ESCALANTE CITY COUNCIL MEETING

MARCH 17, 2015

WORK MEETING - 6:30 P.M.

REGULAR MEETING - 7:00 P.M.

ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Jerry A. Taylor called the work meeting to order at 6:30 p.m. in the Escalante City Council Chambers.

Present at said work meeting were Mayor Taylor, Council members’ Greg Allen, Louise Barnes, Guy Graham, Melani Torgersen and City Treasurer Stephanie Steed. Council member Marlene Stowe and City Recorder Debra Allen were excused.

Also, present were Paul Johnson from URMMA and Jean Bramble.

The work meeting was to discuss adding non-city entities to URMMA.

The work meeting was adjourned at 6:42 p.m.

Mayor Taylor called the regular meeting to order at 7:00 p.m. in the Escalante City Council Chambers.

Present at said regular meeting were Mayor Taylor, Council members’ Barnes, Graham,

Stowe, Allen, Torgersen and City Treasurer Steed. City Recorder Allen was excused.

Also, present were City Attorney Barry Huntington, Paul Johnson, Jean Bramble,

Geraldine Liston, Marian Casse, Julie Ford, Dale Sessions, Deon Alvey, Ray Christian,

Terence Tontlewicz, Chris Nokes, Mark Austin, Peggy Meisenbach, Don Porter, Andre Yazdi, Dan Meisenbach, John Meisenbach, Suzanne Catlett, Lawrence Barnes, Sherri Meisenbach, Howard Hutchison, Toni Wassenberg and Robert Tyson Steele.

Mayor Taylor led the Pledge of Allegiance.

SUZANNE CATLETT

Ms. Catlett invited the Mayor and City Council to the ribbon cutting ceremony for the new Escalante Medical Clinic April 8, 2015 at 1:30 p.m. Ms. Catlett has also invited Senator Hatch and Congressman Stewart.

Council member Stowe made a motion to approve the minutes of the March 03, 2015 meeting as written. Council member Barnes seconded the motion. Motion carried with Council members’ Allen, Graham, Stowe, Torgersen and Barnes voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

There was no Planning and Zoning meeting last week.

SCHEDULED ITEMS

CHAMBER OF COMMERCE - DANA WAGGONER

TYSON STEELE

Mr. Steele said he is a new member of the Chamber of Commerce and read a letter asking the Council to put crosswalks on Highway 12 (attached). Also attached are signatures from community members. Council member Barnes said she has talked to UDOT and they said that crosswalks are not always safe, they might slow traffic down, but people don’t look both ways before entering them.

Mr. Steele said the Chamber of Commerce would like a City Council member to serve on their board. This item will be put on the next agenda. Geraldine Liston said she tried to serve on the board, but they told her no.

ANDRE YAZDI

Mr. Yazdi read a request asking that the Chamber of Commerce be added to the City Council agenda as a permanent line item (attached).

Mr. Yazdi said the Chamber of Commerce is looking at parking, a bike lane, turning lanes and an island in the middle of Main Street.

MARK AUSTIN

Mr. Austin said the Chamber of Commerce would like to do a master plan and use the funding from the resort tax.

CLINIC FLAG POLE AND FLAG - DREW PARKIN

Mr. Parkin called and asked to have this item tabled and he will put it on a future agenda.

MAIN STREET CLEAN UP

Council member Barnes said the Main Street cleanup will be April 17, 2015 from 1 p.m. to 5 p.m. Council member Barnes said if it rains it will be on April 24, 2015 at the same time. Council member Barnes said she would like to see the Chamber of Commerce and the Main Street business owners helping with the cleanup.

WEBSITE

Mayor Taylor would like to talk to Dana Waggoner about the website. This item will be put on the next agenda.

COURT CONFERENCE

City Treasurer Steed said since she is the new court clerk, she feels she needs to go to the court conference on April 29-May 1, 2015. Council member Torgersen made a motion to approve the Court Conference for City Treasurer Steed. Council member Allen seconded the motion. Motion carried with Council members’ Allen, Graham, Stowe, Torgersen and Barnes voting aye.

DEPARTMENT REPORTS

ADMINISTRATIVE

The Administrative Department had nothing to report.

POLICE DEPARTMENT

The Police Department was not present at said meeting.

PUBLIC WORKS DEPARTMENT

The Public Works Department had nothing to report.

LIBRARY DEPARTMENT

The Library Department had nothing to report.

FIRE DEPARTMENT

Fire Chief Porter went to a meeting last night in Tropic about the fireworks. Where we have mostly low explosive fireworks, we can store them in a container that’s 150 feet away from any street or building. Commissioner Pollock said the county might be able to help purchase the container. Chief Porter asked if the volunteer firefighters were employees of Escalante City because only city employees can purchase, store and set off the fireworks. Mayor Taylor said we need to look at the policies and procedures manual.

Fire Chief Porter said they received the SCBA masks and the compressor is running. The Fire Department has trained with the SCBA masks and they are top of the line.

COUNCIL MEMBER GREG ALLEN

Council member Allen said they are still working out problems with the fuel at the airport.

COUNCIL MEMBER MELANI TORGERSEN

Council member Torgersen had nothing to report.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe asked the Chamber of Commerce how often they would want a City Council member at their meetings. Mark Austin said it would just be a general membership so

they will have to discuss it and get back to her.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes had nothing to report.

UNPAID BILLS

Council member Barnes made a motion to pay the unpaid bills. Council member Stowe seconded the motion. Motion carried with Council members’ Barnes, Graham, Torgersen, Allen and Stowe voting aye.

Council member Torgersen made a motion to go into an executive session at 7:31 p.m.

to discuss the character, professional competence, or physical or mental health of an individual. Council member Graham seconded the motion. Motion carried with Council member Graham, Allen, Barnes, Stowe and Torgersen voting aye. Present in the executive session were Mayor Taylor, Council members’ Graham, Stowe, Torgersen, Barnes, Allen and

Paul Johnson. City Treasurer Steed was excused. The Council came out of executive session at 8:21 p.m.

Council member Torgersen made a motion to adjourn the meeting at 8:22 p.m.

Council member Stowe second the motion. Motion carried all in favor.
