DESCRIPTION OF WORK: This is skilled work in the operations of the Communications system. Work involves the responsibility for operating on an assigned shift, answering emergency and public safety telephone calls for assistance and dispatching law enforcement, fire, emergency medical services and rescue for the county and city. The nature of the work requires the use of sound judgement in handling emergency situations according to established procedures and guidelines and the ability to remain calm and alert throughout an assigned period. Employee must use considerable independent judgement and initiative in receiving messages, responding to emergency situations, and dispatching calls for service. Performance is evaluated through observation, periodic monitoring and the review of activity records.
KNOWLEDGES, SKILLS AND ABILITIES: Thorough knowledge of the codes, procedures, and operating requirements necessary to use DCI computer terminals with access to a wide variety of data and the capability to perform many different functions; Knowledge of the function, procedures, polices and regulations of the communications system and the agencies it serves; Thorough knowledge of the emergency communications procedures and jurisdictions of various emergency service agencies; Knowledge of a variety of electronic equipment including telephones, radios, mapping, digital recording, computer aided dispatch, and the related hardware and software applications involved in all aspects of the receipt, processing and dispatching of 911 emergency and non-emergency calls for service; Considerable knowledge of the County geography and functions, practices and procedures of all emergency responders: law enforcement, fire and emergency medical services.
MINIMUM TRAINING AND EXPERIENCE REQUIREMENTS: Graduation from an accredited high school; Possession of a valid North Carolina driver’s license; Knowledge of computer systems and database entry skills; Ability to exercise sound judgement and remain calm under the stress of emergency situations; Ability to communicate clearly and effectively in oral and written form; Ability to develop and maintain effective working relationships with emergency personnel including, law enforcement, fire, emergency medical personnel, County and City officials; Ability to establish and maintain effective working relationships with the general public and other employees; Ability to communicate effectively in person and by telephone; Ability to enter data with accuracy at the speed required. Within the first year of employment, employee must obtain the following certifications:
· DCI computer terminal certification/re-certification as required by state law;
· Emergency Medical, Fire and Police dispatch certification/re-certification as required by the National Academy of Emergency Dispatch (NAED);
· Emergency Telecommunicator dispatch certification/re-certification as required by the national Academy of Emergency Dispatch (NAED)
Visual Attention, Mental Concentration and Manipulative Skills: This is light work and is normally performed in a standard office setting. Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions, must possess the visual acuity necessary to prepare and generate data and figures, operate a computer terminal, and determine the accuracy, neatness and thoroughness of the work assigned, must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, must be able to perform light work, exerting up to 20 pounds of force occasionally; and/or up to 10 pounds of force frequently; and/or a negligible amount of force constantly to move objects.
