Foreign Tourist Guide involved in drugging foreigners and then decamping with their goods apprehended.

Electronic item worth lacs of rupees recovered.

4 cases of drugging and decamping goods of Foreign Tourist worked out.

A team of officers of Crime Branch led by Inspr. Bal Kishan Badola and consisting SI Gurmeet Singh, HC Pyare Lal, Ct. Parmanand, Ct. Amit, Ct. Rajendra and Ct. Yogendra under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended a Foreign Tourist Guide involved in drugging foreigners and then decamping with their goods. Electronic items worth lacs of rupees recovered. 4 cases of drugging and decamping with goods of Foreign Tourist have been worked out.

On 06/05/2012, there was specific information that a Foreign Tourist Guide involved in drugging of foreign tourists and then decamping with their goods would be come to Najafgarh, Delhi. On this information a trap was laid and Robert @ Ravi (aged 32 years) s/o Jospeh r/o Najafgarh, Delhi was apprehended. Robbed electronic and other items of the foreign tourists have been recovered. A case under the appropriate sections of the law was registered.

Robert @ Ravi was subjected to intensive interrogation. It was revealed that Robert @ Ravi left studies after completing his primary school. However, he acquired fluency in spoken English and became a tourist guide for foreign tourists. But his earnings were not enough to meet his requirements as he was fond of wearing branded clothes, shoes and was in the habit of using costly perfumes. In order to earn quick money he alongwith his father decided to rob foreign tourists of their belongings. On 30/12/2005, Robert @ Ravi alongwith his father Joseph were apprehended from the area of Mandir Marg when they were decamping with the goods of an Irish National after drugging him.

After his release from jail in 2011, he again decided to start robbing foreign tourists after drugging them. He targeted Red Fort and Chandni Chowk area of Delhi as his area of operation. He posed himself as a tourist and after entering the premises of Red Fort or in the area of Chandni Chowk he befriended single foreign tourists and gradually won their trust. Once the foreign tourist became friendly with him he used to invite him to have dinner. He would then hire an Auto Rickshaw which would be boarded by him and the foreign tourist. In the Auto Rickshaw he would give the foreign tourist biscuit laced with sedatives. He would then ask the Auto Rickshaw Driver to take them to a deserted place where he would get down with the foreign tourist. Once the foreign tourist became unconscious he decamped with their belongings. His interrogation has led to working out of the following four cases:-

  1. On 13/03/2011, he befriended a Swedish Tourist while watching the “Light and Sound Show” at Red Fort. He invited him for dinner and while going to dinner in a TSR he offered him biscuits laced with sedatives and then took him to a deserted place and when the foreign tourist became unconscious he decamped with mobile phones, passport and other documents. The mobile phone and the money belt have since been recovered.
  2. On 17/06/2011, he befriended a French Tourist Woman again inside the Red Fort. He befriended her and convinced her to go to India Gate. There he gave her biscuits laced with sedatives. When she became unconscious he decamped with her belongings which included Camera, Electronic Note Book, and other documents. The camera and electronic note book have been recovered.
  3. On 11/03/2012, he befriended a South African foreign tourist in the area of Chandni Chowk. He convinced him to go to Raj Ghat and while going in Auto Rickshaw, he gave him biscuits laced with sedatives. He took him to a deserted placed and when he became unconscious he decamped with mobile phone, laptop, pen drive and other items. Laptop, pen drive, mobile phone and some other items have been recovered.
  4. On 02/05/2012, he befriended a Japanese Foreign Tourist in the area of Chandni Chowk. He convinced the foreign tourist to go to a Restaurant and while going in an Auto Rickshaw, he gave him biscuits laced with sedatives. When he became unconscious he decamped with camera, mobile phone, I.Pod, and passport. Camera, I.Pod and mobile phone have been recovered.

Three notorious criminals arrested

Two of them were wanted in Sonepat jail break case of January, 2012

Three sophisticated pistol and eight live cartridges recovered.

A team of officers of Crime Branch led by Inspr. Sunil Kumar and consisting of, SI Ravinder Verma, SI Ravinder Teotia, SI N.S. Rana, HC Ajay Kumar, HC Ieed Mohd. HC Ravinder Baliyan, HC Vikram, HC Dharmender, Ct. Prem Pal, Ct. Surender, Ct. Sajjad Ali, Ct. Kusum Pal, Ct. Udai, Ct. Manoj, Ct. Aslup and Ct. Rakesh under the supervision of ACP Udai Vir Singh Rathi and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended three notorious criminals active in Delhi and Haryana. Three sophisticated pistols, eight live cartridges and one Motorcycle have been recovered from their possession.

