MEETING MINUTES

3. EPIC-CONSTRUCTION BIDS
· Mayor Hancock turned the meeting over to Ryan Taylor from Epic Engineering for an update on awarding the bid for the construction of the new well. Mr. Taylor said there were 4 bids turned in from very reputable companies. After reviewing all of the bids, they went with the lowest bidder which was All Wells Drilling. Mr. Taylor has worked with this company before and highly recommends them. If Fairfield chooses to award All Wells Drilling the bid, this will leave extra money to do other projects that will need to be done. The drilling process can’t begin before the appeals period ends on September 22, 2016 Mayor Hancock asked Mr. Taylor if the Town used the loans funds first and then the grant money, Mr. Taylor confirmed that was correct. Payments will begin next year on the loan. Mayor Hancock asked if Fairfield could get a list of accounts that will need to be set up for the project. Mr. Taylor said he would provide the Council with all the necessary information that will be needed..
· Councilman Gurney asked who will oversee the construction. Mr. Taylor said they have someone budgeted into the cost to be present to oversee the work that’s being done.
· Councilman Thomas asked if Epic would want to help write the ordinance on the Water Impact Fees. Mr. Taylor said that they have people available to help write the Impact fees on Roads and Water.
· Councilman Gurney asked when the Town should raise the water rates. Mr. Taylor said on the next bill that goes out.
· Councilman Gurney asked who will clean the site off after construction is done. Mr. Taylor said that will be the construction companies responsibilities.
Councilman Gurney made the motion to accept All Well Drilling Schedule B as Fairfields well driller. Councilman Thomas second. Motion carried with all members present voting “aye”.
Councilman Gurney made the motion to accept FX Construction for the construction of the tank Schedule A, B & C for $248,995.00, authorizing the Mayor to sign documents. Councilman Thomas second. Motion carried with all members present voting “aye”.
4. OLD BUSINESS
· Councilman Gurney has reserved the park for Sept 17, 2016 to hold the Town BBQ from 5:00 pm on. Mailers will be sent out next week to residents to RSVP back by Sept 6, 2016
· Councilman Gurney informed the Council that Planning and Zoning could not meet on Aug 24, 2016 with Town Council. He asked if the Council still wants to hold a meeting. The Council discussed and agreed to have a Town Council work session on roads at the school house at 6:00 pm.
· Councilman Thomas informed the Council that Matt Allinson, Fairfield Water Operator, has been much better at returning phone calls.
· Mayor Hancock asked Councilman Gurney how the purchase of the Winters property is going with the Friends of Camp Floyd. Councilman Gurney informed the Council they have run into some setbacks with the lawyers. He said the Friends of Camp Floyd are working on a solution. Councilman Gurney will keep the Council updated.
5. NEW BUSINESS
· No topic was brought up for discussion.

Councilman Gurney made the motion to adjourn. Councilman Panek seconded. Motion carried with all Members present voting “aye”.
