The Charles City Board of Education met in regular session on Monday, October 10, 2011, in the City Council Chambers. Superintendent Pattee called the meeting to order at 5:00 p.m. Present: Board members Fenholt, Spading and Miller. Absent: President Smith and Board member Heitz. Staff members present included Superintendent Pattee, Board Secretary Elsbernd, Business Manager Terri O’Brien and Middle School Principal Ron Hoffman and Board member elect Al Bode and Lorraine Winterink. Also in attendance was Charles City Press reporter Andrea Pendergast, Charles City police officer Zach Eckenrodand three visitors.

(Fenholt/Spading) to approve the agenda as presented. Roll call vote. Motion carried 3-0.

Mitchell Hanson and Danielle Gabel provided the video work for the meeting.

There were no public comments.

Superintendent Pattee thanked the public for passing the Instructional Support Levy (ISL) vote. The vote was passed by 79%. Pattee provided a hand out about World-Class Schools for Iowa. It’s a blueprint for how to restore Iowa’s schools to best in the nation and on par with the world’s top-performing education systems. Pattee also reported that he was working on certified enrollment that is due to the state by October 15th. Initial numbers look like the district could be down about 8 ½ students. But final numbers won’t be available until all districts have inputted their information. Director Fenholt also thanked the public for their support in passing the ISL vote.

(Spading/Miller) to approve the minutes of the regular meeting held on September 12, 2011 and the special meeting/work session held on September 26, 2011. Roll call vote. Motion carried 3-0

(Fenholt/Spading) to approve the monthly bills for October 2011 and the weekly bills paid prior to the board review. Roll call vote. Motion carried 3-0

(Fenholt/Miller) to approve the abstract of votes from the Floyd County Board of Supervisors for the school election held on September 13, 2011, Al Bode 783 votes, Lorraine Winterink 569 votes, Michael Bauer 487 votes, Chelle Schlader 440 votes, scattering 2 votes. Al Bode and Lorraine Winterink were elected for the office of Charles City School Board Director at large for the term of 4 years. The ISL passed by 899 to 239 votes. This is for a period of 5 years. Roll call vote. Motion carried 3-0.

The retiring board adjorned and the new board members joined the board at the board seats. Superintendent Pattee thanked Director Spading for his time and commitment to the Board.

Board Secretary, Paige Elsbernd, administered the oath of office to the newly elected board members Al Bode and Lorraine Winterink.

Bill Fenholt nominated Mark Miller for Board President for 2011-12. (Bode/Winterink) to cease nominations for Board President. Roll call vote. Motion carried 4-0.

Al Bode nominated Randy Heitz for Board Vice President for 2011-12. (Fenholt/Winterink) to cease nominations for Board Vice President. Roll call vote. Motion carried 4-0. Since Vice President Heitz was absent, the oath of office will be administered prior to the board work session on October 24th.

(Winterink/Bode) to approve the consent agenda items as follows:

  • Approval of the resignations from Dara Jaeger as Learning Connection Aide effective 10-10/11.
  • Approval of the personnel appointments for Dave Williams as Head Boys Golf coach at $2,705 effective 10/10/11, Shannon Frerichs as Special Education Aide Level 3 at $12.39/hr. effective 10/10/11, Tiffany Bilharz as Special Education Aide Level 2 at $12.39/hr. effective 10/10/11, Molly Hoffman as Title I Aide at $10.57/hr. effective 10/10/11, Sara Scobee as Title I Aide at $10.57hr.effective 10/10/11, Keisha Chapman as Title I Aide at $10.57/hr. effective 10/10/11 and Emily Watson as Learning Connection Aide at $10.00/hr. effective 10/10/11. All appointments are contingent upon completion of positive background checks, receiving a Para educator’s license and successfully completing a pre-employment/post-offer functional capacity physical assessment if applicable.

  • Approval of the early graduation request for Jossette Finney at the end of the 2nd trimester of the 2011-12 school year.

