Evaluation - Call for expression of interest

Mothers’ Union is seeking an experienced evaluator to carry out an external evaluation of its Literacy and Financial Education Programme in Burundi, part-funded by Comic Relief.

Mothers’ Union is a grassroots membership organisation, founded within the Anglican Church, operating today in more than 80 countries around the world with over four million members. We work with people of all faiths and none to promote stable marriage, family life and the protection of children through praying, enabling and campaigning. The grassroots nature of Mothers’ Union enables it to reach the most vulnerable and marginalized in communities across the world including women, widows and those in rural areas.

About the Programme

The Literacy and Financial Education Programme (LFEP) is a three year programme serving more than 10,000 people across Burundi, predominantly women. Its expected outcomes are four-fold: literacy and numeracy skills for adults (predominantly women), formation of community based financial cooperatives, creation of community leadership opportunities for women, and advocacy around gender equality. LFEP is operating across the whole of Burundi in six regional programme areas (dioceses) namely Bujumbura, Buye, Makamba, Matana, Gitega, and Muyinga. The programme is managed by Mothers Union Burundi, supported by Mothers’ Union Head Office in London, UK.

Scope of evaluation

LFEP received funding from UK donor Comic Relief for a three year programme. As the end of the grant approaches, as per the grant requirements an external evaluation must be carried out of the programme to assess the extent to which it has successfully achieved its expected outcomes. In addition, it is expected this evaluation will add value to Mothers’ Union in Burundi and across the world, as well as other practitioners in this field, through the sharing of lessons learned.

Anticipated date of evaluation: April/May 2017

Expected methodology: Approximately 30 days work in total. This includes up to ten days in Burundi visiting a sample of participating communities; interviewing beneficiaries, key stakeholders and wider community members; and reviewing quantitative and qualitivate data already collected.

Fees: Negotiable but expected to be up to a maximum of $400 per day. In addition all reasonable expenses whilst in Burundi including travel, accommodation, and food will be covered.
