Base Lengths and PitchingDistances:

  2. Thepitchingcirclefor8UCPwillbemarked asan8 footradiusaroundthepitchingrubber. The Pitching distance is set at 30 feet.
  3. Thepitchingcirclefor1OUFPwillbemarkedasan8 foot radiusaroundthepitchingrubber. The Pitching distance is set at 35 feet.
  4. Thepitchingcirclefor13UFPwillbemarkedasan8 footradiusaroundthepitchingrubber. The Pitching distance is set at 40 feet.

Games:

  1. Innings – All league games are scheduled for seven(7)inningsIF time allows.
  2. Mercy Rule is 12 runs after four (4) innings for all leagues

TimeLimits:

  1. 8U division games will be 1 hour and 15 minutes with no new inning beginning after 1 hour and 10 minutes.
  2. 10U, 13U, and 17U will all be 1 hour and 30 minutes with no new inning beginning after 1 hour and 25 minutes.
  3. Gameclockstartsatschedulegametimeforfirstgameoftheday.
  4. A newinningbeginsas soonasthe3rdoutisregistered.
  5. Umpireswillallow10minutesbetweenmultiplegamestoallowforparticipantexitandentryintodugouts.Gameclockwillstartafterthis10-minutegraceperiod.
  6. GamesWILLendinatieduring the regular season.

SuspendedGame:

  1. Ifa gamemustbestoppedbeforeregulationtimeorinningsit willbeconsideredanofficialgameiffour(4)inningshavebeencompleted. IftheHomeisleadingafter3.5inningsthegameisofficial.
  2. Regular season gamessuspendedpriortobeingofficialwill be rescheduled for a later date and restarted from the beginning.
  3. Tournament gamessuspendedpriortobeingofficialwill be rescheduled for a later date and restarted from the point of interruption.Bothcoachesneedtodocumenttheexactstatusof thegamescore,outs,battercount,andbaserunnerpositions.
  4. Intheeventofasuspendedorcalledgame,anyplayersontherosterbutnotpresentattheoriginalgame mayplayintheresumedgame.Theycanbeusedasasubstitute(s)forplayer(s)fromthesuspendedgamethatcannotmakeittothecontinuationgameortheywillbeplacedatthebottomof thelineup.Inaddition,anyplayerpresentattheoriginalgamebutnotpresentattheresumedgamewillbestrickenfromthelineupcardwithnopenaltyfornotbatting.
  5. Eachteamisresponsibleforprovidingascorekeeper.Bothteamscorekeeperswillworktogethertoensurethatgamestatisticsareaccurateandcomplete.Hometeam score-bookwillbetheofficialgamerecord.

Hometeamisresponsiblefor:

  1. Providing2restrictedflightgameballsthatarespecifiedinRule2.aandareacceptabletothevisitingteam.
  2. Insuringthattheplayingareaiscleanandsafeforplay.
  3. Insuringthatthebases,pitcherplate,pitchingcircle,andbatters10'arcaresetupcorrectly.
  4. Reporting game results to the Mooresville Recreation Department.

OfficialGameLine-upCards:

  1. Each team is required to supply a copy of the lineup to each coach.
  2. Please fill out as much of the data for Gamedate,time,andlocation
  3. Playerfirstname,lastname,anduniform number.Iftheplayer isa"borrowed"playerthenalsoprovidetheteamnametheyplayfor.
  4. AllofficialCoachesmustbelisted.

Scores - ScoresshouldbecommunicatedtoCommissionersnightlyafter thecompletionofthegame. Scores should be reported to Timothy Sullivan or other established representative of the Mooresville Recreation Department.

ReschedulingGames:

  1. Thereisnogamere-schedulingorcancellationsforanyreasonotherthaninclementweatherwithoutpriorapprovaloftheMCRDScheduler.TheSchedulerwillpickamake-update.OncetheSchedulerhassetthedate, failuretoshowwillresultina forfeitforsaidteam.
  2. NFHSRule3.6.6(emphasis) -Onlythebatter,runner(s),and on-deckbatter,coachesincoach'sbox,bat/ballshaggersoroneofthenineortenplayersondefensearepermittedtobeoutsidethedesignateddugout/benchordesignatedwarm-upareas.
  3. Onlyofficialcoachesandplayersareallowedtobeonthefieldorinthe dugout.
  4. One(1)MinutebetweenInnings-theone(1)minutebetweeninningsruleinNFHSwillbeenforced.
  5. Foralldivisionsthepenaltyfordelayinglongerthanoneminutebetweeninningswillbeasfollows:
  6. Ifthedefensiveteamisstallingtheumpirecan startcalling"balls”onthebatterwith20-secondintervals.
  7. Iftheoffensiveteamisstallingtheumpirecanstartcalling"strikes"with 20-secondintervals.

