The meeting of the Environmental Commission was called to order at 7:30 p.m. by Richard Wolf, Chairman. The Opening Statement was made. Roll call was taken:

MINUTES

The Minutes of the meeting held on June 25, 2014 were approved as submitted, following a motion by Richard Seibert; seconded by Richard Reilly.

The Minutes of the meeting held on July 9, 2014 were approved as submitted, following a motion by Richard Seibert; seconded by Jonathan Marcus.

OLD BUSINESS

Bike/Walk Path – Township Council has voted not to apply for the TAP grant. Dick Seibert discussed the possibility of asking Crossroads Developers (mall) to build a bike path on their site.

Excessive tree removal at 16 Elizabeth Lane was discussed. A stop work was issued to Nicholas Cyprus for this project. Emails and a letter from the Township Engineer were reviewed.

The Commission asked Rich Wolf to follow up with Mike Kelly and Brian Campion on following questions related to this subject.

1) Can the Environmental Commission dictate the required actions for remediation (after unauthorized tree removal)?

2) What action should we take based on ordinance?

3) Who has power?

4) Can the builder propose a settlement to avoid a hearing?

SITE PLAN REVIEW

None.

SOIL MOVEMENT PERMIT APPLICATION

Andrew Kreuter, 10 Glengorra Court, Block 122, Lot 19

Memo to Administrative Officer:

“The Soil Movement Application was reviewed for a new swimming pool at 10 Glengorra Court. We notice the side lot set back is up against the pool. Does this require a zoning variance?

The Soil Movement Application is approved.

The Tree Preservation Application states no trees will be removed for this project. There will be no replacement trees.”

Commission members reviewed the Township Engineer’s comments on the Soil Permit Applications for the four lots. The applicant still has not provided the Tree Preservation Applications. The revised soil movement is approved.

TENANT APPLICATIONS

None.

CORRESPONDENCE

We reviewed Boswell Engineering letter’s of July 14 on the emergency repair permit for the Wyckoff Avenue Bridge over the HoHoKus Brook. No action is necessary.

NEW BUSINESS

A brief discussion was held on the new head of DPW.

The meeting was adjourned. The next meeting of the Environmental Commission will be held on Wednesday, August 13, 2014 at 7:30 p.m. at the Municipal Building, 475 Corporate Drive, Mahwah, N.J.
