Call to Order: The meeting was called to order at 8:00 a.m. by President Dale Haas. Treasurer Rick Keeney led the Committee in the Pledge of Allegiance and House Delegate Doug Layton gave the invocation. Secretary Althea Parrish called the roll.

OFFICER’S REPORTS:

1. Secretary – Althea Parrish

MOTION: House Delegate Doug Layton made a motion to approve the August 10, 2013 minutes. District Representative Cheech DeCelles seconded said motion. MOTION PASSED UNANIMOUSLY.

2. Treasurer - Rick Keeney

Rick passed out the Annual Budget Report and the Third Quarter Financial Report. Rick discussed the topics of Charitable Contributions (Written Acknowledgement and Written Disclosure) and Restriction of Funds (Unrestricted, Temporarily Restricted and Permanently Restricted. Rick also stated that the Chapter needs sponsorship for the executive committee meetings. We currently only have 2 sponsors and in the past we’ve have up to 5. If additional sponsors are not obtained, they will be a short fall in the budget. Discussion: (See Written Report)

MOTION: Alternate House Delegate Mark Juliano (proxy from Dist. Rep. Al Green) made a motion to accept the proposed budget report as submitted. District Representative John Dunton seconded said motion. MOTION PASSED UNANIMOUSLY.

MOTION: Secretary Althea Parrish made a motion to accept the quarterly report as submitted. District Representative Alisha Wetherell seconded said motion. MOTION PASSED UNANIMOUSLY.

At this time Rick spoke of Chris Thompson, Public Works Director for the City of Tavares for graduating from the mentor program which is the Donald C. Stone Management program. Rick was his mentor. (Pictures taken)

3. President - Dale Haas

President Haas said the Florida Chapter received the 2013 PACE Award at the national congress in Chicago on August 26th. He introduced Peter Cavalli as the new webmaster for the Florida Chapter website. He explained the Vendor Guidelines Committee and the EXPO Task Force are still working on a policy to protect our sponsors and vendors investment in our shows. (See Written Report)

4. President-Elect - Russell Ketchem

President-Elect Russell Ketchem spoke of the continued momentum of the current and previous administrations but also marketing, specifically branding for the association. He also spoke of the planning for the 2014 Chapter Annual Meeting (EXPO), the site visit for 2014 Expo and the off site party venue and logistics of everything. (See Written Report)

5. Vice President - Robert Garland

Vice President Robert Garland spoke of his meetings he attended at the South Florida Branch and the Northeast Florida Branch. He also recruited Jeff Wilson, Mark Juliano and Rick Keeney for hurricane presentations at the Chapter Expo. (See Written Report)

6. House Delegates Report - Doug Layton

Doug spoke of how the House of Delegates is changing and the events from the 2013 Congress. He spoke of how the Florida Chapter President should have an allocated amount of money to use at his discretion. (No Written Report)

MOTION: House Delegate Doug Layton made a motion to authorize the Florida Chapter President to have $250 to use at his discretion to be used under the miscellaneous account. District Representative Tom Wilcox seconded said motion. MOTION PASSED UNANIMOUSLY.

  1. Immediate Past President – Chris Evers – Excused Absence – Gave his report at the Friday Meeting.

Since Chris has become Immediate Past President he has focused his attention into the Expo Task Force and the outreach to Public Works Directors across the state. The Convention Center and Hotel contracts have already been signed for the 2015 Show. He is still working with NACE for the Memo of Understanding. (MOU) (No Written Report)

10. District 3 - Thomas Frisbie - Thomas spoke of his branch activities and their upcoming events and activities to increase membership in the Branch. (See Written Report)

12. District 5 - Amy Blaida – Excused Absence – Branch Chairman Mike McCabe went over the Central Florida’s Branch activities and upcoming events. (See Written Report)

13. District 6 - Bob Nowak - He spoke of the West Coast Branch activities and events.

18. District 11 - Cheech DeCelles – Cheech spoke of the South Florida Branch activities and events of which included a golf tournament and presentations. Sam May spoke of their branch gearing up for a public works academy. They are still in the process of starting this up.