Coaches:

  1. All coaches for all leagues must be background checked by the Mooresville Recreation Department and the Mooresville Police Department.
  2. This includes all Assistant Coaches and anyone deemed needing to be checked by each group’s commissioner.
  3. The Mooresville Recreation Department will contact the head of each league if any concerns arise through the background checks.

BaseCoaches:

  1. Allbasecoachesshouldbeadults.However,aplayerorother personmayserveasabasecoachaslongas theyarewearinga helmetwithface-mask.
  2. Nobasecoachmayhaveanythingintheirhandsthatmaydistractplayersontheotherteam includinggloves.

Team Selection:

  1. Teams should be drafted
  2. No outside, already formed teams will be allowed to be entered into the league
  3. Any player from a “”home” association will play for that association unless granted special permission by their “home” association to play for another organization.

NumberofPlayers:

  1. Allother teamsmusthaveeight(8)playersormorepresentatthescheduledtimetostartthegame,orforfeit.Ateammayplaywithonly8 players.Iftheninth,or more,player(s)arrive,theywillbeaddedtothebottomofthebattingorder.
  2. Ifateam begins with 8players (or9players for 8Uand 1OU)they doNOT take anouteachtimethe9thor 1Oth batter was scheduled tobat. However, iftheteamhasnine ormore players any time during the game and loses aplayer for anyreason otherthan injury orillness anout is issued eachtimethe original player is duetobat.
  3. Ifa playerbecomesillorinjuredtherewillbeNOpenaltyshouldtheplayer notbeabletobat. The player will be able to resume play the next inning.
  4. Whenateamhasa vacantspotinthelineuptheopposingteammaynot,withtwo (2)outsintentionallyorunintentionallywalkthepreviousbatterinordertoget tothe "automaticout"createdbythevacantspotinthebattingorder. Ifthepreviousbatter iswalked,thevacantspotisskipped,theautomaticoutiswaivedandthenextbatter istheplayerwhosenamefollowsthevacantspotinthebatting order.
  5. APlayercanbeononlyone(1)MCRDRosterinone(1)Association.

PlayerBorrowing:

  1. Ateammaypick-upplayersfromother teamsWITHINTHEIRASSOCIATIONtoachievethemaximumlimitofdefensiveplayersintheirage groupforagame.Amaximumof two (2)pickup playersmaybeusedpergame.Anyborrowedplayermustplayoutfield andbatlastintheline-up.Coachesareresponsibleforusinggoodjudgmentinusingplayerswhoarecapableofplaying"up"topreventinjury.Allplayers notontheregularrostermustbeidentifiedtotheopposingcoachandtheirnamesarenotedinthescore-booktheymustalsoweartheiruniformfromtheir originalteamregardlessofaconflictingnumber.
  2. Ifbothcoachesagreepriortothestartofthegame,aplayermaybebenchedfor disciplinaryreasons.

SuspendedPlayers-Aplayersuspendedforagame,or games,mustnotbeinuniformifattendingagame.Theplayer'scoachmustnotifytheopposingcoachthattheplayerhasbeensuspendedpriortothebeginningofthegame.

NumberofDefensivePlayers:

  1. 8UCPand1OUFPteamswillplaywith10defensive players.
  2. 13UFPand17UFPwillplaywith9defensiveplayers.

ContinuousBatting - Allagegroupswillplaycontinuousbatting(allplayersbat).Eachplayermustbatinthelineup,regardlessofhowmanyplayerstheotherteamhas.

DefensiveMustPlayRules:

  1. No player can sit out of a fielding position for two consecutive innings.
  2. EachCommissionerisresponsibleformonitoringtheircoachesandinsistingthattheserulesarefollowed.
  3. Associationsfailingtoenforcetheserulesmaybesubjecttodismissalfromtheleaguebya2/3voteoftheMCRDboard.Theprotestcommitteewilldetermineifassociationsareinviolationof therule.
  4. Note:Umpireswillnotinterpretorruleonthissubject.

CourtesyRunner:

  1. Runnersforthepitcherand/orcatchermaybeusedatany timeduringthegameregardlessofthenumberofouts.
  2. ThecatcherbeingrunforMUSTbethecatcherwhowillbebehindtheplateinthenextdefensiveinning.
  3. Therunnermustbethebatterthatmadethelastout.
  4. Ifthelastoutisapitcherorcatcher,movetothenextbattedout.
  5. Courtesyrunnercannotrunforthepitcherandthecatcherinthesameinning.

