Following are the program and eligibility requirements for 2012–2013 Secondary Reading Initiative (SRI).

General Eligibility Requirements

To be eligible to participate in the 2012–2013 SRI, HISD employees must meet all of the following general eligibility requirements.

  1. Teachers must have a job/record position assigned to a campus and must have a campus ID as their department ID by September 27, 2012.
  2. Teachers must be continuously employed through the last day of school.
  3. Teachers who take leave of absence during the eligibility period (e.g., temporary disability, but not family medical leave) are not eligible to participate in the SRI Awards.
  4. Teachers cannot be absent for more than 10 instructional days (77.5 hours) during the “instructional school year,” starting with the first day of employment. Early release days are treated as other instructional days – the entire day (7.75 hours) is considered instructional. The following types of leave will be held harmless and not count as days absent: funeral leave, military leave, family medical leave, assault leave, jury duty, holidays, religious holidays, floating holiday, vacation pay, compensatory time, and authorized off-campus duty. Family medical leave, military leave and assault leave must be authorized through Human Resources.

Additional Position Eligibility Requirements

  1. Teachers must complete the instructional-linkage process or have this completed by their principal.
  2. Teachers must be certified to teach Reading intervention classes.
  3. Teachers must complete all hours of the required professional development.
  4. Teachers must be the teacher of recordfor one or more Reading Intervention classes defined by the HISD Literacy Plan as meeting the requirements to qualify for the SRI incentive for at least one full semester during the 2012–2013 school year. Reading Intervention classes are specifically as follows:

6th Grade Tier II:

  1. Reading Intervention classes must be taught to students in grade 6 or grade 9. Reading intervention classes taught to students in grades other than 6 or 9 do not qualify for the incentive program.

Award Calculation and Payout Rules

  1. Good Standing:
  • Employees must be in good standing at the time of payment. Therefore, an employee under investigation or reassigned pending investigation is not eligible for a SRI payment until he or she is cleared of any allegation. If the investigation is concluded with a confirmation of inappropriate employee behavior, the employee is not eligible to receive an SRIaward payment.
  • Employees who retire in lieu of termination or resign in lieu of termination are not eligible to receive an SRIaward payment.
  • Employees who were on a Growth Plan or Prescriptive Plan of Assistance (PPA) based on the 2012-2013 spring staff review as determined by multiple measures including observations, walkthroughs, student performance, etc. and whose performance goals were not met by the end of the 2012-2013 school year are not eligible to receive anSRI award payment.
  1. If an employee meets all of the eligibility requirements for an award and then resigns or retires from the district prior to the payout of the awards, the employee is still eligible for the award. It is incumbent upon the employee to provide the district with correct forwarding information so that the award payment can be processed.
