Instructions: States must provide explanations for the client summary and all persons served, units of service, Title III expenditures, and total expenditures for each service (older adult and caregiver services) if the difference is equal to or greater than 10% (plus or minus). Please follow the steps below to complete your state’s SPR 2 Year Comparison Variance Explanation Report.

Initial Steps:
1. Enter your state’s 2 letter abbreviation in the place indicated below.
2. Open and run the SPR 2 Year Comparison Report available through the SRT (State Reporting Tool).
Client Summary Steps:
1. Use the SPR 2 Year Comparison Report to fill-in the corresponding columns from Section: Client Summary.
2. Provide explanations for all % Difference that is equal to or greater than 10% (e.g. -20%, -10%, +10%, +36%, etc.).
Service and Expenditure Summary: (Older Adult and Caregiver Services) Steps:
1. Use the SPR 2 Year Comparison Report to fill-in the corresponding columns for all three programs listed below.
2. Provide explanations for all % Difference that is equal to or greater than 10% (e.g. -20%, -10%, +10%, +36%, etc.).
Final Steps: Email completed SPR 2 Year Comparison Variance Explanation Report to your ACL Regional Office State Liaison for their review and approval.
