCTION OF PANCHAYAT OFFICE; SCHOOLBUILDING; AWCS &SECs: ANNEXURE - 10A to 10B
- Director, Panchayat should furnish status of construction of Panchayat office building to the DMs & RD Department.
X.DRINKING WATER Annexure – 11 and 12
1)DMs should continue to submit daily report on drinking water and health condition upto 15th June,2006.
2)Monthly progress report on Swajaldhara in revised Proforma should be submitted by DMs in every month.
3)Coverage of habitations, schools, and improvement in quality of drinking water as per action plan for Bharat Nirman should be reported.
4)Proposal for release of Swajaldhara fund for the year 2006-07 based on action plan for Bharat Nirman should be sent by all DMs.
5)PRI/ADC area bodies should take up repairing of Mark II/III tube wells defunct for minor repair out of funds available with them.
6)Submission of action plan by CE, PHE on sustainability of drinking water source; testing of quality, surveillance and monitoring incorporating recharge and surveillance of drinking water sources.
7)Utilization of fund by SE ,RD on system requirement specifications (SRS) and furnishing of progress report.
8)Procurement and distribution of water quality test kits by SE, RD and progress thereof.
9)Verification of utilization fund left with VWSCs – withdrawal and placement thereof by DM, West.
XI.TSC : Annexure 13 , 14
1)Govt. of India has circulated modified guidelines under TSC vide No.W-11013/ 4/2000-CRSP(Pt. III) dated 29/3/2006 (Annexure- 14). All DMs should act according as per modified guidelines w.e.f. 1.4.2006. Community contribution for toilets in schools and AW Centers is not required.
2)DMs may send proposals on newly included components of solid and liquid waste management and revolving fund to SHGs.
3)DMs should furnish requirement of squatting plates made of fiberglass and plastic to the SE, RDC and copy should be given to the RD Department.
4)Progress of field survey on hygiene behavior / education including actual usage of toilets already constructed and the details of washing of hands after defecation; before eating of meals; cutting of nails.
5) IEC on sanitation, DMs should start denovo.
XII. SGRY: Annexure - 15
1)Sector-wise allocation and utilization of SGRY fund
2)Progress of construction of ramps in all GPs/ Tehsils/block offices, schools; AWCs/SECs to provide free excess to disabled people.
XIII.NFFWP / NREGP : Annexure – 16
1)NIC has developed and launched software on NREGP. User ID is given to the stake holders. Details of Job card, Job seeker’s list etc are available on website . NIC to also impart training on portals. DMs may download the formats and suggest for modification if required.
2) DM, Dhalai should send proposal for release of 2nd installment of NFFWP fund in May, 2006.
3)Preparatory works for utilization of NREGP to be finalized by DM, West, North and South.
XIV. IWDP / NWDPRA/WDPSCA : Annexure – 17
1)Holding of meeting of the District Level Primary Sector Committee for reviewing progress of NWDPRA/ WDPSCA /IWDP.
2)Creation of water bodies; raising horticultural crops; forest species as per memo. No.F.13- E(36)-Agri(H&AC)/PPMC/2005-06/16294-335 dated 29/1/06.
3)Review of IWDP by DM, South and DM, Dhalai and progress thereof
XV. IAY : Annexure : 18
1)Preparation and sending of permanent IAY wait list for construction of IAY house.
2)Preparation and sending list of nominees for extending comprehensive benefits to the rural BPL families providing free of cost electric connections to the IAY nominees for the year 2004-05 onwards.
XVI.BLOCKBUILDING : Annexure - 19
1)Progress of construction of Chawmanu block building .
2)Progress of construction of Padmabill block building.
3)Requirement of fund for completion of construction of Manu Block building.
4)Requirement of fund for completion of Hrishyamukh and Kakraban block building.
5)Status of hiring private residential accommodation for BDOs as per memo issued from GA(P&T) department where there is no residential quarter for BDOs.
XVII.SGSY : Annexure – 20 & 21
