HSPD-12 FS and USDA Role Out:

§  Collocated Offices (Where smart card initiative is currently in place. This is an interim process until USDA has completely rolled out and is ready to issue credentials to those employees collocated. Example: Collocated offices such as Forest Service and BLM)

Role out the following when OMB/GSA and USDA have enrollment stations set up in Nationwide

Mission Critical Facilities

§  Regional Offices

§  All Station Headquarters

§  The NIFC

§  R & D Labs

Major Metropolitan Areas

§  SO and District offices in Albuquerque, NM

§  SO Phoenix, AZ

§  SO Tucson, AZ

§  SO and District offices in Salt Lake City, UT

§  District office in Las Vegas, NV

§  SO San Diego, CA

§  SO San Bernardino, CA

§  SO Arcadia, CA

§  SO Goleta, CA

§  SO Vancouver, WA

§  SO Montgomery, AL

§  SO Elkins, WV

§  SO Anchorage, AK

§  Other areas that meet requirements for smart card issuance

Timeline:

•  Current - Verification of all Forest Service employees that have a favorable background check/fingerprints on record.

•  October 27, 2005 - All new employees and contractors must go through the PIV I (Personal Identity Verification) process if no proof of favorable NACI or higher on file. Currently, in the NCR you must complete the required AD1197 Form for ID processing. (No new credentials issued at this time, paper process only)

•  October 2006 - October 2007 All employees, less than 15 years of service and contractors must go through the PIV process and be issued a PIV Compliant Smart Card. (New cards will be distributed in a the phased rollout from 10/2006 – 10/2008)

•  October 2007 - October 2008 All employees and contractors (regardless of tenure) of service must go through the PIV process and be issued a PIV Compliant Smart Card.

§  October 2009- LACS (Logical Access Control Systems) must comply with HSPD-12.

§  October 2011- PACS (Physical Access Control Systems) must comply with HSPD-12. All associated HSPD-12 technology must be compliant.
