Shelter Manager
Essential Duties and Primary Job Purpose
This position is responsible for managing and supervising the shelter animal carestaff of a non-profit, no-kill animal shelter and humane organization that cares for nearly 4,000 animals per year. Oversees animal custodial and customer service duties, and ensures the safety, sanitation and upkeep of the facility. Provides staff training, supervision, scheduling; prepares operational reports and educates animal care staff about shelter regulations and laws as applicable. May perform duties of an animal care worker as needed.
Representative Tasks & Major Responsibilities
- Recruits, trains, and supervises shelter animal care staff, providing regular, on-going feedback and timely evaluations. Provides clear and constructive feedback to staff regarding work performance and delivers realistic expectations and appraisal of work performance. Prepares all worker assignments, schedules and rosters. Performs daily inspection of shelter facilities to ensure work is accomplished, animals are cared for and facility is sanitary. Monitors safety compliance of staff and volunteers. Performs the duties of a shelter animal care worker as needed. Works collaboratively with workers to achieve shelter goals. (60%)
- Oversees all inventories and ordering of shelter animal food supplies and equipment and ensures that appropriate quantities of all supplies are on hand at all times. Regularly inspects shelter property for needed repairs and maintenance and recommends solutions as necessary to maintain buildings and grounds. Oversees collection, storage, and dissemination of donated supplies. Contacts vendors as appropriate. (20%)
- Monitors the general health and well being of animals in the shelter and ensures any concerns are communicated to the Animal Care Manager, Shelter Director, or Shelter Veterinarian. Ensures veterinary or animal behavior modification/enrichment instructions are carried out as appropriate. (10%)
- Conducts and participates in meetings with staff and senior leadership team to review procedures, discuss workplace issues and share ideas to improve animal care. Meets with Executive Director and Shelter Director to develop long-range programs and regularly review policies and procedures. (5%)
- Develops and maintains cooperative work relationships with other community organizations, as well as with senior leadership team members within the organization. Strives to remain current on animal care and control issues. (5%)
Qualification Requirements

- Demonstrated supervisory knowledge to include knowledge of principles and techniques of supervision, motivation techniques, and new hire training methods.
- Must be able to effectively communicate and interact with coworkers, other managers, volunteers, donors, and visitors. Ability to multi-task in a high energy and sometimes stressful environment. Ability to exhibit patience, exercise judgment, and utilize tact and diplomacy when interacting with animals and assisting staff and the public
- Interest or ability to gain knowledge in animal health and well being to include nutrition needs, knowledge of common animal diseases, animal first aid and CPR, etc. Ability to identify animal species, breeds, ages and sexes. Ability to identify signs of animal illnesses and injuries. Ability to ensure and enforce safety procedures in high risk situations when feeding, transferring or restraining pets.
- Demonstrated communication abilities to include effective interviewing techniques, public speaking and ability to communicate effectively with employees and supervisors in writing and verbally.
Experience and Qualifications Needed:
High school diploma or General Education Development (GED) Certificate required. College degree preferred.
Previous supervisory experience isrequired, including experience in scheduling and providing performance feedback to teams of part-time and full-time employees. Experience caring for dogs and cats in a shelter, kennel or boarding facility is a plus.
Requires physical activity on a daily basis. Heavy lifting is required – must be able to lift and carries items weighing up to 50 pounds. Must be in good physical health with no allergic condition which might be aggravated by exposure to animals. Ability to work outdoors frequently in both heat and cold temperatures.
Work schedule and hours may vary; evenings and weekends may be required.