Warnings:

  1. Anyplayerfakingatagwillreceiveonewarning.Thiswarningwillbeissuedtobothteamsuponthefirstoccurrence. Aftertheonlywarning,anyplayerfakingatagwillbeejectedfromthegame.
  2. Anyplayerthrowingabatwillreceiveonewarning.Thiswarningwillbeissuedtobothteamsuponthefirstoccurrence.Afterteamsreceivetheirwarning,subsequentviolationswillresultinthebatterbeingcalledout.

Umpires:

  1. 8U and 10U will have one (1) official at each game.
  2. 13U and 17U will have two (2) officials at each game.
  3. In the event that an umpire(s) do not show up, the game will be rescheduled. The only exception is a game that would normally use two umpires. In this case, if one umpires shows up, the game will be played and the result will be official.
  4. If thereareanyproblemsconcerningofficiatingcontact your Commissionerandletthemknowwhattheissueis. Preferably in writing.
  5. Umpires are not allowed to officiate a game that has been deemed a forfeit.

Forfeits:

  1. Ateamthatdoesn'thave8playersaftera10-minutegrace periodfromthescheduledgametimewillforfeitthegame.
  2. Coachesthat forfeitmultipleleagueortournamentgames(forfeitscanbeovermultipleseasons) maybesubjecttosuspensionfromtheleaguefor atleastoneseason,bya majorityvoteofthe MCRDBoard.

InclementWeather:

  1. Thegameumpireand/orCommissionershallhavesoleresponsibilitytosuspendthegamewhileinprogressduetorain,darkness,oranyotherreasonwhichmayimperiltheplayers. If,intheopinionoftheumpire/commissioner, thereislightningintheareaallgameswillbeimmediatelysuspendedupto20 minutes.Theumpiremayalsoimmediatelysuspendthegameandsendplayershome.Coachescan offeropinionsbuttheumpire/commissionermakesthefinaldecision.
  2. Reschedulingrain-outgamesmustbewiththeknowledgeandconsentoftheMCRDScheduler.TheSchedulerwillberesponsibleformakingsure thegameisrescheduledwithinone(1)week.

RegularSeason and Standings:

  1. Regular seasons will consist of a ten (10) game season?? 8 (8) game season?? Tabled until further notice
  2. In most cases, there will be two (2) games a week. One game during the week (M-F) and one on Saturday.
  3. Games could be added for make-up situations.
  4. MCRD will provide each league team with one dozen game balls. Should additional balls be necessary, these may come at the team’s / association’s expense.
  5. DivisionandConferenceRegularStandingswillbedeterminedbywinningpercentage.
  6. RegularseasonstandingsTie-Breakersareasfollows:
  1. HeadtoHeadRecordduringtheRegularSeason.
  2. Commonopponents (Strength of Schedule)
  3. CoinFlip.

End-of-SeasonLeagueTournamentGeneralRules

Aleaguetournamentwillbeheldinthespringandfallfollowingtheregularseasons.Specificseasonendingtournamentdetailswillbeprovidedseparatelyduringeachseason.

Format:

  1. All divisions will play a single elimination tournament
  2. All teams from each league will participate in their own age group’s tournament.
  3. MCRD will provide all trophies for the league tournament champions
  4. The better seed will be home team for all tournament games regardless of the game’s location. This does not apply to the Championship game of the double elimination tournaments. In this case, the team from the winner’s bracket is the home team in the first game. The teams will switch in the event of the “If Necessary Game.”
  5. Allregularseasonruleswillapplyexceptasnotedbelow.
  6. For8Ukid-pitchersthestartof thetournamentwillmarkthebeginningof a "new"season.Inningspitchedintheregularseasonwillnotbecountedatthestartof thetournament.Theinningspitchedisessentiallyclearedafterthelastregularseasongame.However,the2inningmaximuminconsecutivegameswillstartwiththefirsttournamentgame.
  7. NoBorrowedPlayersto be allowed in the Tournament.

Tournament GameScoreTieBreaker:

  1. Tournamentgamescannotendinatie.MCRDwillusetheInternationalTieBreakerruletobreakallties.Ifattheendofregulation play,eithernumberofinningsortimelimit,andthescoreistied,thefollowingwilloccuruntilthetieisbroken.
  2. Thevisitingteamwillputtheirlastoutfromthepreviousinningonsecondbaseas abaserunnertostarttheinning.
  3. Allotherrulesapplysoeachteamreceivesthreeoutsperextrainning.Thevisitingteamwillbatandplaytheremainder oftheinningastheywouldanyotherinning.Thehometeamwilldothesamewhentheycometobat.Thiswillcontinueuntiloneteamisaheadafterthehometeambatsandthat teamwillbethe winner.

