PROVISIONAL ANNOTATED AGENDA

1. OPENING OF THE SESSION

The session will be opened by the Chair, Mr David Grimes, at 9:30 a.m. on Tuesday, 11 February 2014. The Secretary-General or his representative will address the opening.

2. ADOPTION OF THE PROVISIONAL AGENDA

The group will be invited to consider and adopt the agenda. The Chair may seek clarifications from participants on the format in which they wish that the final report should be prepared. Recalling the views expressed at previous meetings of the working group, only the key conclusions, recommendations and follow-up actions could be reflected in the final report.

In adopting the agenda, the group will also review actions from its last meeting held in January 2013.

3. WMO MONITORING AND EVALUATION (M&E) SYSTEM

The group will be invited to consider the progress in the implementation of WMO M&E System and propose any improvements to further its implementation.

4. WMO STRATEGIC AND OPERATIONAL PLANNING PROCESS

4.1 WMO Strategic Plan and Operating Plan 2016 – 2019

The group will be invited to consider and recommend the draft WMO Strategic Plan and WMO Operating Plan (2016-2019) to the Sixty-sixth Session of the WMO Executive Council (EC-66, June 2014) for consideration with a focus on strategic priorities and the building components of the strategic plan. The discussions will be supported by presentations by the Secretariat.

4.2 Recommendations of the presidents of regional associations and technical commissions on WMO Strategic and Operational Planning

The group will be invited to consider the recommendations of the presidents of regional associations and technical commissions.

5. CONTINUOUS IMPROVEMENT OF WMO PROCESSES AND PRACTICES

The group will be invited to consider proposals on Continuous Improvement of WMO Processes.

5.1 Role and responsibilities of regional associations and any corresponding amendment of the general regulations

The group will be invited to consider the proposed broad and flexible definition of the role and responsibilities of the regional associations and make appropriate recommendations to EC-66 (ref.: EC-65/Doc. 7.2(3), paragraph 7.2.(3)3).

5.2 Improved practices for Planning, Scheduling and Coordination of Constituent Body Meetings, including shortening Sessions of EC and Congress

The group will consider proposals on having a balance between technical meetings and intergovernmental meetings in order to advance the goals of the organization and make appropriate recommendations to EC-66 (ref.: EC-65/Doc. 4.4(1), paragraph 4.4.8). The group will also consider possibilities of delinking the some of the issues, such as election of presidents and approval of operating plans, from the intergovernmental processes of TCs and RAs.

5.3 General regulations in relation to memberships and sessions of technical commissions

The group will consider proposal for processes and cycles for the renewal of membership to technical commission and make recommendations to EC-66.

6. THE ROLE AND OPERATION OF NMHSs

6.1 Regular reviews of WMO Statements on the role and operations of NMHSs

The group will consider and recommend to the EC-66 a suitable cycle for regular reviews of Statements on the Role and Operation of National Meteorological and Hydrological Services for Directors and for policy makers.

6.2 WMO Country Profile Database (CPDP)

The group will be informed of the progress in further development of WMO Country Profile Database (CPDP) and consider its utility to assess and monitor the development of NMHSs (ref.: EC-65/Doc. 4.6(1), paragraph 4.6.6).


7. OTHER MATTERS

7.1 Maximum terms for the Secretary-General

The group will be invited to consider the pros and cons of the two options as discussed at EC-65, including proposals on changes to General Regulations as appropriate, and make recommendation to EC-66(EC-65/Doc. 7.2(1)).

7.2 Number and distributions of seats in the Executive Council

The group is invited to consider the proposals of the presidents of regional associations and make appropriate recommendations to EC-66 (ref.: EC-65/Doc. 7.2(2), paragraphs 7.2.8 – 7.2.9).

7.3 Review of draft policy for international exchange of climate data and products to support the implementation of the Global Framework for Climate Services

The group will be informed of the draft policy for international exchange of climate data and products to support the implementation of the Global Framework for Climate Services developed by the EC Task Team on the WMO Policy for International Exchange of Climate Data and Products to Support the Implementation of the Global Framework for Climate Services.

8. ANY OTHER BUSINESS

The group may wish to take up other relevant matters for consideration.

9. CLOSURE OF THE SESSION

The session is planned to close at 17.30 on Friday, 14 February 2014.