19. Annual Chapter Dinner (Congress)- Tim Mooney – Absent – Chris Evers had stated at the Friday meeting that he will help with next years Congress Dinner. (No Written Report)

20. Association Alliance Jim Myers – Absent - District Representatives are to pay attention to his action request on his report which states: Due to the significant number of associations, we need PWA members that are familiar with the associations in various locations (Panhandle, NE Florida, Central Florida, SW/Tampa and Palm Beach/Broward/Dade Counties) to assist with obtaining contact information and conduct coordination with associations specific to that area. A call is out for interested persons and/or names that can help. (See Written Report)

21. Auditing Paul Moore – No Report

22. Awards Don Jacobovitz – Absent – Discussion of the Branch Excellence Award and the criteria for this. (See Written Report)

MOTION: Vice President Robert Garland made a motion that the Branch Excellence award be patterned after the PACE award with multiple award winners. Treasurer Rick Keeney seconded said motion. MOTION PASSED.

MOTION: District Representative John Dunton move that a new award be implemented for the “Branch of the Year” Award. Recipients of the Branch Excellence Award for the current year will be eligible for this award with one award winner. Nominations from the Branch Excellence Award are submitted for Branch of the Year Award and shall be the recipients for this award with this Branch meeting the criteria. Chas Jordan (proxy from Jamie Brown) seconded said motion. MOTION PASSED. District Representative Cheech DeCelles opposed said motion.

23. By-Laws Tom Pugh reported on the events associated with the Chapter, Branch and Scholarship Trust By-Laws. The Florida Chapter Bylaws are current; last revised 4/20/2013. The Scholarship Trust By-Laws are current; last revised 1/26/2013. (See Written Report)

24. Chapter Annual Meeting – Russell Ketchem – Excused Absence – Russell gave his report at the Friday meeting. He reported on the 2014 Trade Show and talked about the Special Events night for this.

25. Diversity Maria Fernandez-Poratta - absent. (See Written Report)

26. Education/Training Rohland Bryant is absent. Ray Gorman was in attendance for Rohland and passed out the Public Works Institute @ Indian River State College brochure. Victoria Stalls was in attendance from Indian River State College spoke about the program there. (See Brochure & Written Report)

27. Expo Task Force Chris Evers – Absent - Chris gave this report at the Friday afternoon meeting. He is still working with NACE for the Memo of Understanding. (MOU) Discussion: Memo of Understanding – Revenue of sharing is still under negations. The exhibitors/vendors and the split between the organization is still being worked out. District Representative Cheech DeCelles asked that the MOU be shared with the Officers and the District Representatives by the next Executive Committee Meeting in January 2014. (No written Report)

28. Finance Chad Shoultz - absent. Chad and Brian Crane from Raymond James gave their report at the Friday meeting. They gave a presentation of their performance review and strategy update. They spoke of the account values and Chapter accounts. Chas was asked to go back to his committee and separate the accounts for review along with 2 investment policies, one for operating and one for scholarship. 29. Government Affairs George Recktenwald – absent. (See Written Report)

30. Historical Bob Nowak – Bob is working on researching and preserving the history of the Florida Chapter APWA. He now has boxes to go through.

31. International Affairs Committee - Herb Raybourn - absent. No Report

32. Marketing & Social Media - Chas Jordan and his committee have worked on the Marketing Plan, Expo Branding and their Goals for the year. He introduced Peter Cavalli, from Tampa as the new website chairman. From this time forward the website will go under the Marketing & Social Media Committee with Chas. ACTION: Chas asked all the District Representatives to look at the branch sites and see all the information to see if it’s correct before we go live. (See Written Report)

Website: Peter Cavalli spoke of the Florida Chapter’s Website transition project and achieving it deadline date. The redesign and development of the “new” website is focused on usability and the promotion of the website as a central resource of both members of the APWA Florida Chapter as well as other interested parties of the public works community. 34. Membership - Amy Blaida – Absent - Amy gave most of her report at the Friday afternoon meeting. Greg Kern who is on her membership committee for Recruitment & Retention, spoke about membership and the Young Professionals. The Treasurer Coast Branch won the money for increasing membership. 35. Newsletter Brandi Allegood – Absent – The fall Edition of the APWA Florida Reporter is out and looks good. (See written report)

36. Nominating Ron Ribaric – Absent – No Written Report – Still looking for nominations for next year.

38. Public Works Week – Carsey Patrick – Talked about National Public Works Week in different municipalities and areas. (See Written Report)

39. Scholarship Russell Ketchem – Absent – No Report – Russell briefly spoke about the

Scholarships and the Scholarship Trust account at the Friday meeting.

40. Scholarship Trust - Chris Evers – Absent – No Report - Discussion of the Scholarship Trust was talked about at the Friday afternoon meeting.

41. Strategic Plan Jeff Wilson - Absent – No Report