On 05.04.12, HC Ieed Mohd. received specific information that two persons would come near Kali Mandir, DDU Marg, Minto Road, Delhi and they would be carrying illegal arms. Acting on this tip off, a trap was laid and two youths were apprehended. They were identified as i) Ravinder Singh @ Sonu (aged 25 years) s/o Kartar Singh r/o Village Silothi, PS Sadar Bahadurgarh, Haryana and ii) Jitender @ Jony @ Goggi (aged 22 years) s/o Mehar Singh r/o Village Alipur, Delhi. From the possession of each accused one sophisticated pistol and three live cartridges were recovered. One Hero Honda Splendour Black colour motorcycle was also recovered from their possession. A case under the appropriate section of law was registered against them. On 06/05/12, their close aide Shiv Kumar @ Tony (aged 21 years) s/o Suraj Bhan r/o Bhakoli, Delhi was apprehended and from his possession one country made pistol and two live cartridges were recovered.

All the accused persons were subjected to intensive interrogation. It was revealed that Jitender @ Johny @ Goggi and Shiv Kumar @ Tony were involved in the Sonepat Jail Break case of 2012. On the intervening night of 17/18.01.2012, there was prison break by 8 dreaded criminals from Sonepat Jail, Haryana. Those 8 criminals had conspired with some of the jail staff and their associates outside jail to pull off their escape. 5 jail staff members and 10 other persons, who had conspired and provided logistic support were also arrested but accused Jitender @ Jhony @ Goggi and Shiv Kumar @ Tony, the main conspirators, were still at large. Accused Jitender @ Jhony @ Goggi and Shiv Kumar@Tony had close proximity with the above said 8 dreaded criminals lodged in Sonepat jail. The accused persons used to have continuous interaction with the inmates by virtue of connivance of jail staff. On the day of their escape, they had purchased a 20 feet long ladder and a few iron cutting blades from the market. They were in constant touch with these criminals on mobile phone. The inmates told the exact location where to throw the Iron cutting blades from outside the perimeter of the jail so that the same could reach them with the help of jail staff. It was a day with dense fog, which also provided a natural shield in achieving their goal. Thus by cutting iron grills, these 8 criminals made good their escape from Sonepat Jail.

PROFILE

  1. Jitender @ Johny @ Goggi did his schooling from Alipur Delhi. He was earlier arrested in attempt to murder, assault and arms act cases of police station Alipur, Delhi.
  2. Ravinder @ Sonu had studied upto 10 th class. He had a criminal history and was earlier arrested by Haryana police in Arms Act. Presently he was residing in Sec 24 Rohini and was running a small time finance company in the area of Sant Nagar, Burari. He used to give the loan to people in need at high interest rates with or without guarantee. In the process some people returned the money to Ravinder @Sonu while others refrained. He used the muscle power of Jitender @ Johny for speedy recovery of his dues.

3.Shiv Kumar @ Tony did his schooling from Open School, Delhi. He has been arrested earlier in a case of hurt of PS Alipur of 2007. He is jobless and about four years back he came in contact with Jitender @ Johny.

Haryana police has been informed regarding their arrest.

INFORMATION/OPERATION

On 06.05.2012, a secret information was received to HC Jai Bhagwan that some autolifters are expected to come at Sant Nagar, Tilak Nagar area with a stolen motorcycle. The information was immediately conveyed to Insp. Raman Lamba, SHO Tilak Nagar. This information was brought into the notice of Sh. Pankaj Kumar Singh, ACP Tilak Nagar and on his direction a raiding team under the supervision of Insp. Raman Lamba, SHO/Tilak Nagar comprising of HC Jai Bhagwan and Ct. Vinod was formed. The team took position at Sant Nagar near Ganda Nalah and started checking of the vehicles by erecting barricades. The team noticed two boys on one motorcycle coming from Sant Nagar side. On pointing out by the informer, the motorcycle was stopped at the barricade and was checked. While checking, they tried to flee away but were overpowered by the alert staff. During enquiry, they could not produce any document of motorcycle which was found to be stolen. Thereafter, they were interrogated at the length. During interrogation they revealed their names as Arun @ Bunti and Jitender @ Pahari.

