Engineering Technician III – Right-of-Way Agent

Public Works Department

This position performs right-of-way duties in the Department of Public Works. Assignments and duties may include property research, appraisals, coordination with property owners and public relations. This position will receive work assignments from the County Engineer and will work closely with the department’s Engineering Division staff to complete these assignments.

Minimum Qualifications:

  1. Minimum of four (4) years of demonstrated knowledge in right-of-way acquisition through a combination of work experience on projects, formal education, and/or training.

2.  Knowledge of appraisal and/or negotiation principles, policies, procedures and techniques.

3.  Knowledge of the application of depreciated replacement cost, capitalized income and a variety of market data comparison methods and techniques; legal descriptions of property and instruments of ownership; real estate and condemnation law, fundamentals of accounting, title work and property management; legal opinion, zoning and building code, map reading, land title reports and specialty appraisals; appraisal theory and technique as it applies to eminent domain; Federal, State and County real property acquisition and relocation assistance policies and procedures.

4.  Read and interpret engineering highway plans, project specifications, technical and profile drawings, surveys and maps.

  1. Knowledge of fundamental mathematics, algebra and trigonometry, as applied to basic civil engineering practice.
  2. Operate a personal computer and working knowledge of current software programs applicable to the job.
  3. Possess and maintain a valid unrestricted driver’s license (except for vision).

8.  Possession of or obtain status as Notary Public in the State of Washington within (6) months of hire.

Starting Salary: $4,264 per month, plus full benefits package