Roll call vote. Motion carried 4-0.

(Fenholt/Winterink) to approve the October 2011 Financial Report as presented. Business Manager, Terri O’Brien, briefly highlighted some information from the fiscal year ended June 30, 2011, and the month end financial report. Director Bode and Fenholt asked several questions. Roll call vote. Motion carried 4-0.

(Fenholt/Winterink) to accept the October 2011 Annual Report and approve the 2011-12 line item budget contained within the report. The Annual Report is an internal document, which contains reports from the administrators summarizing prior year activities and the line item budget for 2011-12. Director Bode had several questions for Business Manger O’Brien and stated his concerns that the report was not complete. Bode then made a motion to table approving the annual report until the report was complete. There was no second motion made and the motion died due to lack of second motion. Directors Fenholt and Winterink commented on some positives in the report such as no reports of bullying and that 75% of students participate in at least one extra activity. Roll call vote. Motion carried 3-1 (Bode opposed).

(Winterink/Bode) to approve the transfer of activity fund balances to the general fund. During the audit this year the auditors wanted the balances for the High School, Middle School and Middle School PTO transferred to the general fund, since most of the expenses are for general fund type. This is a permanent transfer to close out the balances. The transfer amounts are as follows: HS Activity fund $1,341.30 to HS donations (general fund), MS Activity fund $4,101.73 to MS donations (general fund) and MS PTO $6,098.55 to MS PTO (generalfund). Roll call vote. Motion carried 4-0.

(Bode/Fenholt) to approve the 2011-12 one-year agreement for Jessica Daniels/Mentoring Coordinator for .35 per hour wage increase. This contract is paid from outside sources and not from district funds. The district acts as the fiscal agent. The mentoring board of directors met and believe, based on their funding, that she should have a different wage increase. Roll call vote. Motion carried 4-0.

(Bode/Winterink) to table approving board member appointments for 2011-12 until the October 24th work session. Director Heitz is absent and he was on several of these committees last year and the board wants him present when making the appointments. Roll call vote. Motion carried 4-0.

(Fenholt/Bode) to table approving individual board member appointments to the Board/Superintendent Advisory Committee for 2011-12 until the October 24th work session. This will give the new board members time to communicate with people who might want to serve on the committee. Director Fenholt asked if last years committee members could be contacted to see if they were still interested in being on the committee.Roll call vote. Motion carried 4-0.

(Bode/Winterink) to approve the 2011-12 members on the School Improvement Advisory Committee (SIAC) as follows: Andy Pattee, Jim Erb, Jane Ann Becicka, Tammy Elthon, Sara Stewart, Joseph Earney and Eric Johanningmeier as recommended. Administration might add additional names to this committee at a later date. Roll call vote. Motion carried 4-0.

(Winterink/Bode) to approve the reviewing policy #204.1, Regular Meetings, and made no changes. Regular meetings will be held at 5:30 p.m. on the second Monday of the month and special meetings/work sessions will be held on the fourth Monday of each month. Roll call vote. Motion carried 4-0.

(Bode/Winterink) to approve the first reading of Board policy 405.10, Voluntary Early Retirement with one change in section B, subsection 1, to change the date that written applications are due by from February 1 to January 15. This change will allow the district more time to view the budgeting needs and plan accordingly. This is the policy the district had used in the past before updating the policy for one year to give incentive for more to take advantage of early retirement. That policy was suspended in November of 2010. Roll call vote. Motion carried 4-0.

(Winterink/Fenholt) to approve the first reading of Board policy 305.7, Voluntary Early Retirement for administrators with one change on page 1 under Qualifying for Participation in Plan, subsection 3, to change the date that written applications are due by from February 1 to January 15. This change will allow the district more time to view the budgeting needs and plan accordingly. This is the policy the district had used in the past before updating the policy for one year to give incentive for more to take advantage of early retirement. That policy was suspended in November of 2010. Roll call vote. Motion carried 4-0.
