· Dharavi: a) 22KV BEST feeder-1 ( Mahim Causway-4) Breaker +CT+PT retrofitted.
· Carnac: a) 33kv Feeder 9 breaker used for BEST Mumbadevi 3 feeder – Feeder taken on 33kv breaker after necessary tests of breaker, protection and metering circuits. b) 33kv B.S. 1 spare feeder test charged after changing the gaskets with all necessary pre-commissioning checks.
· Trombay-A: a) Replacement of 22 kV N-S Tie bkr. Kept Ready for test charging. b) commissioning of Ammeters on 22 kV bays.
· Trombay-B: a) New ABB make CT commissioned on A phase of TC# 5
· Bhira: a) DT-3 22 SIEMENS KV Breaker + 22 KV Polycrete CTs. b) 110 KV unit-6 testing after pole overhaul of all ‘3’ poles. c) BD-7 Breaker after Mechanism overhaul.
· Khopoli: a) SCADA Energy Meters for for 22 KV Pipe line + 22 KV ST-3. b) 22 KV B phase CT ( Jyoti make ) for Kundli Phase-2 TR-1 at Kundli. c) 100 KVA , 22/0.415 KV Lighting Transformer at Shirwata. d) New Sensor for Unit-9 Excitation & implementation of 2/2 logic for excitation trip on low air flow. e) Unit-9 Complete testing along with ABB after Major ovehaul. Rotor was taken out for cleaning & Megger value improvement
4 / Protection System / relays Commissioning. / · Salsette: a) TS1 and TS2 Distance relay commissioning -
5 / Metering activities / · 02 BEST feeders (01 at Carnac & 01 at Dharavi) retrofitting job completed.
· Meeting with IBM group regarding Automatic Meter management and use of new IT technologies for condition monitoring.
· No of meters re-programmed for TOD as per MERC directive: Meter reprogramming for TOD as per new tariff order Eleter Meters - 60 nos., Secure Meters - 125 Meters, Spectra Meters - 67, L&T TVM - 143 nos., L&T BVMs – 476.
· 32 No. of Spectra meters (with communication defect) are replaced.
· SAP trials to include TOD changes in billing. New Register Groups created for TOD feature.
· Total no. of Consumer complaints /YEL Meter reader's discrepancy attended during the month: 45 nos.
· Mr. S.G.Joshi and BEST Engineer visited Elster factory for BEST feederwise meter inspection.
- MAJOR OCCURRENCES & INVESTIGATION: -

Consumer s/s / · Western Sector (BARC): On 17.12.2006, 1250 KVA Transformer, Transformer tested OK. Oil DGA did not indicate any fault gas. Devices and VIP-30 trial was also found Ok. Hence transformer taken into service.
Dharavi R/S / · On 16.12.2006, DT-5 tripped on differential protn - LT side( 22KV ) A-ph cable found faulty. As per cable deptt. , the cable has moisture ingress.
· On 20.12.2006. DT-5 tripped on differential protn - Flash-over across isolator insulator in the LT switchgear.
Saki / · On 01.12.2006, 22 kV GOD A/R scheme - 22 kV cable fault was for very short time of low intensity during cable fault and the cable remained open circuited although the cable was charged from Tata end.
Trombay-B / · On 10.12.2006, GTG & STG tripped during start/ stop operation of EBOP - During start operation of EBOP, a voltage dip upto 153 V for 30 msec was observed on 220 V DC C Bus. Exact cause could not be established
· On 10.12.2006, During unit -7 tripping, SFC fault appeared & was not getting reset - 6.6 KV breaker position feedback to SFC was lost.
· On 22.12.2006, Unit # 6 PSS fault appearing - A Schmitt trigger in PSS signal monitoring circuit is suspected to be mal operating.
Trombay-A / · On 25.11.2006, 110 kV Trombay – Parel # 1 tripped at Trombay end along with Trombay- Parel # 4 for fault on Trombay- Parel # 4 – Carrier receive remained paralleled at Trombay for TP # 4 and TP # 1. CR ckt modified.
E. FAULTS / ABNORMALITIES DETECTED DURING DIAGNOSTIC TESTING:-
Total No of faults detected. : - 05 nos.Significant Defects Detected::-
Parel: a) Emergency trip mechanism defective - Mechanism attended and checked ok. b) Tr. 5 O/L trimming relay- output contact defective - Relay replaced with a spare relay.
Grant Road: a) Bus cplr synchrocheck scheme – DC-DC converter defective - converter replaced with a spare one.
Chembur: a) 22 kV spare breaker aux contacts not matching with existing bkr - Wiring to be modified.
Ambernath: a) 22 KV PT#1 ,Y phase HT fuse metallic cap found loose. Also discolouration of fuse observed - Y phase fuse replaced.
Bhivpuri: a) While testing TRPH U#8 generator rotor, it’s rotor IR was found fluctuating between 50 Kohms to zero Ohms.Further investigation revealed presence of dead ground in rotor leads connected between rotating diode & rotor winding.This machine has brushless excitation - Defective leads replaced by new leads. IR of rotor : 50 MOhms

C: –MAJOR FAILURES, PROBLEMS & INVESTIGATION
A total of 20 Calls were attended in December2006. NELCO Engineers were associated for attending to 6 calls with TPC Engineers, 7calls were attended by only NELCO and 7 calls were attended by TPC.
Dharavi / SCADA not available / 04-Nov-06 / Dharavi SCADA System was down due to external Hard disk problem. The Sybase server was then externally started & the system was normalisedSalsette / SCADA not available / 11-Dec-06 / Failed due to external hard disc failure. Spare disc configured to bring up the system

2. MAJOR INVESTIGATION & OCCURRENCES: -

During Failure ,Trombay Carnac 110 kv line Distance protection was taken in service by transferring the communication channel for TC1,2,3 on alternate fiber optic link. (i.e. through Carnac _Trombay FOX U)
3. COMMISSIONING / PROJECT ACTIVITIES : -

5th Dec 2006 / Fiber optic multiplexer ( Ebang make ) installed between Salsette & Kalwa .New telephones extensions provided to MSEB Kalwa ( 220 kv control room & SLDC ) from TPCL exchange at Salsette .
21st Dec 2006 / Data Channel provided from Walwhan to Trombay LD for monitoring Power interchange at MSEB Tie point at Walwhan.
15 Dec 2006 / VHF sets were tested /repaired & additional sets were provided to Fire & Security Department for co-ordination of Trombay 50 year Anniversary Function.
