The Job Description and further particulars set out below are intended to provide information about the role and responsibilities associated with the post. Some of the duties listed below will be of a continuing nature, others cyclical or periodic, while yet others will take the form of particular projects to be undertaken as and when necessary as the needs of the Corporation and the project develop.

Job Purpose:

  • With the Principal and Vice Principal (Academic) as a member of the College Executive, support the Principal and Governors in creating a shared vision and implementing a comprehensive strategic plan for the College;
  • Oversee and report to the Principal on allfinancial, data and resourcing matters; promote the maintenance and enhancement of high standards of administration; and develop good practice in improving College systems and procedures; and
  • To lead the business support staff to assist the Principalin the execution of his/her duties.

Main Duties and Responsibilities:

  1. Work in collaboration with Governors and colleagues to develop and support College strategicplanning. In particular, maintain / improve the quality of curriculum delivery and College quality systems and the levels of undergraduate recruitment including from the College’s FE student population;
  2. Assist the Principal in the preparation, dissemination, implementation and monitory of the College Strategic Plan;
  3. Oversee and develop College planning systems including the coordination of key College internal meetings and related agenda preparation and the planning and coordination of key events in the College planning cycle;
  4. Work in liaison with SMT colleaguesto continue to develop working structures for academic and financial planning to support the Strategic Plan of the College;
  5. Ensure the effective and efficient allocation and deployment of human and physical resources, taking responsibility for the distribution of a substantial devolved budget within terms agreed by the Principal and to ensure that the budget is effectively managed;
  6. Provide reports on activities and attend governor sub-committees or Corporation Board meetings as required;
  7. Co-ordinate and where appropriate chair key internal operational and planning meetings (e.g. Business Support Managers’ Meeting);
  8. Be responsible for the document control of College policies and procedures, monitoring the need for updating and overseeing their availability on the College intranet and in hard copy;

Finance

  1. Oversee the College’s finances effectively and efficiently within terms agreed by the Principal and in conformity with College strategic and operational planning, accounting standards and the financial memoranda applicable to HE / FE Colleges;
  2. Provide financial leadership to all finance / student records staff and to develop strong lines of communication to ensure a whole College ethos for financial planning and monitoring;
  3. Liaise with the Vice Principal (Academic), Heads and Managers to ensure the effective and efficient allocation and deployment of human and physical resources across the College;
  4. Oversee preparation for external and internal audit and the on-going implementation of audit recommendations;

Personnel

  1. To develop, review and maintain the provision of Personnel and Staff Development services, information and systems within the College, ensuring the maintenance of policies and procedures as appropriate;
  2. Supported by the Personnel Manager, to act as adviser to the Principal on all matters concerned with employment including grievance, staff discipline, re-grading appeals, recruitment and selection, pay and reward etcetera;
  3. Supported by the Personnel Manager, to have overall responsibility for College-wide staff development planning, co-ordination, delivery and evaluation in conjunction with the Senior Management Team and others as appropriate;
  4. Supported by the Personnel Manager, to ensure preparation of periodic statistical analysis, and appropriate reports and documentation as required, including statutory returns on staffing to funding bodies;
  5. Supported by the Personnel Manager, to facilitate appropriate liaison with payroll bureau to ensure accurate and timely payment of salary to all employees in conjunction with the Finance Directorate;
  6. Supported by the Personnel Manager, to counsel employees on matters within the remit of the personnel function e.g. career development, occupational health, pensions etcetera;
  7. Liaison with Trade Union representatives both formally and on an ad hoc basis on all Personnel matters in conjunction with the Principal;

IT

  1. To manage the College’s IT Support Staff and the IT infrastructure of the College ensuring that data is secure, system availability meets agreed targets, resources are used efficiently in accordance with sector best practice, customer satisfaction levels are monitored and are acceptable or better and, in liaison with the Vice Principal (Academic), that the College’s ILT Strategy can be appropriately supported;

Estates & Facilities

  1. To manage the College’s Estates and Services effectively and efficiently within terms agreed by the Senior Management Team and in conformity with the strategic and operational planning of the Corporation and ensuring that customer satisfaction levels are monitored and are acceptable or better;
  2. To plan, co-ordinate and implement appropriate maintenance and developments within the College estate and to provide designated budgeting control and management information to the Board of Governors, College Management and others as required;
  3. To support the College planning process by providing forecasts, cost analysis and reporting mechanisms relating to the responsibilities of the Post, in particular to develop the College’s Accommodations Strategy;
  4. To provide statutory returns to funding bodies and others as required, to instigate and maintain appropriate insurance arrangements for the College;
  5. To oversee matters of Health & Safety within the College ensuring adherence to Health & Safety regulations;
  6. To oversee the refectory provision across the College ensuring that facilities are run efficiently and effectively whilst providing an appropriate healthy menu choice and that customer satisfaction levels are monitored and are acceptable or better;

Student Administration

  1. Ensure that the College meets its obligations in supplying timely and accurate data to all key stakeholders including the SFA, HEFCE, HESA et cetera;
  2. Ensure that student data records are generated efficiently, maintained securely and are updated on a timely basis;
  3. Ensure progress against targets is monitored effectively by the appropriate collection and analysis of data in conjunction with the Student Administration Manager, Academic Registrar and the Vice Principal (Academic);

General

  1. Be committed to personal professional development and, in particular to maintain an up-to-date knowledge to maintain an up-to-date knowledge of Government policies and legislation in respect of FE, HE, regulations issued by SFA, EFA, Ofsted, HEFCE, QAAand other developments inFE and HE;
  2. Ensure other members of the team have information to cover effectively for you in your absence;
  1. Undertake staff reviews in accordance with College policy and to promote the development and training of all staff;
