Purpose of Position / In conjunction with the MIDS Clinical Director(s) the Executive Director MIDS will have responsibility for the leadership and strategic, operational and financial management of the (LHD) Medical Imaging District Service (MIDS) to ensure delivery of a high quality, customer focused and efficient service. The Executive Director MIDS will:
  • Provide strategic advice regarding current and future MIDS service delivery to (Member of LHD Executive)
  • Coordinate and evaluate the MIDS across the LHD to ensure the operational and financial requirements of the (LHD) are met
  • Implement strategies to ensure workforce development and retention
  • Coordinate MIDS service planning and policy development
  • Contribute to the achievement of the (LHD) goals and aims of overall improvement of the health status of the community we service
  • Under the leadership of (Member of LHD Executive) drive cultural and organisational change
  • Promote the (LHD) Values and Code of Conduct, leading in a manner that encourages the adoption of these standards in others
  • Ensure a workplace culture which attracts, retains and develops appropriate number of quality staff, achieves appropriate resourcing with equipment and consumables, and implements cost efficiencies and continuous improvement in the MIDS

Key Accountabilities /
  • Support the core business of (LHD) by ensuring the provision of high-level advice and strategic leadership including the requirements of policy and legislation, appropriate reporting management to facilitate informed decision-making and ensure quality and standards of a high level
  • Ensure Legislative requirements for radiation safety are met at all facilities providing Imaging services within (LHD)
  • Provide strategic and operational leadership to ensure the provision of quality Medical Imaging services
  • Drive Medical Imaging workforce planning and development of recruitment and retention strategies
  • Recruit (with Clinical Lead(s) if clinical) and retain highly skilled staff to the MIDS and ensure an effective orientation for new appointees
  • Develop an effective staff development system for all personnel within the MIDS with an emphasis on continuous improvement
  • Develop an organisational structure, that will ensure current and future service needs of (LHD) are met
  • Develop and implement a service framework that supports quality service delivery, application of legislative requirements, professional standards and best practice across (LHD) where Medical Imaging services are provided
  • Identify and manage quality improvement initiatives/issues consistent with the governance structure of the organisation
  • Develop, implement and evaluate business plans and associated strategies to ensure the MIDS planning and development is aligned with (LHD) strategic and operational plans and organisational goals
  • Model, promote and encourage a culture that embraces a positive, “can do” attitude and approach in interactions with Executive members, managers, Medical Imaging (MI) team members, referring clinicians and other Site and District workforce. This approach is particularly relevant in times of high work volume and competing resource demands
  • Ensure Medical Imaging District Services are aligned and integrated with relevant District, MoH and national KPIs such as NEAT and NEST, and provide a timely, collaborative service to ensure targets are met
  • Manage business cases and report on equipment procurement, tendering and accommodation issues to ensure high-level service delivery
  • Manage human, financial and physical resources within the (LHD) MIDS effectively and efficiently ensuring budget and performance targets are met
  • Determine and achieve revenue targets and identify opportunities to maximise revenue potentials
  • Ensure appropriate management of complaints and incidents relating to the (LHD) MIDS
  • Oversee and liaise with relevant key stakeholders regarding the maintenance of District-wide Medical Imaging software and associated Service Level Agreements with PACS / RIS and any subsequent software
  • Under the guidance of the (Member of LHD Executive), contribute to NSW Health state-wide system initiatives through participation in various internal and external committees and working parties
  • Manage intra and inter departmental / hospital / LHD relationships and service level agreements
  • Ensure MI compliance with the requirements under the national Diagnostic Imaging Accreditation Standards (DIAS) as well as College and hospital accreditation
  • Develop, implement and evaluate integrated quality improvement, risk management and peer review programs to ensure that the best possible service is provided to patients and their families
  • Maintain an effective system of communication with all staff ensuring they are kept informed of required policies and other relevant information
  • Maintain an effective system of communication and reporting for stakeholders such as referrers and the LHD Executive
  • Support individual managers in the development of strategic alliances with other LHDs and to identify synergies that provide greater efficiency and effectiveness in the operations of the MIDS
  • Identify, support and apportion teaching and research costs appropriately
  • Ensure that a safe and clean workplace is maintained at all times by adherence to safety standards and providing appropriate training of staff in Workplace Health & Safety awareness and safe operating of equipment in a radioactive environment
  • Perform other duties as directed which are consistent with personal skills, competencies, training and knowledge
  • Update professional skills and knowledge regularly by attendance at relevant conferences, courses and forums
  • Oversee contracts with external providers where services are outsourced
  • Oversee provision of regular and ad hoc utilisation reports to health services
  • In conjunction with the MIDS Clinical Lead(s) determine reporting and non-reporting activity targets for consultants
  • Collaborate with Health Service General Managers to manage, undertake and escalate Reportable Incident Briefs (RIBs) and Root Cause Analyses (RCAs), and implement mitigating strategies to avoid reoccurrence

Communication / Internal
  • The Executive Director (LHD) MIDS works under the leadership of the (Member of LHD Executive). As a senior manager of (LHD) this role contributes substantially to the strategic direction of the service
  • therefore strong relationships with senior management and staff of (LHD) are essential. Key internal relationships will include (Member of LHD Executive), Directors of Medical Services / Operations, Clinical Medical and Surgical Directors, Directors of Nursing, Patient Flow Managers, Divisional Managers, Medical referrers and clinical workforce
  • The Executive Director (LHD) MIDS provides leadership, guidance, support and feedback to Medical Imaging professionals to ensure professional quality, timely advice and services provided to clients/customers. Internal contact focuses primarily on the facilitation of a consultative approach to service development and delivery
  • The Executive Director (LHD) MIDS maintains regular communication of clinical, performance and financial data to LHD executives, Health Service General Managers, MIDS and referring clinicians
External
  • Externally, the Executive Director (LHD) MIDS establishes and maintains a network of contacts with key industry stakeholders including NSW Ministry of Health, Health Pillars, Local Health District service providers, educational institutions, professional associations, relevant public / private sector groups.

Decision Making / Jointly with MIDS Clinical Director(s):
  • The Executive Director has responsibility to make decisions regarding the management and operations of the (LHD) Medical Imaging District Service within budget parameters, delegations, and context of the MIDS Annual Business Plan and publications and guidelines of (LHD) and NSW Ministry of Health. This includes determining work priorities, allocation duties and decisions relating to the quality and conduct of projects
  • The Executive Director (LHD) MIDS determines MIDS specific policies and procedures in conjunction with LHD executive and the MIDS Clinical Director(s), sets strategic directions and has responsibility for the management and coordination of the Medical Imaging workforce, the maintenance of standards of practice, efficiency, safety, effectiveness and complying with time and budgetary constraints and corporate governance requirements

Selection Criteria /
  1. Relevant tertiary qualification in a health or finance management related field, and substantial proven management experience at a senior level in a Medical Imaging or public health environment

  1. Demonstrated ability to complete high level strategic business analysis with an emphasis on identifying and resolving barriers to progress and efficiencies

  1. Demonstrated extensive experience in the management of clinical, technical, and financial functions in a competitive business environment

  1. Proven experience in developing and achieving key performance indicators

  1. Demonstrated high level written communication skills with extensive experience in the compilation of comprehensive reports, business plans and briefings

  1. An understanding of the revenue opportunities available for Medical Imaging services

  1. Demonstrated experience in managing and leading a complex service across multiple sites

  1. Proven ability to manage and lead a multidisciplinary team, and liaise effectively with a wide variety of key stakeholders including health service executive, clinicians, and external service providers
