Introduction

Incorporation of GE06 data requirements

The Regional Radiocommunication Conference (RRC-06) met in Geneva 15 May - 16 June 2006 and adopted the Regional Agreement relating to the planning of digital terrestrial broadcasting in parts of Regions 1 and 3, in the bands 174-230MHz and 470-862MHz. RRC-06 also adopted Resolution 2 inviting WRC07 to review, as appropriate, Appendix 4 of the Radio Regulations with a view to incorporating the characteristics in Annex 3 of the Agreement that are submitted to the Bureau.

Three methods for revising Appendix4 were considered by the CPM and this proposal corresponds to Method B. The proposal is based on individually identifying each data item, rationalizing the columns used for similar types of notice into a single column (e.g. the merger of the columns listing VHF/UHF broadcasting) and Recommendation ITUR SM.1413, which results in a table similar to the structure of Appendix4 prior to WRC2000. In addition, in accordance with the decision taken by WRC03 on the revision of Annex 2 of Appendix4, this proposed revision of Appendix4 combines Annexes 1A and 1B into a single integrated table, removing the potential for
inconsistencies between the annexes and simplifying the identification of the individual data requirements. Inclusion of the details under which conditional data items are required, together with identifying each data element, simplifies the validation of data by MemberStates and the Bureau, and also removes the need for additional footnotes to clarify the data requirements, thus making maintenance easier.

The proposal also recognizes the basic requirement of ensuring that Members States not parties to the GE06 Agreement can continue to use the current forms of notice, without the need to re-adapt their data processing systems to new formats. This basic requirement equally applies to Member States from the GE06 planning area for the frequency bands outside the scope of the GE06 Agreement.

The proposed revision of Appendix 4 is contained below. As the existing series of footnotes to Annex1B are no longer required, following the integration of the text from Annex 1A and inclusion of detailed explanatory text, they can be deleted from Appendix 4.

Due to the nature of the Appendix 4 data, each change to an existing item of data, as well as proposals for new data items not related to the GE06 services and bands, have been individually identified and separately listed in Document WRC07/INFO/3[1], together with the reason for the change. The detailed changes listed in the document provide a complete audit trail, enabling administrations to individually identify each and every change proposed for all existing data requirements, on a step-by-step basis.

The proposed revision to the data in Appendix4 is based on:

–GE06 Regional Agreement – data requirements;

–Recommendation ITUR SM.1413 – provides the separation of the Appendix4 data into their individual elements and identifies a number of inconsistencies in the presentation of the data;

–Rules of Procedure on Appendix4 – identifying issues in the identification of data elements with respect to various forms of notice and service;

–Radiocommunication Bureau Circular Letters CR/118, CR/120, CR/125, CR/261, CR262 and CR/270, as well as the Radiocommunication Bureau’s OS-Guide – identifying the submission requirements for terrestrial services.

In preparing the attached proposal, it has been noted that the current version of Appendix4 contains several inconsistencies. These inconsistencies have been addressed as part of the preparation of this revision of Appendix4. However, the following issues have been identified, and while there appear to be no technical limitations in developing a solution, there may be other factors:

–the radiated power (data item 8B) is redefined by the data item on power control (8BA) as the nominal radiated power, but unlike Annex 2 of Appendix4 where power control is related to specific conditions, no details are provided. Further, the requirement for the range of power control is only optional and, depending on the other data items provided, may result in the potential radiated power being unknown. Currently, power control is only provided for adaptive systems, but in the future it may also be used by HAPS;

–Appendix4 describes characteristics for use in the application of the procedures of Chapter III of the Radio Regulations, which has been accepted by previous WRCs to include the characteristics required for Appendix25. WRC2000 modified Appendix4 to include Notice T16 – the GE85M Regional Agreement Plan modification requirements. However, at CPM-07 concerns were raised that the inclusion of coordination data solely associated with Regional Agreements was outside of the defined scope of Appendix4.

HAPS

Resolution221 (Rev.WRC03) includes in Annex 1 a list of the data that administrations planning to implement a HAPS as an IMT2000 base station shall submit to the Bureau, in addition to all the mandatory elements of Appendix4. However, the data in Annex 1 of Resolution221 correspond more closely to the structure of space data than terrestrial data and the relevant mandatory elements of Appendix4 are not identified. Also, due to the structure of the HAPS data, the information requirements for the HAPS platform cannot be incorporated into the existing terrestrial data. Hence, in this proposal for the inclusion of HAPS data requirements in Appendix 4, while all of the relevant data items are identified and listed in a format that more closely represents the terrestrial service data, they are contained in a separate Table.

Submission of terrestrial data requirements to the Bureau

For terrestrial services the Appendix4 data requirements, with the exception of certain bands and services, may be submitted in paper or electronic format. Maintenance of a paper format for submission of data requires duplication of services within the Bureau, extends the time-scales for its provision and the potential for introducing error. It is therefore proposed that from 1 January 2009 the submission of data for terrestrial services shall be in electronic format only.

In application of Appendix4 there are many cases when the data requirements involve the use of standard symbols in submissions to the Radiocommunication Bureau. These standard symbols may be found in the “Preface to the BR International Frequency Information Circular”, (BRIFIC) (Terrestrial Services). In the Tables, this is referred to simply as “the Preface”. Also additional information may be found in the guidelines published on the Bureau’s website.
