3. Proposal Actions.
The proposal will modify EMS 1401 to add additional rescue hours. This change will bring the EMT program into compliance with the state Bureau of EMS requirement that EMT programs be 250 clock hours. The proposal will also reactivate EMS 2761, Emergency Medical Service Education.
Program Information, if applicable program layout must include information about “Record of Conviction of a Crime”, drug screen, background check, immunizations and any other information required for licensing or certifying agents. New programs and significant program modifications must submit a program assessment plan, fiscal projections worksheet, capitalization plan and minutes of Advisory Committee meeting detailing employer support for the new program or changes. EMS 1401 Fundamentals of Emergency Medical Care Clinical Experience
Course Reactivations:
EMS 2761 Emergency Medical Services Education – This course is now required for all EMS educators in the state of Florida. This course needs to be reactivated as soon as this proposal is approved so that it can be offered in the fall term of 2011.

The EMS 1401 proposal will not affect any current or past students.
The EMS 2761 proposal will not affect any current students negatively but will allow current students a choice of professional electives.

No the EMS 1401 proposal has hands-on skills requirements which preclude distance learning.
EMS 2761 will likely be offered as a hybrid course.
6. Include appropriate background information. The following questions are information to include in your response. Is this a state requirement? What is the requirement and why must we implement it? Has history shown students need this course/program for some reason? Will this meet some specific workforce, university transfer or student success need? Are there partners, grant requirements, faculty collaborations or other reasons leading to the development of this course/program?
This is a requirement of the State Bureau of EMS. During a recent site visit it was determined that our EMT program (EMS 1119 and EMS 1401) were not in compliance with state regulations that require EMT programs to be 250 contact hours. EMT is currently 210 hours. Past site visits have accepted this arrangement, however, we are now told that we must include all 250 hours within the two EMT classes. This proposal will bring the program into compliance. On December 31, 2010 a rule requiring all EMS instructors in Florida to complete an EMS education course took effect. This course reactivation will allow FSCJ to offer such a course to all current and future EMS instructors. This proposal will meet student success needs by assuring that the program is in compliance with state regulations. There are no partners, grant requirements, faculty collaborations or other reasons leading to the development of this course/program.
7. Write a rationale/need for the above action(s). This response should address the following questions. Is there a need for this course/program in our service district? How will this impact student success for upper division instruction or job placement? If the College already has a similar course/program, why are we developing this program/course and what are the differences between the programs and courses? How many students and what businesses or transfer institutions will benefit? Does this course/program support a College goal or initiative?
This action will bring us into state compliance and will allow current and future instructors to meet the state instructor requirements.

9. Fiscal Notes: This response must include specific information on the financial impact to students and the institution. There is no financial impact to students or the college; the additional hours are being added to rescue clinical time which has no cost to the college. There is no financial impact to students by reactivating EMS 2761; it will offer students a choice of professional electives. No additional staff or equipment is required.

The effectiveness of the program will be assessed by reviewing student enrollment and completion data as well as by state certification exam results and job placement statistics. Students completing EMS 2761 will meet the level A and level B instructor requirements to teach EMS courses in Florida.

An emergency medical services system consists of many different components. Paramedic is the advanced level for work in the EMS field. Paramedics provide advanced life support and transportation for the sick and injured. Attainment of the EMS degree may help the graduate in career advancement opportunities.The Program
This limited access A.S.degree program in EMS is accredited by the Commission on Accreditation of Allied Health Education Programs and is a combination of general education and EMS courses. Graduates of the program are prepared to function as entry-level paramedics. Upon completion of the program, graduates are awarded an A.S. degree in EMS and are eligible to apply to sit for the Florida state board exam to qualify for certification as a paramedic in the state of Florida. The EMS field requires specific physical capabilities, please contact any disabled student services office if you have specific questions.Emergency medical services (EMS) technology courses must be taken in sequence with the designated prerequisite and corequisite courses. A grade point average of 2.0 must be earned in each professional core course, BSC 2010C and BSC 2020C.

To meet the minimum requirements for consideration for acceptance to the Emergency Medical Services program students must:1. Be at least 18 years of age.
2. Submit a paramedic application by the published deadline.

Prerequisites
Prior to be admitted to the program an applicant must complete the following courses.BSC 2085C and BSC 2086C may be substituted for BSC 2020C. Students who have completed BSC 2085C prior to entering the paramedic program should take BSC 2086C during the first semester of the paramedic program. EMS 1059 is a prerequisite for EMS 1119 and EMS 1401 required prior to applying to the EMT program.
