EU-CHINA CDM FACILITATION PROJECT

The EU-China CDM Facilitation project aims to strengthen the Clean Development Mechanism (CDM) as a central pillar within China's path to sustainable development. Until January 2010 the focus will be on China's policy and regulatory regime and quality management for CDM development. It will bring together a wide range of stakeholders at public and private sector levels involved in CDM projects.

The EU-China CDM facilitation Project is being implemented by Chinese and European partners and associates with grants from the European Commission and is the largest European –funded project addressing CDM-related activities.

Programme Objectives

Strengthen the capacity of China's Designated National Authority (DNA), the National and Regional CDM Centres, and Chinese Organisations applying for Designated Operational Entity (DOE) status;

Introduce European and International Standard in Quality Management of the CDM development process;

Increase awareness of CDM opportunities and enhance the CDM framework conditions in the Chinese CDM market.

Main Programme Activities

CDM Policy Study;

Training programme and capacity building for Chinese DOE applicants, including six placements at TÜV Rheinland Headquarters in Cologne, Germany;

10 capacity building and awareness raising seminars at the regional level;

EU-China Business Facilitation Conferences in Cologne, Germany, and Beijing, China.

Current Activities

  • March 4th-5th 2008: DOE Verification Workshops, Beijing.

A workshop on verification issues took place on 4th and 5th 2008 as part of the EU-China CDM Facilitation Project Applicant Entities training programme. This event followed the second round of workshops on DOE validation procedures which were completed in December 2007.

The workshop introduced Chinese Applicant Entities to initial and periodical UN Verification Procedures. Participants attended presentations on guidelines on UN verification requirements; the certification process; verification according to ISO 140641 and selected GHG programmes. A number of illustrative case studies were also discussed at the workshop.

The final stage of the capacity building programme will be short traineeships for selected staff of DOE Applicants at, consortium partners, TÜV Rheinland Group headquarters in Cologne, Germany.

  • March 3rd 2008: Regional Workshop, Wuhan, Hubei Province.

On March 3rd 2008, the EU-China CDM Facilitation Project completed the second regional CDM workshop in Wuhan, Hubei Province. The workshop focused on the current situation in China for CDM and its future developments, CDM methodologies and their applicability in Hubei and CDM project implementation best practices.

The workshop was locally supported by the HubeiProvincialServiceCenter for CDM. Dr. Marco Gemmer, Project Officer at the European Delegation to China and Mongolia; Ms. Li Liyan, Deputy Director of National Development and Reform Commission (NDRC) and Ms. Zhang Mengheng, Deputy Director of the Ministry of Environmental Protection (MEP) took part in the discussion which was chaired by Dr. Ren Yong, Deputy Director General of the Policy Research Center for Environment and Economy of MEP. Approximately 80 local officials, service centre staff and project developers attended the event.

The Wuhan workshop is the second in a series of 10 regional workshops aimed at local Stakeholders and aims to provide training and knowledge sharing on different aspects of CDM. The next regional CDM workshop will be held in Harbin, Heilongjiang Province on April 17th 2008.\

On April 17th 2008, the EU-China CDM Facilitation Projects implemented the third regional CDM workshop in Harbin, Heilongjiang Province.
