FIBA Rule Amendments & Specifications for

High Schools- as of November 2017

The following shall be in effect with FIBA Interpretations:

  1. 30 second shot clock (Boys games only – resets to 18 seconds when applicable)
  2. 10 second backcourt count (Boys games only)
  3. 24 second shot clock (Girls games only … exception: where a shot clock function has no 24 second capability, the 30 second shot clock rule applies but resets shall be to 14 seconds when applicable)
  4. 8 second backcourt count (Girls games only)
  5. NCAA key (narrow key) only. FIBA key may be used when smaller NCCA key is not available.
  6. During free throws (NCAA key only); the first defensive lane spaces shall be above the neutral space block. Defensive players shall not be permitted to stand on the neutral space block.

The following shall also apply:

  1. FIBA pre-game warm-up procedure shall NOT be used.
  2. Home team (or as designated by the tournament) shall have choice of team benches and will shoot at the basket furthest from that bench in the first half.
  3. T-shirts shall be permitted BUT the t-shirtsmust be the same color as the team’s jersey. Sleeves, leggings or spandex that appear below the shorts may be any colour.
  4. Religious or medical bracelets/necklaces are permitted but must be covered by tape or a sweatband.
  5. Playing time specifications:

(a)Jr. Boys and Jr. Girls (and lower)

  1. 4 – 8 minute quarters
  2. 3 minute overtime period(s)
  3. 1 minute between quarters
  4. half time – 8 minutes (or less)

(b)Sr. Boys and Sr. Girls

  1. 4 – 10 minute quarters
  2. 5 minute overtime period(s)
  3. 1 minute between quarters
  4. half time - 10 minutes (or less)

Note: it is permissible for Sr. Boys and Sr. Girls teams to play 20 minute (or less) halves or 8 minute quarters during their respective tournaments. When teams play in halves, the penalty will take effect on the 8th team foul in the half.

  1. Shot Clock – Note: this is a variation from the 2017 FIBA Rules

The shot clock shall be reset to 24/30 whenever a try for goal (shot)or

in-bounds pass strikes the ring.

  1. High School Noisemaker Stipulation:

The following shall be in effect for all High School Basketball played in the province of British Columbia:

The following shall not be permitted at any time: aerosol air horns, loud speakers (megaphones), whistles, and laser pointers.

Should a situation arise with regards to the above;the game shall be stopped (at the appropriate time) and it shall be the sole responsibility of the home team administration or games director (if applicable) to immediately deal with the problem at hand.

There shall be no penalty sanctioned regardless.

  1. The Head Coach’s name and one Assistant Coach’sname;(if applicable) shall be entered on the official score sheet prior to the start of the game.

Note: When there is no Assistant Coach named on the scores sheet and the Head Coach is ejected, or should both the Head Coach and the Assistant Coach be ejected from the game; the game shall be forfeited to their opponents regardless of the score.

  1. It is the responsibility of the school/coach to be prepared for the possibility of an ejection. New Stipulation: Players, who are ejected,shall be permitted to remain on the team benches under the supervision the Head Coach. Head Coaches or Assistant Coaches who are ejected shall go to the changing room or leave the building.
  2. Under no circumstance shall any video system be used for an official, coach, game director or administration to clarify any on-court rule interpretation.
  1. The no charge semi-circle shall not apply for high school basketball.
  1. Each team shall be permitted their 3 allotted time-outs at anytime during the second half. A maximum of 2 time-outs in the final 2 minutes of the 4th period no longer applies. Unused time-outs shall not be carried over to any extra period.
