DRAFT Minutes of Essington Parish Council meeting held on Monday 9th October 2017 at 7-00pm

The Chairman Councillor David Clifft opened the meeting and welcomed Members & visitors

PUBLIC PARTICIPATION – A resident present recorded the meeting & commented on his opinion of the meetings that he has
attended.
Crime Statistics from 8th September to 8th October 2017
Burglary residential(including sheds & other buildings) 9 – dwelling 2 vehicles stolen – dwelling 1 vehicle stolen – attempted break in
window smashed – shed broken into 3 bikes stolen – shed broken into 1 bike stolen – shed broken into tools stolen – 3 shed broken into
nothing stolen – blocks of garages in Hill Street which are owned by SSHA which were targeted & sheds in Wolverhampton Road.
Theft of motor vehicles – 0
Theft from motor vehicles – 1
Violence against person – 0
Drugs – 0
Anti-social behaviour – 5 criminal damage – kids kicking football @ ECC – eggs thrown @ property Upper Sneyd Road – Off road bike –
Dispute of parking – local man playing up in a shop
Councillor Ken Pace asked for a speed check on Wolverhampton Road, the officers said they would look at the statistics for the road.

3. Minutes of the last meeting on the 11th September 2017
Councillor Mandy Cole proposed and Councillor Bert Gibbons seconded that the minutes were a true record

5. County Councillors Report
County Councillor Bernard Williams introduced the Highways Manager Mark Keeling to the meeting. Mark Keeling outline the present
policy as regards to highways reports and defects and advised members to ring in the reports using the 0300 111 8000 number. Members
commented on the following:
Westcroft the blocked drains causing the flooding at Cannock Road junction Bognop Road. The uneven roadway following works
Virgin media outside nrs.108 and 174 Cannock Road.
Hobnock Road uneven surface following relocation of gas main.
Upper Sneyd Road junction flooding at the crossroads with manhole lids coming off in heavy rain causing the presence of sewerage
on the roadway.
Wolverhampton Road O/S 31 2 blocked drains
Corner of Brownshore Lane – flooding due to blocked drains
High Hill junction Wolverhampton Road junction line surface has broken up, poor visibility at junction.
Old post Office Wolverhampton – flooding no drain in the vicinity.
Broad Lane – Chicane – stop line needs relocating further back, this work is being programmed to be done this financial year. Tops of
Driveways are holding water following slurry seal coating – a site meeting will be arranged following rain. 47-49 & 56-64 camber of the
Roadway is causing flooding following heavy rain and traffic sending the water onto the fronts of properties, this a safe route to school
and children are getting soaked walking up to get the school bus.
Bursnip Road – Weeds on motorway bridges badly indeed of treatment – this is to be inspected, flooding by Essington Wood Chapel
Island Bursnip Road junction Hobnock Road – no of accidents with motorists failing to stop to give way to traffic to the right, the signage
is covered by overgrown hedgerows.
O/S Working Mens Club High Hill – flooding
A34 Stafford Road Newtown – weeds in gullies

Hawthorne Road – Footpaths not done when the village area footpaths were treated with slurry seal coating, this work is on the list to do,
pothole within the footpath near alley to Hill Street to be reported.
Councillor June Smallman thanked County Councillor Bernard Williams for his assistance with a Westcroft problem.
The Chairman thanked Mark Keeling for attending the meeting.
County Councillor Bernard Williams commented on work carried out in excess of the budget, 31,000 potholes had been repaired, with extra
monies put into the budget to cover the extra work.

6. ESSINGTON COMMUNITY CENTRE PROPOSED REFURBISHMENT – Phase 11
The Chairman commented the proposal to replace the rear carpark, proposed by Councillor Beryl Tarbuck seconded by Councillor June Smallman and carried
Councillor Chris Steel voted against the proposal.

2040pm Councillor Peter Lever declared an interest and left the chamber
8. Correspondence - Notification from SSC that Willenhall RUFC have applied for a premises licence to extend their licencing hours,
The Chairman advised Members that there were no grounds for refusal, Members raised concerns for the disruption in a residential area.
2043pm Councillor Peter Lever returned to the chamber.
The clerk commented that all Members have been given a copy of the pension policy which will be considered for ratification at the next
meeting.

A statement of Income & Expenditure for the Community Centre Refurbishment up to 30th September 2017 was presented; this was proposed by Councillor Peter Lever seconded by Councillor Bert Gibbons and carried.

14. CCTV in ESSINGTON -.The Chairman outlined the costs associated with the installation, purchase & running of a camera, Members discussed CCTV and agreed to research public opinion before a decision is reached.
