The Emergency Response Unit (ERU) Competitive Call is being published in accordance with Legal Notice 350 of 2016 – Emergency Procurement Regulations, 2016
CONDITIONS OF PARTICIPATION
I. / Summary of Product Characteristics (SPC) OR Patient Information Leaflet (PIL) (or Mockup when not available) OR product literature are to be supplied for each item on offer.
II. / For medical materials and surgical devices kindly present the Declaration of Conformity.
III. / Delivery period should be within 7 Working Days from Confirmation of Order. However if no contractor can meet this requirement the CPSU may consider otherwise.
IV. / Quotations received without delivery time frames are considered to be in line with the above delivery time frames (7 days). Offers stating delivery details as ‘to be supplied upon request’ shall not be considered.
V. / Payment terms for this Competitive Call are thirty (30) days from receipt of goods.
VI. / If a consignment is not delivered within the stated delivery, ERU reserves the right to cancel part/all order.

The irrigation fluid should be produced under GMP conditions. The irrigation fluid should be labelled accordingly with the labels showing clearly in large, bold letters the name of the preparation, contents and their concentration in percentages, batch number and expiry date, storage conditions, as well as indicating that the solution is for irrigation use.
The container bag/container must be made of a plastic material which is acceptable by the E.P. and B.P. for containing irrigation fluids. The container must:
- Be graduated,
- Have an appropriate loop or hole on opposite end of neck, enabling it to be easily and safely hung from a stand during use,
- Collapse without the use of an airway,
- Deliver the total volume required.

Information should be supplied regarding chemical stability and compatibility of the drug following reconstitution and further dilution in (i) 0.9% sodium chloride infusions and (ii) 5% dextrose infusions, together with any other relevant information. GHPS reserves the right to reject any offer based on the information provided.
The duration of chemical stability of the reconstituted drug should preferably be at least 24 hours. When this is not possible, preference will be given to drugs with the longest chemical stability after reconstitution.

Item Description and Specifications: / Cleaning and Sanitising Wipes (non-alcoholic)
Cleaning and sanitising wipes, containing both appropriate disinfectants (not based on alcohol) as well as surfactants that are designed specifically for the hospital environment.
They must have the following properties:
1. Effective for both cleaning as well as disinfection of:
- Surfaces including surfaces, door handles mattresses, keyboards, commodes, bed frames, food production areas etc.
- Equipment including stethoscopes, blood pressure cuffs, ultrasound probes, toys, walking frames, wheelchairs etc.
2. Any alcohol content in the wipes must not exceed 10%.
3. Wipes must be able to be applied using unprotected hands (without gloves). Evidence should be provided to verify that the product has been tested dermatologically and shown to be non-irritant on skin.
4. Demonstrates effectiveness against a wide range of micro-organisms that includes bacteria (including MRSA and Mycobacteria) as well as viruses (including Influenza, hepatitis B, hepatitis C and norovirus). Specifically, the product should provide at least a 99.99% reduction within a 30 second contact time, when tested using EN13727, for the following organisms:
Escherichia coli
Staphylococcus aureus
Enterococcusfaecalis
Acinetobacterbaumanii
Klebsiella pneumonia
All claims must be supported by reports of analyses, using EN methods, undertaken in independent ISO accredited laboratories.
5. Have a residual biocidal activity of at least 24 hours. Documentation must be produced showing appropriate laboratory tests.
6. Guaranteed to be safe to use on all hospital surfaces and items, including rubbers, plastics and metals. Declaration to be included.
7. Tested in accredited laboratories and shown to be compliant with all appropriate European Standards (including EN1276 and EN14561). Reports to be attached.
8. Have an individual wipe size with a surface area of not less than 500cm2
9. Supplied in packs containing at least 150 wipes.
10. The refill packs should fit into a lockable dispenser that will be affixed to the walls of patient rooms and other locations where care is given. The chosen tenderer will be responsible to affix and fully maintain the dispensers for the duration of the contract and then ensure their removal when instructed to do so by the hospital authorities at the termination of the contract. No additional charge will be made for the provision of these dispensers, over and above the costs of the wipe refills. If instructed to remove them, the contractor has to replace any old dispensers which were in place previously. Page 17
Tender will be awarded to the cheapest-per-wipe offer that is fully compliant with the stated specifications.
