Description of Bulletin:

The purpose of this Engineering Quality Bulletin is to provide engineering and installation instuctions for anchoring equipment in the central office environment. Qwest’s standard toll anchor bolt assembly (Hilti part number 002307122, Qwest PID 2285841) has been manufacturer discontinued and will no longer be available. Qwest AMC group has temporarily approved, an alternate Hilti anchor bolt for use within all Toll/Switch/Power areas of Qwest central offices until a new standard anchor bolt assembly for Qwest has been finalized. Details regarding this interim anchor assembly are defined within this bulletin. Substitution of any other anchor assembly to be used in Qwest facilities is strictly prohibited.

Temporarily-Approved Central Office Toll/Switch Floor Anchors

Approved Applications for Use:

·  Anchoring all telecommunications equipment frames/cabinets/ stanchions installed in Toll, Power, and/or Switch areas of the CO - All Earthquake Zones.

·  Anchor quantities listed in Qwest Technical Publication 77351, Chapter 2, Section 2.5.6 remain unchanged. The anchor’s description wil not be revised until after a final decision regarding the Qwest standard anchor is formally made.

·  Must be used to anchor battery stands requiring shimming due to uneven floors. Battery stands that do not ned to be shimmed will continue to use the Qwest standard power anchor (Hilti Part No. 97413007) as defined in Qwest Technical Publication 77350, Par. 3.21.

Installation Requirements (Refer to SK-B):

·  Hilti installation instructions must be adhered to in order to prevent invalidation of the anchor warranty. Hilti’s installation instructions can be found affixed to each anchor bolt kit.

·  Only an 18mm drill bit will be used. Substituting a drill bit of any other size is prohibited.

·  The installer will drill the anchor pilot hole to a depth of 75mm (2.95”) and remove 100% of the debris prior to anchor placement . A pilot hole exceeding this maximum depth is prohibited.

·  In regard to the setting tool; only the short side (designed for 65mm embedment depth) will be used for placing the anchor in Qwest facilities.

·  Upon completion of the installation, the top anchor base must not protrude above floor level.

·  Any problems noted during unpacking or installation of the Hilti Kit No. 284912 floor anchor (or floor-related problems) must be reported to the Qwest AMC representatives responsible for Common Systems requirements.

·  Anchor shall be tightened to 60 foot pounds where the torque indicating top nut should shear off.

·  When installing the Hilti anchor, the small round washer will ALWAYS be placed between the square washer and the torque indicating nut. The square washer will be located directly on top of the frame base (or battery stand foot where shimming is required).
