I.  PURPOSE:

To define the training requirements for paid personnel of the Flint Hill Fire Department.

II.  DISCUSSION:

Career employees of the Flint Hill Fire Department (FHFD) are required to meet a minimum standard of 200 training hours per year with a goal of 240 training hours per year. Part time employees do not have a set number of minimum training hours but are expected to participate in all training that occurs while they are on duty. This policy is not applicable to FHFD volunteer members though they may participate (and are encouraged to participate) in paid staff training.

III.  POLICY:

1)  Paid employees must be certified at the NFPA FF II level.

2)  Career employees are required to obtain a minimum number of training hours according to the following schedule:

a)  120 hours of company level In Service training

b)  32 hours Mutual Aid (multi company) or Department Drill training

c)  48 hours miscellaneous training (SCFA, FEMA or other formal courses, preplans, special drills, conferences, extra in service training beyond 10 hours a month, etc.)

3)  See policy 211.01 TRAINING PROGRAM for details on In Service, Mutual Aid and Department Drill training.

4)  All paid employees are required to meet certain annual requirements which include some mandatory training. See policy 211.02 ANNUAL RECERTIFICATIONS for details.

5)  Career employees are expected to continue their formal education under the guidance of the Training Officer. Formal education includes SCFA or equivalent courses, FEMA courses, college level fire related courses, etc.) The Training Officer works with the employee to determine the appropriate courses for the employee based on employee and department needs.

6)  Part time employees are required to participate in any training that occurs during their work hours.

7)  The Fire Chief may require employees to participate in training outside of their scheduled work hours based on department needs. Employees will be compensated for time spent in required training outside their normal work hours.

8)  The Fire Chief must pre-approve any training that involves a cost to the department. Examples include fee based outside training or compensating an employee for attending class during work hours.

9)  Employees shall record their training hours as described in policy 211.01 TRAINING PROGRAM. The employee is personally responsible for making sure all their training hours are recorded.

10) A calendar year is used for the accrual of training points. The Training Officer will provide the Fire Chief a report of paid employee training no later than February 1st of each year. The Fire Chief will determine the appropriate action to be taken against an employee who fails to meet their annual training requirements.