INTERROGATION AND MODUS OPERANDI

During sustained interrogation, they confessed their involvement in the theft of motorcycles. They stated that after stealing the motorcycle they used to dismantle it and sell the parts. They further stated that they sell the tyres of the motorcycle to the local boys who used to ride motorcycle on one tyre and showing stunts on the roads. The excess demand of tyres encouraged them to be involved in autolifting vigorously. With this earning they used to live lavish life.

BOOTLEGGER ARRESTED

The staff of Police Station Maya Puri, West District has arrested a bootlegger namely Vijay Kumar and recovered 85 cartons of illicit liquor (made for sale in Haryana only) from him.

PROFILE OF ACCUSED ARRESTED

Vijay Kumar S/o Lt. Sh. Shri Kishan R/o village Dulhera P.S. Bahadur Garh, Distt. Jhajjar, Haryana- age 24 years. He has studied upto 8th class and a school dropout. He is a RTV driver and also a supplier of high quantity liquor.

RECOVERY MADE

1. A total number of 85 Cartons (Petti) containing 4080 quarters of illicit liquor, made and for sale in Haryana only.

2. Tempo TATA 407 No. HR 63 B 5719.

INCIDENT AND TEAM

In the early morning of 06.05.2012, Inspector Sushil Kumar, SHO/Maya Puri received an information through secret informer about transportation of illicit liquor in a TATA 407 Tempo through Mayapuri area. On this information under the supervision of Sh. Pankaj Kumar Singh, ACP/Tilak Nagar a team comprising of SI Sat Narain, ASI Mohd. Yubsiroon, HC Bijender Rana, HC Sanjeev Kumar, Const. Ravinder and Const. Madan Lal headed by Inspector Sushil Kumar, SHO/Maya Puri was constituted and a thorough checking of vehicles was done by putting barricades near Junk Market Red Light Main Mayapuri Road. At about 4.55 AM a white colour Tempo TATA 407 bearing registration No. HR 63 B 5719 was coming from Pankha road side. The Tempo was stopped at Junk Market Red Light and was checked thoroughly. Inside the Tempo which was covered by a Tripal, a total number of 85 cartons which contained 4080 quarters of illicit liquor (made in Haryana was found). The illicit liquor along with aforesaid Tempo was seized and after registration of case, accused Vijay Kumar, who was driving the said Tempo, was arrested.

INTERROGATION AND MODUS OPERANDI

During interrogation, accused stated that he used to carry the illicit liquor from Bahadurgarh area of Haryana for supplying them in Ghaziabad, UP area of Greater Noida almost on regular basis. Due to the high price of liquor in UP area he used to get a better margin. He was supplying this illicit liquor alone. Usually he use to choose early morning hour, to pass through Delhi via Pankha Raod and outer Ring Road, because at this time the police presence is found very less and roads are also found to be free from vehicular traffic.

MEWATI GANG OF HIGHWAY ROBBERS BUSTED- LOOTED TRUCK RECOVERED WITH THE HELP OF GPS.

The staff of Police Station Nangloi, West District has busted a Mewati gang of highway robbers namely Shabir Khan and Rizwan and recovered the looted truck within 24 hours.

  1. One Truck No. RJ-06-GA-6147 (Ten tyres).

INFORMATION AND OPERATION

On 05-05-2012 a case FIR No.115/12 U/S 392/397/506/411/34 IPC and 25/54/59 Arms Act. P.S Nangloi, Delhi has been registered on the statement of Sh. Ashok Kumar S/o Sh. Jattu Ram R/o Village Poonda, District Kathuwa, J&K, age-32 in which he has alleged about the robbery of his truck. Immediately, a team comprising of ASI Ranbir Singh, HC Bhunesh, Const. Sandeep, Const. Deepak, Const. Daya Ram, Const. Ravinder and Const. Mahesh under the supervision of SHO/Nangloi was formed and put on the task. First and the foremost, the owner of truck was interrogated thoroughly from which it came to light that the truck was fitted with GPS, device. Soon after getting this information, the team swung into action and started tracking GPS system. The truck was chased by police party and it was located at Jind near Jind industrial area and above mentioned accused persons were arrested.

INVESTIGATION AND INTERROGATION

During interrogation, they confessed their crime and stated that they are indulged in this crime for the past few months. Their modus operandi was to loot the vehicle and leave the driver at the lonely place of the border of Delhi and run away in the opposite direction of that border so that police can be misled that the accused persons might have crossed the border from that side. After leaving the driver when they cross opposite side of the border of Delhi, they used to steal the cattles (cows) and load them in the truck and take them to Mewat. In Mewat they used to sell the truck and the cows.
