ABOUT THIS FORM

This form enables Southern California Edison (SCE) customers to apply for technology incentives from Southern California Edison’s Technical Assessment & Technology Incentives (TA&TI) Program for qualifying demand response measures. The TA&TI Program offers technology incentives for the purchase and installation of qualified demand response measures that provide verified dispatchable onpeak load reduction at the customer-owned facilities. Eligible TA&TI customers can receive $250 per kW ($300 for Auto-DR customers) of verified dispatchable onpeak load reduction, not to exceed the actual, reasonable cost of the installed measure(s). The dispatchable onpeak load reductionis defined as existing load that, upon request, could be temporarily reduced for SCE’s entire onpeak period or temporarily shifted from SCE’s onpeak period to another time period. SCE’s on-peak period is defined as Monday through Friday,noon to 8:00PM, excluding holidays, starting the first Sunday in June and ending the first Sunday in October.

This form is designed to enable a customer to request a technology incentive for up to ten qualifying demand response measures for an individual SCE Service Account. If technology incentive is being requested for multiple service accounts, provide a separate request for each unique SCE service account number. If you have more than ten requests, please complete as many applications as necessary.

This form is supported by MS Word 2002 version or later.

Program RULES AND REQUIREMENTS

To be eligible for a technology incentive from the TA&TI program, the customer-owned facility (i) must be receiving bundled or direct access electric service from SCE, (ii) must have an interval electric meter, (iii) must be billed on an SCE commercial, industrial, or agricultural electric rate scheduleand (iv) must have purchased and installed a qualifying demand response measure within the previous 18 months from the date the customer submits its application for a TA&TI technology incentive.

QUALIFYING DEMAND RESPONSE MEASURES

To qualify under the TA&TI Program, a demand response measure must:

  • be commercially available technology; and
  • enable dispatchable on-peak load reduction at the customer-owned facility.

Technology incentives are intended for automation and/or technology improvements. The TA&TI Program will not provide technology incentives for manual improvements to existing equipment, or for load reduction enabled by customer behavior changes.

HOW TO APPLY FOR A TECHNOLOGY INCENTIVE

To request a technology incentive from SCE’s TA&TI Program, eligible customers must:

  1. Purchase and install qualifying demand response measure(s).
  2. Complete, sign and submit this application to SCE along with all required supporting documentation. Be sure to provide all requested Customer Information on Page 6, and complete the information starting on Page 7 for each qualifying demand response technology purchased and installed. In addition, select a program participation option for theservice account. Customer must submit a separate application for each service account for which a technology incentive is requested.
  3. Sign the completed application.
  4. Provide proof of purchase and installation, (including, if applicable, proof of payment of third-party installation), of the qualifying demand response measure within the previous 18 months from the date the customer submits its Application for Technology Incentive by attaching receipts, cancelled checks, credit card statementsand other documentary proof to the application. If applicable, for proof of payment of third party installation, SCE requires an itemized invoice from the third-party installation contractor that clearly breaks down each item of labor and material (if any)that wasinvoiced by the third-party contractor for the installation of the qualifying demand response measure, and proof of payment of the invoiced costs. Any in-house labor costs associated with installation will not be considered as part of the cost of the installed measure(s). Note: To be eligible for an incentive, a customer must own the qualifying demand response measure outright. Lease or financing arrangements do not qualify under the program.
  1. The signed application and all required supporting documentation should be sent to the TA&TI Program Manager in one of the following ways:

  3. Email this completed document in a MS Word Document Format to the email address identified above
  4. Fax all the required documentation to (626) 633-3491to the attention of the TA&TI Program Manager.

Note: Failure to submit a complete application (including all required supporting documentation) will delay the processing of a technology incentive request. The TA&TI Program will consider an application received on the date SCE has a complete application. The TA&TI Program’s technology incentives paid on a first-come, first served basis in accordance with Program rules and requirements, while funding lasts.

Upon receipt of an application and verification of eligibility, a TA&TI Program representative will contact the Customer Representative designated above to schedule an on-site visit to verify installation, and to measure and verify the actual dispatchable on-peak load reduction enabled by the installed qualifying technology. Installation verification and measurement and verification of actual dispatchable on-peak load reduction enabled by qualifying technology may, at SCE’s option, be conducted during one or more site visits. For measurement and verification of actual dispatchable on-peak load reduction enabled by qualifying technology, SCE will generally require that the customer accommodate a request for on-site visit within five (5) business days.