ADDITIONALEXCEPTIONSTOTHENFHSRULESFORTHE8UKIDPITCH/COACHPITCH(8UCP)DIVISION

Thisagegroupis meanttobeinstructional;however,coachesneedtorefrainfromexcessiveinstructionduringagame.Umpireshavethe discretiontoaskcoachestorefrainfromexcessive,time-consuminginstruction.Theyalsohavetheabilitytoeject the coachshouldtheycontinuewiththeexcessiveinstructions.Teamswillplaycontinuousbattingatallgames.

ALLbaserunnersmayadvance,ATTHEIROWN RISK,amaximum ofone(1)baseon the FIRSTdefensiveoverthrowswhenthedefenseisattemptingtomakeanoutat1st,2nd,3rdor homebases.Wewanttoteachthedefensetomakeappropriateplaystobaseswithout beingseverelypenalizedwithexcessivebasestealing.

  7. InfieldFlyRule -Theinfieldflyrule shallnotapply.
  8. DefensiveFieldCoaches -Teamsmayhave2defensivecoachesonthefield.TheseCoachesmuststayinfoulterritoryandstay15'behindfirstandthirdbases.TheyshouldNEVERtouchplayersortheball.Infractionswillresultina defensiveobstruction penalty(base-runnerswillbeallowedextrabase(s)atumpire discretion).
  9. DefensivePlateCoach -thedefenseisallowed tosupplyacoachtoassist thecatcherfortheexplicitpurposeofspeedingupthegame.ThiscoachMUSTstayagainstthefenceandcannotspeakduringplay.Neither verbal coaching norphysicalassistanceisallowed.Continuedviolationswillresultincoach/parentbeingsenttothedugoutfor theremainderofthegame.
  10. Stoppingplay -Thedefensiveteammuststopthebaserunner(s)afterahitbyanynormaldefensiveplayorbythedefensiveteamhavepossessionoftheballDIRECTLYinfrontoftheleadrunner.Iftheleadrunnerisstoppedbyadefensiveplayer,anyotherbaserunnersmustgobacktothepreviousbasesafelyreached.

Pitching:

  1. Wefollowallof theHighSchoolFederationrulesforpitchingexceptfor thefollowingandthoselistedinthespecific8Usectionofthisdocument.
  2. Therewillbe a maximum of 2inningsofkidpitchin8U per game.Kid-pitchercanpitcha maximumof 2inningsina calendar week, whether that is 2 innings in one game or 1 inning in two separate games in a calendar week. Asinglepitchconstitutesoneinningpitched.
  3. PitchingDistance –Players and coacheswillpitchfrom30feet.
  4. Pitchersat8Umustpitchunderhanded,butdo nothavetousewindmillmotion.
  5. Apitchcannothaveanarcofmorethan6feet.Thispitchwouldbecalledaball.
  6. All8Uteamswilldocumentwhichpitchersareusedforbothteamsineachgame.Makea notationinyourscorebooks. Shouldweneedtoinvestigateallegationswecanreviewthescorebooksasareference
  7. Onceakidpitcherregistersfour(4)non-strikesonabatter,thecoachof thebatting teamcomesintodeliverup to three(3)pitches AND assumes the count.The batter has those three pitches to either put the ball in play, swing and miss, or reach the maximum number of coach pitches. Once reaching the third coach pitch if the batter has not swung and missed or put the ball in play, the batter is then out. If on the third coach pitch the batter hits a foul ball, they are then out.
  8. When a coach is pitching, the kid pitcher must have one foot inside the pitching circle and be no closer to home plate than the coach.
  9. A limit of 5 kid-pitch walked batters in one inning. At that point, the coach pitcher takes over and all coach pitcher rules apply.
  10. ShouldthekidpitcherhitabatterthehitbatterwillhavetheOPTIONof takingthefreewalktofirstbaseorthebattercanopttostayinthebatter’sboxandreceive3pitchesfromthe"coachpitcher".
  11. Coachpitchersshouldattempttodeliveraflat pitch.
  12. Anypitchinexcessofasix-footarcwillbeconsideredanillegalpitch.Kidpitcherwillbepenalizedwithacalledball.CoachPitcherwillbepenalized1ofhisallowedpitches.
  13. CoachPitchershouldexitthefieldofplayasquicklyaspossibleoncetheballishitintofairterritory.CoachPitchershouldtakegreatcarenottointerferewith baserunnersanddefensiveplayerswhenleavingthefieldof play.
  14. CoachPitcherisNOTallowedtocoachoncetheballis hitintoplay.Theymustremainsilent.
