FOREWORD

Punjab Skills Development Fund (PSDF) is a section 42, not-for-profit Company, established under the Companies Ordinance 1984 by the Government of Punjab, with the objective to provide funding to Training Service Providers (TSPs). PSDF funds vocational training and intends to improve income generation capacity of the residents of Punjab. PSDF uses competitive bidding method for engaging Training Service Providers through inviting proposals from short listed organisations and assessing these on the basis of quality and cost.

This scheme namely “Skills for Market 2016” is funded by the Government of Punjab and Department for International Development (DFID), UK. The objective of this scheme is to increased access of women of rural areas to income earning opportunities.

Under the “Skills for Market 2016” scheme, PSDF intends to select Training Service Providers for providing training services in rural /semi-urban areas of Punjab. This document provides general information and basic eligibility requirements of Training Service Providers for provision of training services. Interested Training Service Providers who meet the eligibility requirements are invited to submit Expression of Interest (EOI).

EOI must reach the following address by November 30th, 2015 on the address given below. Incomplete/ hand written or late EOIs will not be evaluated.

1.  Definitions

a.  “Board” means Board of Directors of Punjab Skills Development Fund, a company incorporated under section 42 of the Companies Ordinance 1984.

b.  “Client” means Punjab Skills Development Fund (PSDF).

c.  “Contract” means the contract signed by PSDF and Training Service Provider along with all attached documents thereto.

d.  “Data Sheet” means such part of the Instructions to Training Service Providers used to reflect specific conditions.

e.  “Day” means calendar day.

f.  “Financial Proposal” means that part of the proposal which provides details about cost of the proposed training.

g.  “Government” means the Government of the Punjab.

h.  “DFID” means Department for International Development.

i.  “Financial Proposal” means that part of the proposal which provides information about the training cost/financial aspects of the proposed training.

j.  “Instructions to Training Service Providers” means that part of RFP which provides shortlisted Training Service Providers with all information needed to prepare their proposals.

k.  “Letter of Invitation (LOI)” means a letter included as a section in the RFP to be sent to the shortlisted Training Service Provider.

l.  “Personnel” means temporary or permanent staff employed by the Training Service Provider and assigned to perform the Services or any part thereof.

m.  “Professional Staff” includes management team, training and/or monitoring staff of Training Service Provider.

n.  “Proposal” means the entire set of documents consisting of Technical and Financial Proposals submitted by an organisation.

o.  “RFP” means the “Request for Proposal” prepared by PSDF for submission of Technical and Financial Proposals by Training Service Providers.

p.  “Services” means one or more of the services specified in the Data Sheet and ancillary activities performed by the Training Service Provider in pursuance of the Contract.

q.  “Target Group” refers to potential candidates for admission who fulfill the eligibility requirements defined in the Data Sheet.

r.  “Technical Proposal” means that part of the proposal which provides information about the technical aspects of the proposed training.

s.  “Terms of Reference” (TOR) means the part of EOI/RFP which explains the scope of work, activities, tasks to be performed, respective responsibilities of the Client & the Training Service Provider and expected results and deliverables of the assignment.

t.  “Trainee” means any eligible person who is selected for training by the Training Service Provider.

u.  “Training Service Provider (TSP)” means either a public or private organisation or public/private partnership, duly qualified to provide training, selected in accordance with the criteria set forth for the purpose.

INTRODUCTION

1.  PSDF wishes to shortlist interested organisations which will be invited to submit proposals for training services under the “Skills for Market 2016” scheme.

2.  TSPs contracted under this scheme will be responsible for selecting & training the trainees and providing post-training support. They will be required to select trainees from the surrounding areas of the approved locations.

3.  Training Service Providers will be engaged following Quality and Cost Basis Selection (QCBS) methodology.

4.  The purpose of this document is to provide orientation to organisations to evaluate their interest in tendering and conducting training, and is not a guarantee of the actual conditions under which the training services will be tendered or executed. Furthermore, it contains Forms and list of required documents to be submitted.

5.  This Expression of Interest is governed by the procedure approved by PSDF Board of Directors.

6.  Only those organisations will be considered for short-listing which meet the eligibility requirements. Only short listed organisations will be invited to submit Proposals.

7.  Selected organisations [hereafter called Training Service Providers (TSPs)] will be responsible for providing services as per Terms of Reference (TORs) under para 18.

8.  The trades have been grouped into three blocks – “Block A: Textile/Garments/Services” and “Block B: Livestock/Agriculture/Food” and “Block C- Any other sector leading to income generation” for each district. For 36 districts there are 108 blocks in total. Bids will be evaluated district wise and block wise. Shortlisted Training Service Providers will have to submit separate Technical & Financial Proposals for each block.

9.  For each block trade wise trainees must be specified.

10.  Only one EOI will be submitted even if the bidders intend to bid for up to maximum of twenty one blocks in any districts of their choice.

11.  The bids will be evaluated on Quality and Cost Basis (QCBS).

12.  All documents and information received by PSDF from applicants will be treated in confidence.

13.  The documents submitted to PSDF will not be returned.

14.  All expenses related to participation in this Expression of Interest shall be borne by the TSP’s.

15.  The envelope containing hard copy of EOI shall be received in the PSDF office at Lahore.

16.  The closing date and time for receipt of Expression of Interest and required documents is November 30th, 2015 at 5:00 p.m.

17.  PSDF reserves the right to request submission of additional information from applicants in order to clarify aspects of Expression of Interest, if required.

