ELSINORE TOWN COUNCIL MEETING
THURSDAY September 14, 2017 7:00 p.m.
Elsinore Town Hall Fire Department – 35 W Main Street, Elsinore Utah
The Elsinore Town Council met in a regular Town Council meeting, Thursday September 14, 2017 at 7:00 p.m. at the Town Hall Fire Department, 35 W. Main Street, Elsinore, Utah. Those present: Mayor Moore; Council members: Valerie Hopper, Dan Jacobson, Robert Larsen, and Craig Yergensen. Town Clerk: Jeane Wood; Town Treasurer: Amy Moore; Town Employee: Scott Hansen. Others in attendance: Brian and Megan Willett, Deputy Deaton, Gordon Michaelson, and Darin Robinson.
The Elsinore Town Council meeting was opened at 7:00 p.m.
A prayer was offered by Council member Valerie Hopper.
Megan Willet lead those in attendance in the Pledge of Allegiance.
The next scheduled Council Meeting will be on Thursday, October 12, 2017 at 7:00 p.m. Council member Yergensen may not be able to attend.
Approval of Agenda and time to adjourn.
Councilmember Yergensen made the motion to approve the agenda and set the time for adjournment at 8:00 p.m. Council member Hopper seconded the motion.
Voting Aye: Council member: Valerie Hopper, Dan Jacobson, Robert Larsen, and Craig Yergensen.
Voting Nay: None
Motion carried.
COMMUNITY POLICING:
Deputy Deaton had nothing to report. Mayor Moore reported there were used syringes found under a tree or shrub 100 E Main St., for the record.
Council member Jacobson reported an abandoned blazer and travel trailer on the West Mountain, above Twisty Canyon, take first right turn after the second gate and pulled a ways in. Location was pulled up on Google maps.

MINUTES:
Approval of the minutes of August 17, 2017.
Council member Yergensen made the motion to approve the minutes for August 17, 2017 with clarification. Council member Jacobson seconded the motion.
Voting Aye: Council member: Valerie Hopper, Dan Jacobson, Robert Larsen, and Craig Yergensen.
Voting Nay: None
Motion carried.
EXPENDITURES: Mayor Moore called for a motion to pay the expenses for the month of August 2017.
Council member Hopper made the motion to pay the August 2017. Council member Yergensen seconded the motion.
Voting Aye: Council member: Valerie Hopper, Dan Jacobson, Robert Larsen, and Craig Yergensen.
Voting Nay: None

COUNCIL REPORTS AND NEW BUSINESS
STREETS & SIDEWALKS, APPEALS AUTHORITY AND DOGS - Councilman Robert Larsen
182 S. CENTER STREET – Will there be a need for a street in the future. Council member Larsen commented the plan was to be a cul-de-sac.
STREET CHIPPING - No plans to chip any of the streets, but will do crack seal during the winter.
WATER DEPARTMENT LANDFILL, GARBAGE, HERITAGE DAYS, AND DISASTER PREPAREDNESS– Councilmember Valerie Hopper
WATER DEPARTMENT – Water quality report from the Health Department is good for July and August 2017.
Water Ordinance passed in 1978. Council members are asked to read through the ordinance and make suggestions next meeting. The Council is not ready to review.
TOWN CHRISTMAS PARTY –A location should be decided. The Storm Ridge building would require a lot of cleaning to get ready for a Christmas dinner.
The Town Christmas Party will be held at the White Rock School House. It was crowded but fun. Santa needs to be reserved. To start on December 7 at 6:30 pm. donuts and hot chocolate will be provided by the Town. The Town Council meeting will be at 6:00 p.m. at the White Rock School House.
BUILDINGS, LIBRARY AND PLANNING & ZONING COMMISSION - Councilmember Dan Jacobson
PLANNING & ZONING COMMISSION– Eldred Jensen, Sevier Heating & Air Conditioning, will be building a house on the lot at 111 N 200 W. Business License of Gordon Michaelson discussed and approved.
CEMETERY- Council member Jacobson has been mowing the Cemetery and is recommending a policy change to help with the maintenance. There is a lot of stopping during the mowing of the cemetery. He would like to adopt a policy of memorials being left only when it can be placed on the headstone or curbing this would be from seven days after Memorial Day with nothing left in the lawn until November 1. Items would be removed in March kept off the grass until the time for Memorial Day remembrances and then kept off until November 1.
The Cemetery Ordinance changes – 1. Fireman can purchase a plot at a reduced rate. 2. Plots are paid in full before burial; 3. Decorations left from November to February, and the week (6 days) after Memorial Day Celebration.
OFFICE LEAK- A pvc pipe through the roof is allowing rain water into the building and has caused some damage to the ceiling in the office. Mayor Moore has noticed a soft area in the stucco on the northeast corner of this building.
Council member Jacobson will call Chris Gibbs to check.
WALL – The cinder block wall is repaired, Scott saved apiece of broken block to match the paint.
PARKS, CEMETERY, BEAUTIFICATION AND FIRE DEPARTMENT - Councilman Craig Yergensen
PARK & CEMETERY – The park is coming along. The Cemetery was discussed above.

Nominees were discussed and those selected are:
Most Improved – Carson Turner
Best Lawn – Robert Kotter
Overall –Mike Hansen
Letters are to be sent to several property owners for appearance/ nuisance, occupying the right-of-way. Those noticed today are Cody Christensen, Darren Luke, Thad Troseth, Gaylon Gay and Barbara Sudweeks.
Metal Slide went to Roger Gordon.
COLOR SCHEME – having a color scheme for the Town would help in the overall appearance of the community and in the future planning of projects.
Mayor Moore and Amy Moore will put together some color combinations for our October meeting.
HIRING REPLACEMENT – Getting the inmates to come and mow may be difficult as their list is out three months. The job can be bid out as a 1099. The job is weekly maintenance, watering and repairs.
Scott is asked to compile a list of duties since he has assumed most of what Ray was doing since the end of July. He is to get a copy to each Council member.
MAYOR ITEMS AND HERITAGE PARK - Mayor Kevin Moore
FLAGS – The Mayor has a box of flags for deceased veterans. This box can be stored at the Town Hall and a call for volunteers to be made for every Memorial Day for help in flying the flags.
ROTO MILL – Clair Baldwin wants to purchase a few buckets of the roto mill from the Hwy 258 yard to fill in some potholes in his driveway. The Town got it for free.
Mayor Moore made a motion to sell some roto mill to Clair Baldwin. Council member Jacobson seconded the motion.
YELLOW TRUCK – The Town Council need to consider replacing this vehicle. It is a 1970 Ford, during the cleanup of the Town Park was used very hard the cab rear window is broken out, the 2 x 4 sides are not very good. Council member Yergensen recommends to not spend one dime more on it.
A dump truck this size is used at the cemetery to remove and replace dirt for graves the Orange truck is too big.
PUBLIC COMMENT (No Final action may be taken on such items discussed here–the items should be put on the next agenda)
Gordon M asked about the sweeping of the street Center St and Main St several times during the construction season as the trucks coming from the gravel pit will leave/lose loose gravel of many sizes. Mayor Moore will give Brock a call to ask about sweeping several times during the season.
BUDGET REVIEW: The budget as of August 31, 2017, was review by the Council.
EMPLOYEES –
Barn House Garage, 69 S 100 East has flooded again with the current rain storms. Scott proposes to put in 6”, 8” or 10” pipe. To angle the pipe across 100 E to the irrigation ditch, it will create a bump in the road. The Zenger’s can help with 10” pipe.
