GENERAL REGULATIONS
1. INVITATION
The Government of Georgia, Georgian Chess club “Kazus”, Georgian chess federation and Adjarian chess federation with support of Turkish chess federation has the honor to invite all the FIDE affiliated Chess Federations over the world to participate in the European open Youth Chess Championships 2008 under 8 years old, which will take place in Batumi, Georgia (Black Seaside), between Junethe 4th (arrival) and June the 15th (departure).
2. PARTICIPATION
2.1. Every federation can register one guest player under 8 years old boy and one guest playerunder 8 years old girl(born after January 1, 2000)
2.2Any federation can register additional players as well.
3. ECU FEES
3.1.In accordance with ECU regulations, a 65 € entry fee is required for each invitedplayer.
3.2. In accordance with ECU regulations, a 130 € entry fee is required for each extra player.
3.3. The above mentioned amount must be sent to the account as in article 7,before
APRIL 15, 2008.
4. REGISTRATION
4.1. Each player (guest, additional or qualified) and each accompanying person
must pay the registrationfee- 100 EUR at the moment of their registration before APRIL 15, 2008 - the deadline for the registration
4.2. The above - mentioned amount of 100 EUR is non refundable and must be transferred to the accountas in article 7, before APRIL 15, 2008.
4.3. Players won’t be paired until all the payments are made and unless they arrive
the day before the first round.
5. TRAVEL AND VISAS
5.1. The transfer fromBatumiAirport to the hotel - on Wednesday, June 4, as well as the departure transfer - on Monday 15, will be free of charge.
5.2. The teams or players who need visas are asked to contact the Organizing Committee before APRIL 15 , 2008. The EU, Turkey, former SU, USA, CANADA, Israel and some other countries citizens do not need Georgian visas. The citizens of other countries will get Georgian visa easily in Tbilisi or in BatumiAirport. The cost of visa is 35 USD.
6.LODGING AND MEALS
6.1 Accommodation and full board will be provided in the hotel “Sputnik” and in the hotel “Marina” in Batumi. Reservations and payments for these hotels must be made not later than APRIL 15, 2008
6.2Free board and room will be provided for guest players and also to those heads of delegation, whose delegation consists more than 7 chess players.
6.3Every participant accepted as an extra player or accompanying person will be obliged to lodge at the organization's hotels in Batumi, otherwise they will have to pay hotel compensation fee – 100 euro each.

8. LATE REGISTRATION
After APRIL 15th 2008 , all the registrations will be subjected to an 100 EURO penalty payable to the organizers.

11.RULES AND REGULATIONS
The tournament will be played by a 9-round Swiss System. Playing rates will be according to FIDE regulations: 90 minutes until the end of the game followed with additional of 30 sec per move started from move one.
12. PRIZE FUND
Players, placed first, second and third places will be awarded with Cups.They also will be granted with World youth championship licenses, which will take place in Vietnam from October 19 to 31, 2008.
Players, who take the first five places, will be awarded withgold, silver and bronze medals and certificates.
13. WEATHER CONDITION
Weather will be quite pleasant for swimming in the Black Sea.
14. CURRENCY & EXCHANGE
The local currency is the Georgian Lari.
