Regarding the Local Government Boundary Commission review of electoral boundaries.

Following an opportunity for questions and answers from Councillors and members of the public the meeting will be re-convened.

  1. REPRESENTATION FOR SUBMISSION

Councillors to agree the wording for the submission by Lydd Town Council to the Local Government Boundary Commission

The Mayor would like to invite all Councillors to attend an informal meeting at the close of business of the Extra Ordinary meeting to discuss those willing to stand for Mayor, Deputy Mayor and Civic Representative.

An informal meeting of the Rype Working Group will be held prior to the Extra Ordinary meeting from 6pm in the front Parlour to view play equipment catalogues.

The boundary commission is now looking at look at the size and pattern of council wards in Shepway to accommodate 30 councillors. It aims to deliver electoral equality for voters in so that each councillor represents roughly the same number of voters.

The review also aims to ensure that the new council wards reflect, as far as possible, the interests and identities of communities across the district.

The reviews can have consequences for parishes and their councils, and the legislation requires the LGBCE to make recommendations to the effect that:

  • Every ward of a parish having a parish council must lie wholly within a single electoral division of the relevant county council, and a single ward of the relevant district council, and
  • Every parish which is not divided into parish wards must lie wholly within a single electoral division of the county council and a single ward of the district council.

Sometimes the boundary commission will recommend a district ward or county electoral division boundary which splits a parish that is not warded, or has wards which follow different alignments. In those cases, they will recommend that that the parish be divided into parish wards with boundaries that are common, with the district ward or county division boundary. They will also consider the number and distribution of electors across that parish before deciding on the need for and extent of parish wards, but this concern will not take precedence over the need to secure good levels of representation at district ward or county division level.