Director of Operations
Essential Duties and Primary Job Purpose
Oversees the operation of all facility programs, procedures and resources on a daily basis.Hires, trains, supervises, evaluates, promotes and terminates management level staff members. Regularly reviews and assists in updating each department's guidelines assuring compliance with local, state and federal regulations and the mission of the facility. Prepares and manages facility budget, reviews departmental expenditures and serves as primary purchasing agent. Assists with public relations and education outreach.
Representative Tasks & Major Responsibilities
- Is responsible for the daily supervision of all facility departments, department heads and subordinate staff. Oversees the hiring and training of new management level staff and regularly reviews and evaluates job performance. Responsible for assuring that proper policies and procedures are followed in all departments. Addresses both union and non-union employee grievances and complaints.
- Analyzes statistical data to develop new strategies, figure projections, and determine trends using a variety of computer software programs. Develops and conducts research projects. Regularly compiles and presents reports to the executive director and board of directors or governing body on facility operations and activities.
- Evaluates all new and on-going projects regularly to determine and implement needed changes. Regularly reviews facility policy and procedures manuals and standard operating procedures to assure compliance with local, state and federal guidelines and the facility mission.
- Continuously institutes staff training, continuing education seminars and development programs to assure staff is aware of new and revised policies, procedures, rules and regulations.
- Responds to complaints about employees, volunteers and facility procedures. Assists customer service representatives when dealing with difficult situations. Investigates employee accident reports.
- Reviews budgets of the various departments and assists department heads with fiscal planning. Develops annual budget for the facility and monitors facility revenue and expenses in relation to annual budget. Serves as contract agent for facility and negotiates with vendors.
- Meets with executive director regularly to determine strategies. Coordinates efforts with the board of directors or governing body and executive director in developing, implementing, interpreting and updating facility policies and procedures. Attends facility meetings as required.
- Oversees the maintenance and upkeep of buildings, grounds, machinery and equipment.
- Meets with local officials, civic groups, schools, special interest groups and the media to explain facility policies and procedures and educate the public about animal control and animal welfare issues.
- Assumes the duties and responsibilities of the executive director in the executive director's absence. Develops and directs special projects at the request of the executive director.

Executive Director
Essential Duties and Primary Job Purpose
Responsible for coordinating and supervising all organization employees, departments and activities under the policies set by a governing body. Develops and implements budgets, policies, procedures and strategies to deliver responsible animal care and effective, courteous animal services to the community. Serves as facility spokesperson in the community.
Representative Tasks & Major Responsibilities
- Is responsible for the development and oversight of all facility departments and programs. Insures all animal care programs are administered humanely. Oversees the hiring, supervising, evaluating, disciplining, training, development and termination of all facility personnel. Ensures the implementation of personnel training programs that help staff accomplish their goals and maintain a working environment that attracts and retains quality people.
- Is responsible for preparation of the operating budgets and accountable for all expenditures. Reviews and approves all department budgets. Oversees bank, savings and investment accounts and retirement and capital funds. Insures investments are managed by reputable agents.
- Maintains records showing business transactions, inventories and tax information. Uses Internet and a variety of computer software programs to analyze statistical data to develop new strategies, figure projections, determine trends and prepare reports.
- Responds to complaints about employees, volunteers and facility procedures. Assists customer service representatives when dealing with difficult situations and resolves problems of a unique or sensitive nature. Responds to community concerns regarding animal issues.
- Develops long-range plans and strategies. Ensures that all policies, plans and programs are regularly reviewed and modified in an efficient manner. Stays abreast of current animal welfare issues as well as the changing needs of the community. Assures the shelter philosophy and mission are relevant and practiced throughout the organization.
- Meets with shelter management team on a regular basis to review reports, procedures, problems and discuss new strategies. Attends meetings of employees as necessary. Meets with union representatives and negotiates contracts for union employees.
- Meets regularly with the board of directors or governing body to present reports and apprise them of important issues, problems and new ideas. Seeks their input and approval on salary reviews and annual budget. Assists the various committees with their specific assignments. Serves as liaison between the governing body and facility staff.
- Represents the shelter as the chief spokesperson. Seeks out and maintains community contacts with government officials, agencies, civic groups, organizations, and the media. Attends pertinent workshops and seminars, maintains membership in professional organizations and networks with other executive directors.
- Is responsible for the oversight of the organization’s fund raising programs. Fosters beneficial relationships with patrons, businesses and foundations. Is available to meet with potential donors to explain the shelter’s mission, philosophy and long-range plans. Provides opportunities for community support through volunteering and donations.