18.  Terms of Reference (TORs) for Training Service Providers

i.  Assess training needs of the individuals in rural/semi urban areas of selected district keeping in view the local economic and social conditions in favor of women.

ii.  Mobilize the communities and select trainees from the target group for the proposed skills training as agreed to during negotiations.

iii.  Identify and select those skills/trades from the suggested list of courses (or similar courses after local assessment) within Block A and Block B and courses relating to other sectors within Block C which may enable rural women to generate income and for which resources & expertise are available with the organisation.

iv.  Select training sites at different rural / semi-urban locations (only one class of a course will be allowed in one location).

v.  Provision of properly equipped training facilities as per demand of curriculum and list mentioned in the curriculum. It includes machinery, equipment, tools, class room & lab / workshop furniture and other physical facilities (e.g. washrooms, back-up power, drinking water etc.).

vi.  Engage competent and qualified instructors and support staff as per qualification and experience mentioned in the curriculum.

vii.  Arrange training of engaged instructors and support staff for delivery of training at a uniform standard at all locations.

viii.  Develop/ adapt curricula and manuals covering the following components.

·  Vocational Skills Component

·  Core Skills (Urdu Literacy, Numeracy and Financial Literacy, if target group is illiterate or have limited literacy. PSDF will suggest outlines for the purpose and will also provide learning material developed by Literacy Department. Testing for Core Skills may be carried out by Literacy Department.)

·  Entrepreneurial Skills / Marketing Linkage component

ix.  Develop an internal monitoring system to assure quality training delivery.

x.  Ensure successful Marketing Linkages of trained women.

xi.  Establish a system for providing reports to PSDF within stipulated time through regular mail, email and/or on a web-based data management system as per requirements and monitoring guidelines developed by PSDF.

xii.  Mobilize the communities from the respective feeder area and select eligible persons as per PSDF specified criteria, from the target group for the proposed skills training.

xiii.  Ensure provision of vocational training in approved skills / trades using the approved curriculum and manuals developed/adapted by the Training Service Provider & following the agreed parameters.

xiv.  Provide all learning aids, teaching materials, consumables as per demand of curricula, and additional facilities, free of cost to the trainees (all costs on account of these items will be included in training fee which will be paid by PSDF).

xv.  Facilitate and provide access to PSDF monitoring team to the training locations.

xvi.  Prepare and submit invoices to PSDF for release of funds as per actual enrollment and PSDF guidelines.

xvii. Disburse stipend to the trainees, and maintain record of disbursement in the specified manner.

xviii.  Maintain a separate bank account (for funds received from PSDF) and financial records relating to the assignment.

xix.  Issue certificates to trainees on completion of training.

xx.  Assist PSDF in any post-training study related to employment/placement of trainees and/or assessment of improvement in financial/economic activity.

xxi.  Establish linkage of the trained persons with the identified and committed employers or business clients.

xxii. Assist PSDF in the arrangements of any ceremony, if arranged by PSDF (cost of such ceremony will be borne by PSDF).

xxiii.  Display prominent banners / sign boards relating to the training, after approval by PSDF.

xxiv.  Any other obligation agreed in the Contract.

xxv. The Training Service Provider will be responsible for certain deliverables, including progress reporting, as per requirement of the project.

xxvi.  Carry out a post training study of placement and marketing linkages for each batch within three months of conclusion of course indicating the overall impact on income generation capacity of training on an agreed format.

19.  It is mandatory to use format provided by PSDF for preparation of the expression of Interest (EOI). EOIs that do not comply with PSDF instructions will stand rejected. If any required information is found missing in the forms or written elsewhere, no credit will be given while evaluating relevant section. EOIs not signed by Head of Organisation or authorized person will be rejected. Submission of missing documents after closing date is not allowed.

20.  EOIs which are not properly arranged, organized and pose difficulty in understanding will be subject to rejection / deduction of marks. Organisations should make every effort to submit the properly bounded and flagged EOI. The interested organisations are requested to provide only the requisite information; irrelevant information/details/reports should not be sent to PSDF.

21.  PSDF reserves the right to verify any information provided by prospective bidders including physical inspection either through its own staff or any third party. False information will lead to rejection of Expression of Interest, disqualification of bidder, and the organisation will be barred for bidding in PSDF funded schemes.

22.  EOIs which are not singed by the head of organisation or authorized person will be rejected.

23.  PSDF reserves the right to cancel the call of EOIs without stating any reason.

24.  PSDF will evaluate the Expressions of Interest and will notify the short-listed organisations. Request for proposal (RFP) will be made available only to the short-listed organisations.

25.  An organisation may submit only one EOI, even if the Training Service Provider is interested in providing training in multiple trades or in multiple districts. The organisation cannot be part of another EOI directly or indirectly. In case all or any of the owners /directors /members /trustees of an organisation[1] are also owners/directors/members/trustees of any other organisation(s), such organisations may submit only one EOI. In case of participation in more than one EOI, the EOIs will be rejected.

26.  Any clarification requests must be sent in writing or through e-mail, and should be received not later than November 26th, 2015.

DATA SHEET / SUMMARY OF SCHEME

Scheme Target / 26,000 trainees during the one year from start of classes
Scheme Completion / Implementation period of scheme will be one year.
Target Districts of Training / The scheme will be implemented in all 36 districts of Punjab. Admitted persons must hold CNIC with permanent or temporary residential address of relevant district of the Punjab.
Max Size of Contract per Training Service Provider / Max trainees 20% of the total target of the scheme and max amount of contract 10% of the training budget of PSDF for the year.
