Finance Assistant (GS-5), based in Yangon (Post No. 64917)

UNICEF Myanmar is seeking to recruit dynamic, motivated and committed individual to perform a variety of specialized tasks in Finance/ Accounting functions.

Under the guidance and supervision of the Sr. Finance Assistant, the incumbent will carry out the following tasks:-

MAJOR DUTIES AND RESPONSIBILITIES:

-  Scrutinize payment requests against Funding Authorization and Certificate of Expenditures (FACE) form and Itemized Cost Estimate (ICE) for cash assistance to implementing partners ensuring accuracy of computation and completeness of documents in line with financial rules and policies. Accompany visit to implementing partners to verify their sample financial records pertaining to the activities funded by UNICEF for accuracy and compliance with financial rules and policies and with generally accepted accounting principles.

-  Perform banking transactions, such as withdrawal/deposit cash and cheques, buying payment orders and bank drafts, delivering bank transfers, collecting bank advices and distributing cash to staff. Maintains contacts with Myanma Foreign Trade Bank and First Private Bank for verifying remittance status, updating bank signatories, obtaining information on changes in procedures and policies and matters pertaining to maintenance of office bank accounts.

-  Assist in verification of all bills, invoices and claims from suppliers, contractors and vendors for arithmetical accuracy and completeness of documents in line with Financial and Accounting rules and policies.

-  Ensure cheques and bank transfers are signed by relevant paying officers according to Financial rules and policies. Inform and distribute cheques, send copy of bank transfers by fax/ email to the payees.

-  Prepare cheques and memos to the banks for remittance of funds as per payment advice, payees’ banking information and authorizations. Initiate correspondence to verify data, answer queries and obtain additional information on accounts and financial transactions, as required.

-  Assist the Admin/ Finance Specialist for closure of year-end accounts and preparation of budget.

QUALIFICATIONS, SKILLS AND ATTRIBUTES required to perform the duties of the post:

a)  Education

Preferably first University degree. Completion of secondary school education. Additional training in business, accounting and auditing desirable.

b)  Work Experience and qualifications

Five years of progressive experience in Accounting/Finance. Knowledge of computer management and applications (mainly MS Office).

c)  Language Proficiency

Fluency in English and local working language of the duty station is required.
