JOB DESCRIPTION

CLASSIFICATION: Chief Administrative Officer

POSITION TITLE: Tribal Administrator

REPORTS TO: Tribal Council

FLSA CLASSIFICATION: Exempt

SALARY: DOE

POSITION SUMMARY: Under general supervision of the Tribal Council, serves as the Chief Administrative Officer of the Tribe. Provides policy guidance, advice, and assistance to the Tribal Council regarding strategic planning and problem solving; assumes responsibility for implementing policy decisions made by the Tribal Council; responsible for planning, administering, directing, overseeing, and evaluating the activities and operations of all Tribal departments, programs and committees; provides policy guidance and coordinates the activities of management staff; facilitates the development and implementation of long and short-range plans, policies, goals, objectives, programs, and budgets; provides technical and administrative direction in meeting and maintaining servicestandards to Tribal Citizens; ensures program services are delivered in an efficient and effective manner; and provides administrative support to the Tribal Council.

ESSENTIAL FUNCTIONS:

  • Under supervision of the Tribal Council, the incumbent will manage the day-to-day administrative and management operations of the Tribal Office and maintain effective working relationships with Tribal Council, Business Boards and Partners, Tribal Gaming Commission, Office Personnel,and Tribal Citizens to assist with the cooperative, efficient operation of the Tribal Office.
  • Oversightofmanagementto ensure planning and implementation of Tribal programs are in compliance with federal funding agencies and Tribal Law.
  • Responsible for the organization and supervision of Human Resource Department staff; The Human Resources (HR) Department coordinates all HR activities such as personnel placement, compensation, employee benefits, interviewing, performance management, risk management, organizational development, HR policy administration and maintenance, employee education and development.
  • Attends regular scheduled Tribal Council Meetings for direct interface and effectively presentswritten reports to the Tribal Council concerning the status of all assignments, duties, projects and functions of the various programs and activities, assists in establishing programs objectives and meeting deadlines, and prepares or causes to be preparedresolutions, contracts, budgets, reports and other support documents as needed or requested by the Tribal Council.
  • Monitor staff completion ofquarterly and annual status reports as required by the grant funding agencies.
  • Create and monitor systems to assure all Tribal programs are in compliance with approved Tribal Law, Statutes, and Policies and Procedures.
  • Make recommendations to Tribal Council relative to hiring, promotion, merit increments, reassignments, and terminations.
  • Review and signatory approval of purchase requisitions, reimbursements, travel requests, and other administrative requests as defined in the Fiscal Policy.
  • Review contracts for exemptions and waiver provisions to ensure compliance with Tribal Law and protection of the Tribe’s sovereign immunity from unconsented suit.
  • Evaluate staffing needs, performance objectives, and job descriptions annually and make recommendations to the Tribal Council for approval.
  • Review the Personnel Policy and Procedures,at least annually, for required changes and make recommendations for Tribal Council approval to ensure compliance.
  • Work collaboratively with the Tribal Chief Finance Officer (CFO) to prepare the annual budget and ensure monthly and quarterly financial reports are submitted timely to the Tribal Council.
  • Assist with annual audit process in coordination with the Tribal CFO, Finance and Audit Committee, Executive Management, and Directors.
  • Facilitate All Staff Meetings, at least quarterly.
  • Facilitate monthly meetings with Executive Management and Directors to review policy, directives, planning, andprogress reports.
  • Evaluate the effectiveness of programs, identify administrative areas for improvement, and implement and monitor corrective action plans.
  • Other duties as assigned by the Tribal Council.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Ability to effectively communicate both orally and in writing.
  • Excellent management, planning and organizational skills.
  • Ability to interpret complex documents, (i.e., general register notices, request for bids or proposals, grant applications, etc.).
  • Ability to maintain effective working relationships with outside governmental officials, administrative and granting agencies.
  • Possess awareness and sensitivity of Indian traditions, customs and socioeconomic needs and ability to work effectively with diverse cultures.
  • Working knowledge of fund accounting, preferred.
  • Program Management and supervisory experience.
  • Must have strong PC skills with working knowledge and experience in Outlook, Word, Excel and PowerPoint.

EDUCATION:

  • Masters’ Degree in Business Administration, Public Administration, Public Policy, Government, Management or related field and at least two years experience administering tribal government programs;

OR

  • Bachelors’ Degree in Business Administration, Public Administration, Public Policy, Government, Management or related field and at least three years experience administering tribal government programs.

  • Must be willing to adhere to professional and Tribal Conduct and Ethics Statute and to FIGR employment policies.
  • Must successfully clear a criminal history background check and drug screening.
  • Must possess a valid State Driver’s License and maintain such license throughout the duration of employment and must be eligible for coverage under the Tribe’s vehicle insurance policy.