Eligible customers will receive, on a first-come, first served basis, a technology incentive of $250 per kW ($300 for Auto-DR Customers) of verified dispatchable onpeak load reduction enabled by qualifying technology, not to exceed the actual, reasonable cost of the installed measure(s)(including the purchase price and any cost associated with installation by a third-party. Any in-house labor costs associated with installation will not be considered as part of the cost of the installed measure(s)). All incentive payments are subject to verification of eligibility, the availability of funds, and the measurement and verification of the actual dispatchable on-peak load reduction enabled by the installed qualifying demand response measure(s).

A technology incentivewill generally be paid as follows:

  • Twenty-five percent (25%)of an estimated technology incentive is payable upon verification of (i) eligibility and (ii) installation of qualifying demand response measure(s). The estimated incentive is calculated based upon the type and number of qualifying demand response measures installed by the eligible customer and for which an incentive is requested.
  • Up to 25% of the actual technologyincentive, not to exceed fifty percent (50%) of actual incentive when added to any previously paid incentive amounts, is payable upon measurement and verification of on-peak load reduction kilowatt (kW) potential enabled from the installed qualifying demand response technology. The actual technology incentive is calculated based upon the results of the measurement and verification of on-peak load reduction kilowatt (kW) potential enabled from the installed qualifying demand response measure(s), and shall not exceed the actual, reasonable cost of the installed measure(s), including the purchase price and any cost associated with installation by a third-party.
  • 50% of the actual technology incentive, not to exceed one hundred percent (100%) of the actual incentive when added to any previously paid incentive amounts, is payableupon customer’s enrollment of the Service Account inat least one SCE’s demand response programsand customer’s agreement to participate in such program for at least twelve (12) consecutive months. (See Demand Response Program Participation Requirement section below for more details).

Notwithstanding the foregoing, SCE reserves the right to verify installation and/or measure and verify actual dispatchable on-peak load reduction enabled by the installed qualifying demand response technology before issuing any technology incentive payment.

DEMAND RESPONSE PROGRAM PARTICIPATION REQUIREMENT

Payment of 50% of a customer’s actual technology incentive is contingent upon the customer’s enrollment of the service account listed on page 1 of this application (the “Service Account”) in at least one of SCE’s qualifying demand response programs and agreement to participate in such program for at least 12 consecutive months. The following demand response programs qualify for purposes of the Program’s demand response program participation requirement:

  • Demand Bidding Program (DBP)
  • I-6 (to be discontinued 12-31-2008)
  • Base Interruptible Program (TOU-BIP)
  • Agricultural & Pumping Interruptible (API)
  • Optional Binding Mandatory Curtailment Program (OBMC)
  • Critical Peak Pricing Program (CPP-VCD or CPP-GCCD)
  • Scheduled Load Reduction Program (SLRP)
  • Capacity Bidding Program (CBP)
  • Demand Response Resource Contracts (DRRC)
  • Real Time Pricing 2-1 (RTP-2-1)

If the Service Account is currently participating in one of the qualifyingdemand response programs listed above, customer can agree to continue to participate in such program for at least 12 consecutive months beginning on the date of this application. If the Service Account is not currently participating in of the qualifying demand response programs, customer can agree to enroll the Service Account in one of the qualifying demand response programs within six (6) months of the date of this application and participate in such program for at least 12 consecutive months after enrollment. Customer is responsible for providing proof of enrollment. (See the Agreement section below.) SCE will verify enrollment of the Service Account in one of the qualifying demand response programs, and reserves the right to verify participation in a qualifying demand response program for at least 12 consecutive months as required under the Program’s rules and requirements, prior to issuing any payment of the final 50% of the actual technology incentive.

Customers who do not enroll, within 6 months of the date of this application, in one of the qualifying demand response programs and participate for at least twelve consecutive months will be ineligible under the Program’s rules and requirements to receive payment of the final 50% of the actual technology incentive for the Service Account.

