EXECUTIVE SUMMARY

Bishnupur District comprises of large number of unserved and underserved areas. Hence, there has been very little development because of poor transport network and communication. Although the number of CHCs and PHCs are adequate as per the population norms there is a need to increase their health care delivery services. None of the facilities are as per the IPHS standard. There are 21 underserved areas in the District.

The health status of Bishnupur District is among the best performing districts in the state Manipur in terms of RCH indicators. The data collection and analysis needs strengthening. Regarding the HR status there are huge vacancies especially of some critical posts like Staff Nurses, M.O.s , Specialists doctors etc.

The District Health Action Plan was developed in a participatory manner with facilitators. A District Planning Team was constituted who carried out the block consultations and the Subcenter level consultations. Facility surveys were conducted for all the facilities. The consultations focused on each of the thematic areas with the present situation, the bottlenecks, strategies and how to achieve the goals. The key spots were identified from the Village Health Plans and the Block Plans after incorporating the facility survey reports and then these were consolidated to the District Health Action Plan. These were approved by the District Health Society and the District Health Action Plan was finalized after incorporation of District Health Society (DHS) suggestions.

The District Health Action Plan comprises of the Priority areas, New Initiatives/ Innovatives, Key Performance Indicators, work plan and the budgetary support. The District Health Action Plan incorporated all aspect of health care including NRHM additionalities, Untied Funds, Mobile Medical Unit, Facilities as per IPHS norms, community involvement, capacity building and Human Resource etc. It also incorporated other cross cutting issues viz. Gender, Logistics and Warehouse, HMIS, BCC/IEC and Biomedical waste management.

The major priority of the District Health Action Plan include providing services to the unserved and underserved areas, timely and quality data collection, strong district administration and management, improving the facilities to reach IPHS norms. The total budget for the financial year 2013-14 is Rs. 1096 Lakh (excluding Drugs, Equipments and Training)

This is to certify that the District Health Action Plan for District Health Society (NRHM), Bishnupur prepared by the District Planning Team with active involvement of NGOs, stakeholders has integrated the health and health facility improvement needs of the district.

The participatory and decentralized approach adopted in preparing the plan involved the preparation of Village Health Action Plans, Block Health Action Plans and Health Facility surveys. The result of these micro level plans and surveys have reflected the overall health improvement needs of the district. These results have formed the basis for developing strategies, activities and estimating resources for the Integrated District Health Action Plan.

The plan was discussed in the District Health Society, suggestions were incorporated and improved.

We are submitting the NRHM PIP of BISHNUPUR DISTRICT for the year 2013-14 after self appraisal of the District Activities as specified in the Annex No.

Through this we also have been able to arrive at priority areas for our District as following:

1.  Fully FRU functional at DH with blood storage facility.

2.  Increase the number of DELIVERY POINTS in the District.

3.  Strengthening the implementation of JSSK in the District.

4.  Strengthening the LIVE DATA capturing of PW and Child at MCTS.

5.  Functional SNCU at DH, Bishnupur

Further, for the year 2013-14 the District intend to take up the following new initiatives/ innovatives:

1.  Computerization of Patient Database at DH, Bishnupur

2.  Diagnostics and Nutritional Support to HIV/ AIDS patients

3.  Setting up/ establishment of integrated HELP-LINE/ CALL CENTER for Referral Transport and other Mother and Child care Programmes at the District Level.
