EXPLANATORY NOTE FOR FILLING IN THE INFORMATION EXCHANGE FORM ON TRANSNATIONAL COOPERATION (TNC)PROJECTS

I. The form is to be filled in and uploaded in SFC by Managing Authorities (MA) upon their approval of a Transnational Cooperation Project under the LEADER measure. The form is to be used provisionally until anapplication for TNC notification is developed and made available in SFC.

II. Information is organised per co-operation project, which entails that a project form is complete only once all MAs involved have provided information on their beneficiaries and relating financial contribution.It is thereforerecommendedthat the MAs co-ordinate filling in the form and upload the same set of information relying on each other's contribution.In view of facilitatingcontact with counterparts from other MA, a list of SFC liaison persons per Member Statecan be downloaded by your own SFC liaisonfrom the SFC Support Portal: (menu "MySFC > MS Liaison Area 2014")

III. Below please find explanation concerning the sheets and fields to be filled in.

1. Main:

The title of the co-operation project should be provided in English. It is crucial that all the partners and authorities refer to the project by the same name.

Duration of activities envisaged under the co-operation project refers to the duration of the project as set out in the cooperation agreement established between the partners.

Total costs of the project are calculated automatically based on the individual costs of each partner, reported in the sheets MA1-MA9.This means that those fields should not be filled in manually. They include the EAFRD part, other public contribution as well as private contribution. Other funds raised for the project outside the rural development programme support can also be reported.

Additional informationon the projectcan be provided either in form of a link to the project website or a short project description (up to 500 characters without spaces).

Project status(ongoing/cancelled/completed) should be indicated by means of the drop-down menu.

RDP priority addressed: one or several Union priorities for rural development as set out in art. 5 of regulation 1305/2013 should be indicated.

Project themes: please choose at least one theme from the drop-down menu. The categories proposed mirror the ones used in the Local Action Groups data base and the Partner Search Tool for TNC projects.

2. Managing Authorities:

Choose the CCI referenceof the rural development programme (RDP), i.e. the code and name attributed to the programme in SFC,from the drop-down menu. The name of the correspondingMAwill appear automatically.

Thecontact details (name, address, phone number and email of theofficial in charge)should relate to the person providing the information (even if he/she is from outside the MA). This person can be contacted by the European Commission or the Contact Point of the European Network for Rural Development in view of further clarifications on the project.

3. Information on co-operation partners and their share of project costs (MA1-MA9):

Each sheet relates to the co-operation partners funded under a givenRDP. The name of the MA in charge and corresponding RDP appears automatically in the upper left corner based on the information provided in the sheet relating to Managing Authorities (see point 2 above).

Official name of the LAGrefers to the name of the local action group whose project has been approved by a given MA. The name of the LAG and its code have to be the same as the one provided for the LAG database on the ENRD website. Until the LAG database becomes operational, the provisional list of LAGs and their codes is available on the SFC Support Portal (Menu "Support Materials MS > ProgrammingTransnational Cooperation Project": project costs relate to the costs of partner(s) supported under the RDP. They are automatically summed up for the whole project in the sheet "Main".

4. Information on other partners

For the projects involving partnersother than Local Action Groups, please indicate the name of the partner and its contact details.

IV. Please note that the categories labelled with an asterisk (*) are mandatory.

The MA is requested to update the form, especially when the status of the programme has changed. An updated form should be uploaded in the SFC.

It is not possible to edit forms which have been uploaded and saved in the SFC. Therefore, each modification of the data provided needs to be done via a new form.