AGREEMENT:

I am an authorized representative of the customer identified on Page 1 of this application (“Customer”). I have read all of the information contained in this application. To the extent that I have questions about the Program, I may contact SCE directly at TA& for additional information before signing this application. By signing this application, I hereby acknowledge and agree on behalf of Customer that:

  1. The information Customer has provided in this application is true and correct.
  2. I understand that the Program Rules and Requirements apply, and that Customer is responsible for complying withall Program Rules and Requirements as set forth in this application.
  3. Customer is responsible for complying with any applicable laws, including without limitation state or local government conditions, restrictions, codes, ordinances, rules and regulations.
  4. Customer is solely responsible for selection of the qualifying demand response products and technologies, including the manufacturers, dealers, suppliers and/or installers thereof, and the purchase, installation and ownership/maintenance of the qualifying demand response products and technologies. I understand that the manufacturer, dealer, supplier and installer are not agents or representatives of SCE, and that SCE makes no representations regarding manufacturers, dealers, contractors, materials or workmanship.
  5. Customer has not received incentives for the same measure(s) provided under the Program from any other SCE program or from another utility, state, or local program. Customer agrees not to apply for or receive incentives for the same measure(s) provided under the Program from another utility, state, or local program.
  6. I understand that Program funding is limited. The Program is effective as of March 15, 2006, and is offered on a first-come, first-served basis through December 31, 2008, or until funding is depleted or the Program is terminated, whichever comes first. SCE reserves the right to modify or terminate the Program at any time without notice.
  7. Southern California Edison Company (“SCE”) reserves the right to modify or discontinue the Technical Assistance and Technology Incentives Program (the “Program”) at its discretion, without prior notice, or by order of the California Public Utilities Commission. I understand that the Program is subject to availability of funds.
  8. SCE employees, contractors and agents are permitted to enter onto Customer’s facilities identified in this application for purposes of verifying the installation of demand response measure(s) described in this application, and measuring and verifying the actual dispatchable on-peak load reduction enabled by such measures.
  9. I acknowledge and agree that SCE shall not be liable, and hereby waive any and all claims against SCE, for any claims, demands, losses, damages, costs, expenses, or liability arising out of or in any connection with any act or omission of SCE or any officer, employee or agent of SCE, in the performance of any activities in connection with the Program, including, without limitation, the measurement and verification of the dispatchableon-peak load reduction enabled by the installed demand response measures, however caused, regardless of any strict liability or negligence of SCE, whether active or passive, excepting only such loss, damage, cost, expense, or liability that is caused by the sole negligence or willful misconduct of SCE, its officers or employees.
  10. I understand that SCE employees, contractors and agents have been authorized to contact me for purposes of verifying the installation of demand response measure(s) described in this application, and measuring and verifying the actual dispatchable on-peak load reduction enabled by such measures. I understand that any other services, installations, improvements or equipment provided to me by any SCE employee, contractor or agent have not been authorized by SCE, and SCE assumes no responsibility therefore.
  11. I understand that SCE makes no warranty whether express or implied, including without limitation the implied warranties of merchantability and fitness for a particular purpose, use or application of any demand response measure or product. I agree that SCE has no liability whatsoever concerning the (1) quality, safety and/or installation of the demand response measures, technologies or products, including their fitness for any particular purpose, (2) the estimated dispatchable on-peak load reduction of the demand response measures, technologies or products, (3) the workmanship of any third parties, (4) the installation or use of the measures, technologies or products including, without limitation, effects on indoor pollutants, or (5) any other matter with respect to the Program
  12. Customer elects to satisfy the Program’s demand response program participation requirement as follows (select one):

The Service Account is currently participating in one of the qualifying demand response programs listed in this application, and Customer agrees to continue to participate in such program for at least 12 consecutive months beginning on the date of this application.

The Service Account is not currently participating in of the qualifying demand response programs. Within 6 months of the date of this application, Customer plans to enroll the Service Account in one of the qualifying demand response programs within six (6) months of the date of this application and participate in such program for at least 12 consecutive months. Customer shall send proof of enrollment to the Program manager by email (TA&) or fax (626) 633-3491.

This Service Account is not currently participating in any qualifying demand response program. At this time, Customer declines to participate in any qualifying demand response program, and understands that by doing so, Customer is ineligible under the Program’s rules and requirements to receive payment of the final 50% of the actual technology incentive for the Service Account unless, within 6 months of the date of this application, Customer enrolls the Service Account in one of the qualifying demand response programs and participates for at least twelve consecutive months from enrollment. Customer shall send proof of any enrollment to the Program manager by email (TA&) or fax (626) 633-3491.

Customer understands that payment of the final 50% of the actual technology incentive is subject to SCE’s verification of the enrollment of the Service Account in one of the qualifying demand response programs and participation for at least 12 consecutive months as required under the Program’s rules and requirements.
