Minutes of a regular meeting of the Orem City Council held July 9, 1947in the Orem City Hall at 8:00 P.M. The following members were present: Mayor J. W. Gillman, Councilmen Woodruff Jensen, Roy H. Gappmayer, Vern Williams, Ephraim E. Twitchell, and Clerk Orland E. Pyne.Councilman James G. Stratton was not present, beingout ofthe city. Mayor J. W.Gillman was in charge of the meeting.
Engineer Leonard Beckman presented a Subdivision Plat to the council for approval. He was told to contact the Planning Commission for their approval first. He was asked to make a survey of the area on the State Road north of the Lovell Trailer Park for purposes of determining whether or not the sewer could be extended north to property owners and still be drained into the system with lines running south and west. He was asked to make an estimate of the cost per foot for curb and gutter along the highway.
Mr. Smedley of Phoenix Finance Co. was present concerning the $5,000.00 in bonds due July 15, 1947. His company is willing to refund the bonds at two and three quarters, percent interest.
It was moved by Councilman Roy H. Gappmayer, seconded by Councilman Woodruff Jensen that the $5,000.00 in bonds due on July 15, 1947 will be refunded by Phoenix Finance Co. at 2¾ % interest. Motion was passed. A contract was prepared by Phoenix Finance Corporation wherein a fee of $300.00 was agreed upon for printing of the bonds and preparing the procedures, which is to be paid by Orem City. The Mayor and Clerk signed the contract for Smedley who returned it to Salt Lake City, Utah. He stated that he would have the bonds printed and etc. within a short time.
It was moved by Councilman Ephraim E. Twitchell, seconded by Councilman Vern Williams and passed that refunding Bond No. 7, series 7/15/35 held by the Farmers Merchants Bank for $1,000.00 be paid along with attached coupons amounting to some $40.00. Motion was passed.
The Bird-barn situation was discussed with H. V. Wentz, city attorney who was present. A paperwith signatures of six people living round the Trailer Park as witnesses was presented to the Mayor. The paper stated that the barn had been constructed after April 10, 1946. Those signing were as follows: F. H. Keith, Wm. Dittmore, Mrs. R. L. Johnson, Murvel Walker, J. F. Sharkey, and Ollie McFarland.
It was moved by Councilman Woodruff Jensen that Attorney Wentz take thecase and followthrough and attempt to settle it through court if all other methods fail, seconded by Councilman Roy Gappmayer and passed.
Mayor Gillman reported that the American Legion Boy's in Provo had requested the city to allow them to use the city springs Area in Provo Canyon for their outing sometime in August. The council was favorable toward letting them use it.
It was reported by the Utah County Commission that the area North and East of the city Cemetery, some 90 acres, may be purchased, there being some $900.00 due on back taxes on the property. Since the property adjoins the city property it was felt that it should be purchased if possible at a reasonable figure. It was decided that as many as possible of the council would meet with the County Commission on Friday morning in regard to the land and also to discuss obtaining gravel from the county pit on 12thSouth since the County has placed a rock crusher there to obtain gravel for roads in Lakeview.
A suggestion was made by certain people that the council should write an ordinance prohibiting the placing of a beer tavern within so many feet of residences and schools and etc.
It was moved by Councilman Vern Williams, seconded by Councilman Ephraim E. Twitchell and passed that the Lowell White Tract Plat as presented by Engineer Beckman with approval ofthe Planning Commission be approved and accepted by the Council.

It was moved by Councilman Vern Williams, seconded by Councilman Ephraim E. Twitchell and passed that the meeting be adjourned.
