Schroder Appointed Chief of Accounting Policy Division

Seifert Named Deputy Division Chief and Webber Changes Responsibilities

Washington, D.C. – Today, the Common Carrier Bureau of the Federal Communications Commission (FCC) made the following personnel announcements in the Accounting Policy Division.

Katherine L. Schroder has been appointed Chief of the Common Carrier Bureau’s Accounting Policy Division. Since November 1999, Ms. Schroder has been Deputy Chief in the Accounting Policy Division, where she supervised work on the Commission’s high-cost and low-income universal service support mechanisms. As Chief of the Accounting Policy Division, Ms. Schroder will oversee proceedings involving universal service support, consumer protection issues, such as slamming and truth-in-billing, and jurisdictional separations reform.

Before becoming Deputy Chief of the Accounting Policy Division, Ms. Schroder served as Counsel to the Bureau Chief in the Common Carrier Bureau, with responsibility for universal service and pricing issues. Prior to joining the Office of the Bureau Chief, she was an attorney in the Policy and Program Planning Division, and an attorney in the Competitive Pricing Division. Ms. Schroder joined the Federal Communications Commission after receiving her J.D. from Harvard Law School and her B.A., magna cum laude, from Wellesley College.

Mark Seifert has been appointed Deputy Division Chief for the Accounting Policy Division of the Common Carrier Bureau. Mr. Seifert's primary responsibility will be oversight of the schools and libraries support mechanism. Mr. Seifert most recently was Assistant Chief of the Market Disputes Resolution Division of the Enforcement Bureau. Mr. Seifert’s earlier positions at the Commission included staff attorney in the Office of General Counsel and in the Common Carrier Bureau’s Competitive Pricing Division. Mr. Seifert joined the Commission in 1996 after four years of litigation in private practice.

In addition to these personnel announcements, Sharon Webber, currently responsible for the schools and libraries program as the Deputy Chief for the Accounting Policy Division, will shift her responsibilities. Ms. Webber will now have primary responsibility for the high-cost and low-income universal service support mechanisms and the Federal-State Joint Board on Jurisdictional Separations. Prior to joining the Accounting Policy Division, Ms. Webber was a staff attorney in the Mass Media Bureau. Ms. Webber joined the Commission in 1996 after two years of telecommunications law in private practice.
