DRAFT Minutes of Essington Parish Council meeting held on Monday 14th February 2011 at 7-00pm

The Chairman Councillor David J Clifft JP welcomed Members and residents to the meeting.

PUBLIC PARTICIPATION

A resident commented on the proposed alcohol ban and raised concerns regarding the policing of the ban. The Chairman

commented that the Parish Council hoped that the ban would improve anti social behaviour in the Parish.

A resident commented on his request for the parish council to consider the option to hire the facilities at Essington Community

Centre with or without bar facilities and to be allowed to carry in alcoholic refreshment. The Chairman confirmed that the Council

has raised this query with Plyvine Catering who provided the bar facilities and they have confirmed that any bookings that require

alcoholic refreshment must use the organised bar facilities. Bookings made without bar facilities should only carry in soft drinks.

The clerk read out the Crime Statistics in the area from 10th January until 13th February 2011

3. MINUTES of the last meeting on the 13th December 2010

Councillor Bob Firmstone proposed and Councillor Bryn Whitehouse seconded that the minutes were a true record

4. MATTERS Arising (from last meetings minutes)

The Chairman confirmed that the bus service would continue with the service Nr.68, the nr. 69 service would finish on the 26th February,

The service would be hourly and operate from Monday to Saturday.

Members commented on the new bus passes to be issued from Staffordshire CC from 1st April 2011, the time bands for use are

24hrs a day 7 seven days a week nationwide.

The Chairman & Councillor Pat Griffin commented on the numerous potholes throughout the Parish. Councillor Winston Haddon

commented on the holes within the road humps in Sneyd Lane which were installed by West Midlands, he commented that West

Midlands where only repairing the humps in their area and not in South Staffs, and the holes are dangerous to cyclists.

The Chairman commented that all highways issues would be on next months agenda and the County Councillors would be invited to

attend.

5. ESSINGTON COMMUNITY CENTRE REFUrbishment

·  Phase 5

The Chairman commented that various quotes are being sought to cover the new proposed controlled entrance. Councillor Winston

Haddon commented that the Doctors are experiencing problems in accessing the site and parking during the school run times. The

Chairman commented that within several months the new entrance and controlled access would be in place and this would solve

access problems to the site, in the short term the medical centre parking bays could be coned off to prevent illegal parking, but this

would require users to move the cones to park and replace afterwards.

A statement of Income & Expenditure up to 31st January 2011 was presented; this was proposed by Councillor Lionel Saunders and seconded by Councillor June Smallman and carried.

A statement of Income & Expenditure for the Community Centre Refurbishment up to 31st January 2011 was presented; this was proposed by Councillor Winston and seconded by Councillor Bob Firmstone and carried.

Budget 2011/12 Rents & Hire Charges

Members discussed increasing all applicable rents by the current rate of inflation 3.3% this proposed by The Chairman & carried, with the exception of Teddybears Nursery & Brownshore Playgroup which is deferred until the next meeting.

Members discussed hire charges for the halls at Essington Community Centre and agreed for them to remain the same.

Members discussed fishing permit costs and agreed for them to remain the same.

The Budget for 2011/12 was proposed by Councillor Winston Haddon and seconded by Councillor June Smallman and carried.

10. POLICE MEETINGS

Councillor Mavis North(Vice-Chairman) commented on the lack of notice and public awareness of the surgery and forum meetings held by Staffordshire Police, the clerk will write to the Chief Superintendent outlining different ways to advertise on the notice boards and parish magazine.

11. HIGHWAYS ISSUES

·  Grass verges

Members commented on the state of the grass verges in the village and surrounding areas caused by vehicles being parked. This has been reported to Highways and the clerk will follow up.

·  POTHOLE SNEYD LANE

The clerk has reported this pothole at the junction with Bursnip Road to Highways and will follow up.

·  Road Surface bursnip road

Councillor Mavis North(Vice-Chairman) commented that this is a relatively small area between the Chapel and the traffic lights which was not done when the rest of the road was resurfaced last year. The road is in a very poor condition and needs attention.

·  road surface broad lane

Councillor Mavis North(Vice-Chairman) commented in the absence of Cllr Beryl Tarbuck that this is a ongoing problem that needs attention.

·  weeds motorway bridges

Councillor Mavis North(Vice –Chairman) commented that the Community Gang had been working on the motorway bridges but

had only cut the tops off the weeds and sprayed them, they required digging out permanently.

The clerk will report all the above points to our County Councillors for their immediate attention and also send a copy to Highways Department.

12. LONG LANE – WYRLEY FC

The Chairman commented that the compound had been erected at Long Lane for the proposed works by Wyrley FC and work had commenced.

13. WESTCROFT – PARKING

councillor June Smallman commented that a resident had raised concerns about vehicles being sold from properties in Westcroft with cars being displayed on he grass verge. Councillor Pat Griffin commented that she had raised this with Highways Department and was informed that it is acceptable practiced.

15. District Councillors Report

District Councillors David Clifft and Pat Griffin discussed their reports outlining their visits, meetings and contacts during the month.

Councillor Mavis North(Vice-Chairman) asked the Chairman to arrange a meeting with the Golf Course, this will be done shortly.
